Qwanet is ruled by gangs of thugs. There are six districts, each ruled by a different gang:
Except where specifically noted otherwise, a gang is ruled by a ruling council led by the nominal gang leader and also including a chief wizard and various other members. The exact degree to which any particular gang is tyrannical (the gang leader makes the decisions and the council ratifies them) or democratic (the council makes the decisions and the gang leader announces them) varies from gang to gang (and, for that matter, from day to day).
[AD&D-Specific:] The typical gang thug is a 2nd-level fighter wearing leather armour and carrying a size M weapon. No magical equipment. Strength is best 3 of 5d6; other attributes are 3d6. For hit points, take the best 2 of 3d10. Between 10% and 20% of thugs are female, depending on the gang and its current circumstances. Unless a gang has a run of particularly bad luck, it can always find more thugs from somewhere.
[AD&D-Specific:] The typical gang moll is 0th-level, and wears very little (and certainly nothing that could be considered armour). Charisma is best 3 of 5d6; other attributes are 3d6. For hit points, take the better of 2d6. Molls are always female. Unless a gang has a run of particularly bad luck, it can always find more molls from somewhere. To keep player characters alert, some molls should be low-level thieves or bards.
Qwanet is a port, situated in the southern hemisphere of Meemu-Gamad at the confluence of two great, slow-moving rivers, the Cojqwif and the Xemfhu. These two rivers feed a small lake, Mildi (meaning "confluence"), around which Qwanet has grown up. Mildi, in turn, feeds Scizjum, a huge lake to the north-west of the city. The Cojqwif, flowing north into Qwanet, marks the current border between the One Red Square district and the red circles districts; the Xemfhu, flowing west into Qwanet, flows through both the Six Rainbow Circles and Four Yellow Circles districts. The bridges marking the boundary of the Mildi and the Scizjum join the One Red Square District and the Six Rainbow Circles District but are considered neutral territory.
More geographical details follow in due course. The player character info includes a wildly-inaccurate map of the districts of Qwanet. Assume that an NPC drew it on a beermat from inaccurate memory of out-of-date hearsay evidence, and feel free to amend it as you like, or even ignore it entirely.
Qwanet has its own language, but educated residents speak other languages including the Common Tongue. The Qwanetian language, although unrelated to Divehi, is written in the Thaana alphabet.
In all six districts of Qwanet, priests are detested and organised religion is subject to repressive laws. Religions may not own property, and may not rent stone buildings, so temples must be rented and built of wood or some other temporary material. Priests must undergo regular ritual humiliation to demonstrate their subservience to the gang leader; they may own property as private individuals but may not hold religious ceremonies in such property. It is not clear whether any gang leader has the clout to enforce this last law, and none try.
Qwanetians have their own creation myth, which does not require belief in any deities. It is said that the world was created when powerful genies of earth, air, fire and water held an orgy. Since no-one understands how worlds are created, and no-one knows how genies procreate, it follows (at least according to Qwanetian logic) that the two are related.
Such few constitutional theorists as there are in Qwanet regard it as entirely right and proper that the ruler of any area should be chosen from amongst those descended from the area's founder. When applied to the gangs of Qwanet, this means that the gang leader should be chosen from amongst those descended from the person whose deeds of violence created a separate territory. Since this is near enough what happens in practice, the theorists are happy.
Most Qwanetian males are violent in behaviour and inflexible in their opinions. Intellectual activities are regarded as effeminate and held in contempt. In principle, they hold the same views about magicians, but no Qwanetian male would dare insult a magician to his face.
Most Qwanetian females are lazy and absent-minded. Although many may claim to be thinking deep, philosophical thoughts, most are simply skiving. This is unsurprising for two reasons. Firstly, tasks regarded as "women's work" are despised by both sexes. Secondly, clockwork mechanisms are known and understood in Qwanet, and are used in the manufacture of labour-saving devices (but rarely in the manufacture of timepieces).
Many Qwanetian females follow the Cult of the Dead King. This cult is inexplicable to outsiders (and, for that matter, to Qwanetian males). Members regard spending hours thinking about the Dead King as philosophical medidation; outsiders regard it as skiving.
All inns and taverns in Qwanet tend towards chaotic evil clientele; some are more chaotic and/or more evil than others.
All six gangs breed stunjellies, which are used to guard gang headquarters and other important buildings.
If you want to get the adventurers out of Qwanet, you could send them in search of the Book of Macguffin.
The Five Blue Circles district is the westernmost. To the north, it has a coastline to the Scizjum. To the east is the One Red Square district. It does not border on the Mildi or either of the great rivers, although the great bridges are very close to Blue Circles territory.
A megalith in the Five Blue Circles district leads directly to the North-Western Temple in the Mountains on the edge of the Yjsbson Empire. Unlike most other magical megaliths, which are difficult for the uninitiated to navigate, this megalith is straightforward and frequently used by merchants.
The Five Blue Circles gang leader is Riscra Bewonthe, a chaotic evil fighter. The position of chief magician is vacant, but the Five Blue Circles gang is, if necessary, in a position to hire a mercenary magician from Yjsbso to fill the gap.

Delpicin Esdel, Riscra Bewonthe's bodyguard, has his own motives for being in Qwanet. These are only loosely connected with serving Bewonthe. Esdel believes that their is a mind-flayer living somewhere in the district, and seeks to slay it. Most people think Esdel is off his head.

Halemorin Torawaghe and Delleroft Torawaghe, brothers, are on the Gang's ruling council. Delleroft Torawaghe is able and intelligent. It is a measure of the gang's desparation that the thoroughly lazy and inept Halemorin Torawaghe is on its council.

Three newcomers from Yjsbso are on the Gang's ruling council: Nmjjblsi, Iblbcjjblsi and Empjjthpo. Iblbcjjblsi is particularly skilled at thieving techniques. Empjjthpo can change her appearance to that of any human female of about the same height and build; this is an innate ability and true sight does not counter it. She can also increase her charisma to 18 at will (but not to intermediate values - it is either 12 or 18), and cast charm person and suggestion at will, at most once per round.

A trio of brothers, Bujuwuino Bwbosedel, Bosettino Bwbosedel and Bwburangto Bwbosedel, are also on the gang's ruling council. Bwburangto Bwbosedel suffers from an apparently-incurable disease and is unable to leave gang headquarters.

Terharkekj Tholsobwb, an elf, is the oldest person on the gang's ruling council. It is usual to have an elf on a gang's council, and Tholsobwb was the best the Blue Circles Gang could find.

Dinbacius Kowieis, a multi-classed half-elf, is also on the gang's council. It is another measure of the gang's desparation that Dinbacius Kowieis is regarded as the gang's most promising recruit.

Jujufafius, a bugbear, and Bandsshkim, a flind, are not on the gang's council. Nor are they ever likely to be. Even gangsters have their limits.

Other notables include Delodul Nors, an alchemist whose legs are unusually short and who, as a result, does not often leave his laboratory.
The Five Blue Circles Gang is short of high-level thieves, presumably as a result of recent lost battles. It believes itself to be in serious trouble. It is in fact in even more serious trouble than it realises, for a reason Riscra Bewonthe does not as yet suspect. See the adventure hook below.
There is a seller of maps situated conveniently close to the megalith.
The Inn of the Secret Tabernacle, in the Five Blue Circles district, caters for, amongst others, visitors from the Yjsbson Empire. It is moderately expensive: it approximates to upper-middle class, but the prices are much higher than one would expect (verging on extortionate) for the quality of service. There is no secret tabernacle (or secret anything) here.
The Polly Parrot, costing little more, caters for the upper classes. The owners are apparently friendly, but will not warn customers that the establishment is plagued by pickpockets.
Mission: Card Nodalph, a necromancer residing in the Blue Circles District, has not been paying his protection money. Can the player characters persuade him to cough up?

Adventure: Bizarre as it may seem, the paranoid Delpicin Esdel is correct. There is a mind-flayer living in the Blue Circles District. It has charmed most senior members of the Blue Circles Gang, but not Riscra Bewonthe himself, who never comes within range.
So as not to arouse suspicion, the mind-flayer has instructed those it has charmed to behave normally. Normal behaviour, in Qwanet, includes obeying the gang boss's orders, so as far as Bewonthe is concerned, nothing is amiss.
The first part of the adventure is simply to realise that there is indeed something wrong. Either Esdel must convince the player characters of his suspicions, or they must notice for themselves that there is something subtly not quite right about the way many members of the Blue Circles Gang are behaving.
The second part of the adventure is to kill the mind-flayer. That won't be easy, as the mind-flayer lives in Blue Circles Gang territory and controls most of the members of the Blue Circles Gang.
Details: The mind-flayer's name is Dath (it uses the name Dathius Graljosa on documents). Dath lives somewhere in the Blue Circles District. Dath aims to take control, first of the Blue Circles Gang, and eventually of the whole of Qwanet. Dath has charmed all of the Blue Circle senior council (the human, half-elven and elven thieves) except for Bwburangto Bwbosedel, who is too ill to leave the gang headquarters, and Riscra Bewonthe himself, who (annoyingly for Dath) never comes within range.
Bandsshkim and Jujufafius know Dath for what it is, and provisionally support its aims (they don't like humans much).
Riscra Bewonthe has been told that "Dathius Graljosa" would be a suitable candidate to fill the vacancy for chief magician. Bewonthe has no particular desire to check this. He is satisfied with the status quo (hiring a Yjsbson mercenary magician as required). Taking on an unknown as chief magician would inevitably reduce his influence on the gang's ruling council.
Delpicin Esdel knows there is a mind-flayer somewhere around, but doesn't know where; his mission is to seek it out and kill it. His first problem is convincing other people. His second problem is that most of the people he might try to convince have already been charmed.
Empjjthpo fancies Esdel and would happily charm him for her own pleasure. However, she is compelled to carry out Dath's orders, and Dath's most compelling order is behave normally and do not arouse suspicion. Empjjthpo realises that seducing the gang chief's bodyguard could attract suspicion.

The One Red Square district is on the west bank of the Mildi. To the north and west, there is the Five Blue Circles District. To the south, there is the Cojqwif River, across which are the Red Circles districts. At the north end of the district, there are the great bridges leading to the Six Rainbow Circles District.
The current One Red Square gang leader is Olophal Delledomscius, a chaotic evil fighter. He is elderly and likely at any moment to die of natural causes (poisoning and knives in the back are regarded as natural causes in Qwanet). Although there will be a succession crisis when this happens, his most likely successor is his elder son Jemani Delledomscius, also a chaotic evil fighter.

Foxfree Fodu considers himself the rightful ruler of the Red Square gang, and many support his (rather poor) case. He and his son Joriso Fodu and daughter Kovis Fodu are on the gang's council. Joriso is a disappointment to his father, who wanted him to train as a spy. Kovis is betrothed to Jemani Delledomscius, it being believed that such a marriage would avert the potential succession crisis.

Many believe that Ankerol Eddone is actually the son of Foxfree Fodu. Retsledina Eddone lives with Aron Fritkenda, a widower.

Other notables include Bukmas Kroffilkovin, a chaotic evil wizard who may, if the price is right, teleport a party to Atlantis. It has been prophesied that Kroffilkovin will die underground. He insists on remaining above ground, and regards teleporting as entirely safe.

Of the shops in the One Red Square district, the seller of scrolls is noteworthy. There is also a seller of philtres in one of the back streets; this shop is hard to find unless you know it is there.
Of the inns and taverns, the Ace of Spades caters for the upper-middle classes.
The Bailiff's Umbrella caters for the upper classes.
The Sneezing Virgin caters for the lower classes.
The Halfpenny Saddle caters for the lower-middle classes.
The Carpenter's Arse caters for the upper classes (the name is an allusion to a Qwanetian proverb that carpenters always keep the most comfortable furniture for themselves). There is a resident conjuror who will (for a fee) cast spells on request. He operates his own protection racket: he will also (for a fee) promise not to cast spells on customers.
The Long Way Round caters for the lower classes.
The Mongrel Cat caters for the lower-middle classes.
Landmark: the shop of Ebranda Taynetti. A collar-maker by profession, Ebranda runs an animal sanctuary. She cooks nutritious, hygienic food for the animals in her care; they eat better than most humans in Qwanet.
Landmark: Zzonory, a school for 12 to 15-year-old girls. Zzonory is an old and well-known building with a long and mixed history.
Landmark: the statue of Dinie Cruphille. Dinie was a thief convicted, many years ago, of unlawful (i.e. freelance) theft. She was transformed into a statue as punishment, and the residents of Qwanet have got so used to her as a landmark that she will remain so for the foreseeable future.
Geographical Landmark: The barracks of the Qwanetian Marines, to the north of the district, close to the Great Bridges. The Qwanetian Marines are the scum of the earth, far worse even than hoodlums who run the gangs. The only good thing about the Qwanetian Marines is that they are usually so drunk as to be incapable of causing trouble.
The One Red Circles and Two Red Circles Districts are the southernmost in Qwanet. The boundaries fluctuate continually; in general, the Two Red Circles Gang has more territory to the north and east, and the One Red Circles Gang more to the south and west, and in some places the ruins of the old city wall mark the boundary between the two. To the north-west, there is the Cojqwif River, across which is the One Red Square District. To the north-east, there is the Four Yellow Circles District.
The Two Red Circles gang leader is Rhallameer Kenchalzius, a thief.

The half-elven brothers Zokkhel Dinnel and Wririn Dinnel are on the gang's council. Wririn Dinnel, the younger brother, is a priest of a theft cult rather than an active thief. He teaches theft skills to recruits to the Two Red Circles Gang.

Rehewo Aulialols is relatively young but talented. He owed his position on the gang's council to the fact that Rhallameer Kenchalzius believes Aulialols to be loyal to the status quo. In fact, Aulialols does not care what happens to the gang. He wanted to be a cleric rather than a thief.
Aulialols is currently suffering from artefact abuse. He is stuck in a duplicate of Pamina's body, complete with voice and mannerisms. He does not mind the voice so much, but the mannerisms are embarrassing. Wristizar Isrun has been unable to dispel this, and there seems no sign that it will wear off. (Six of the gang's molls are similarly afflicted, but no-one seems bothered about that, least of all the victims themselves.) Worse, Pamina's personality is starting to take over.

Aulia the Lert, a female goblin, provides entertainment at council meetings. Goblin jesters are not the fashion in Qwanet and never have been, but the Two Red Circles Gang is in many ways not a fashionable gang.

The Footpad Smells a Rat caters for the lower classes.
Landmark: the offices of Aowpw Fuy Bbe, an Atlantean company running an office which employs female secretaries. This, although it would not be unusual in (for example) Atlantis, is almost unheard of in Qwanet. Aowpw Fuy Bbe is a relatively uncontroversial import/export business. Jamolamona Alaviej, a highly-efficient secretary, runs the office. Player characters responding to the advertisement for adventurers will already have met her.

Mission: Some while back, the gang came into possession of some magical swords. Having more magical swords than they knew what to do with, they passed some of them on to Evrmlljjxa, a diviner from Yjsbso hired by the Quartermaster's Stores. Since then, nothing has been heard of either Evrmlljjxa or the swords.
The Quartermaster's Stores in Yjsbso is notoriously honest, and had it received the swords it would have sent fair trade (less a commission) for them. The inescapable conclusion is that Evrmlljjxa made off with the swords.
The Two Red Circles Gang would like the player characters to find Evrmlljjxa, deal with him, and either return with the swords or, even better, take them themselves to the Quartermaster's Stores in Yjsbso and return with fair trade for them.
The Two Red Circles Gang will not, at least at first, add the following details. They might possibly be included in sealed orders to be opened after the party has left Qwanet:
As well as swords, Evrmlljjxa's inventory included what was described therein as a "buggy wand of impersonation".
The wand is, in fact, not buggy but a semi-artefact, the Wand of Freghenda Bewallernes. Its main power is a variant of the 6th-level spell impersonation with no time limit, and this effect is too powerful to be dispelled by the likes of Wristizar Isrun. The effect could be cancelled using the wand if anyone knew the requisite command words, but no-one does. Similarly, the wand could be used to impersonate people other than Pamina if anyone knew the requisite commands words to reset it, but no-one does. The effect can be dispelled, but the wand casts it at 26th level, and only spellcasters of 17th level or above have any chance of dispelling its effects (spellcasters of 16th level or below do not get a 5% chance). The wand also has a number of minor powers which I might list in due course.
The wand was found by Pamina, during the course of a mission undertaken at the Gang's request. She recognised that the wand was out of her league, and handed it over to the Gang. This is, in principle, what she should also have done with all the other magical items she found, so no-one found this incongruous.
One gang member and half-a-dozen molls ended up stuck with Pamina's shape, voice and mannerisms before Wristizar Isrun finally conceded that he was unable to dispel the effect. Recognising at last that the wand was out of his league too, he concluded that the only safe place for it was on a dusty shelf in the Quartermaster's Stores in Yjsbso. Who, after all, would be issued a "buggy wand of impersonation" by the Quartermaster's Stores?
To prove that the wand was indeed a wand of impersonation, Isrun used it on Evrmlljjxa, who thus had the problem of making his way to Yjsbso as Pamina.
A side-effect of using the wand is that if A remains in B's form for too long ("too long" varies from case to case), B's personality starts to take over. This is what has happened: Pamina's larcenous personality has taken over Evrmlljjxa's mind. As Pamina, Evrmlljjxa sees no reason why she should take the wand (or the swords) to Yjsbso rather than make off with them herself.
Although Isrun's divinations have not discovered the command word for reversing the effect, they have discovered the names of two people who can safely use the wand. One is Genesse Stapo, Wardeness of the Institute of Enchantment in Atlantis; Isrun has reasons of his own for not wanting her to get hold of it. The other is Jacaw Monerosetti, a member of the Yellow Circles Gang, and for the wand to fall into her hands would be an unmitigated disaster for the other five gangs of Qwanet.
It thus is vitally important to Isrun's plans that the Yellow Circles Gang does not find out about the wand. That is why he is sending player characters, not gang members, after it.
The One Red Circle gang leader is Bas Fatharemonverth, a chaotic evil illusionist.

Aulaxutreer owns a double-strength ring of human influence: wearing it, his loyalty bonus is +16 and his reaction bonus is +14, and he can cast charm and suggestion twice each per day.
Aulaxutreer's other magical items are: +5 chain mail, +5 shield, +5 longsword, defender, +1 fauchard-fork, ring of regeneration, medallion of ESP, bracers of defence, AC7 and cloak of protection, +1.
Another notable resident of the One Red Circle district is Daynsmu Fxybertard, a high-level male warrior, who has seduced at least four of Aulaxutreer's wives.

Fxybertard's magical items are: +2 plate mail, +5 shield, longsword of sharpness, longsword, +3, frost brand, cloak of displacement and two ropes of entanglement.
Enspaar Olopverth the Virtuous, a grocer, is always serene and calm, and is always smiling. Most people in Qwanet want to know what he has to smile about, but are afraid to ask.
Of the inns and taverns, the All Wind and Piss caters for the lower classes. Burolame Aulaxutreer drinks here. It is rumoured that the beer enhances male virility.
The Poor as a Rat caters for the lower classes.
The All in a Whirl caters for the upper classes. The inn is plagued by cutpurses, but they are cautious about whom they rob as it is also the place where freelance assassins come to negotiate terms with potential clients.
Landmark: Gyutebs Field, the place where out-of-town brewers bring barrels of ale for purchase by the city taverns. It is near the south of the city, close to Burolame Aulaxutreer's mansion. Ixiibbwb Dehent, secretly a priestess of the Expiators, runs a protection racket at Gyutebs Field. As she charges lower rates than the gang would, out-of-town brewers come to Gyutebs Field rather than go into the city.
Mission: Angtora Fhyrewen, a female transmuter, has developed a spell which enables her to transform herself instantly into architecture - usually a column - which matches her surrroundings. This spell is particularly valuable since it appears more powerful than statue (at least at first sight) but is lower-level. While researching the spell, she promised various people that she would give them copies of it once she had completed her research. She did not do so, and most of them are now looking for her. She is in hiding, and the safest place she has found to hide is amongst the dancing-girls of the One Red Circles gang. The player characters are sent to find her (either by her friends, if she has any, or her enemies, who are numerous).

The Four Yellow Circles District is on the east bank of the Mildi. To the north and east of it is the Six Rainbow Circles District. To the south is the Two Red Circles District. The Xemfhu River flows through the Yellow Circles District on its way to the Mildi. There are also outposts of territory wholly surrounded by the Red Circles Districts which are still regarded as belonging to the Yellow Circles District.
The Four Yellow Circles gang leader is Kerp Skilgord, a chaotic evil warrior.

In the past, Ola Huryd was notoriously incompetent: there was a possibility of a wild surge occuring every time he casts a spell. The gang tolerated him because the surges were beneficial more often than they are disastrous, and because he often seemed to have advance knowledge as to what was going to happen. Nevertheless, no-one in his right mind would let Huryd cast a spell on a living target. The gang employed him mainly to identify magical items amongst their spoils. Although an enchanter, the spell Huryd cast most often was detect magic.
All this changed when one of these wild surges raised his intelligence (and several other attributes) to 18. Thereafter, there were no more wild surges, and he concentrated on enchantment magic, with the paradoxical result that outside the gang's inner circle his reputation for power decreased.
Several members of the gang continue to benefit from wild surge results dating back to Huryd's earlier period.
Rimje Quibbwbux, wife of Kerp Skilgord,is on the gang's ruling council. It is Rimje Quibbwbux, rather than her husband, who is the true hereditary ruler of the Yellow Circles Gang (in so far as the concept of true ruler has any validity in Qwanet).

Riusclath Henobers, an elf, is the oldest member of the Yellow Circles gang. He is on its ruling council, as are his three daughters, Rupetsledi Henobers, Vafredanda Henobers and Rina Henobers. Vafredanda Henobers learned magic from Ola Huryd, and reports that although he is undoubtedly a powerful mage he is not a good teacher. Rupetsledi Henobers, years older than her half-sisters Vafredanda and Rina, studied magic in Atlantis and recognises Ola Huryd for the fraud he is. It is widely expected that Rina Henobers will marry Camico Skilgord, which is why she too has a place on the council despite her lack of experience.

Angtonzohle Dinerolus, another member of the gang's council, has on several occasions been the beneficiary of wild surges from Ola Huryd's magic. He believes Huryd to be very powerful indeed, and is a fervent supporter of the status quo. Dinerolus will shortly seek leave to move to Atlantis to learn spellcasting, either transmutation or illusion, and permission for him to do this will be granted.

Monzhokken Julidontius, another member of the gang's council, is another beneficiary of one of Ola Huryd's wild surges and another supporter of the status quo. Julidontius's biological age is fifteen years less than his calendar age, and his sex life has improved no end as a result.

Vidors Alsont is a priest of a theft cult, rather than an active thief. He teaches theft skills to recruits to the Yellow Circles Gang. He is nominally on the gang's council but does not involve himself in planning.

Freber Crasbacus is on the gang's council. He is ambivalent about Huryd, being far from sure that the wild surge which affects him is beneficial.

Rhalsonius Wriellern, although inexperienced, is on the gang's council for his diplomatic skills. Wriellern avoids combat, preferring to talk his way out of difficult situations.

Jacaw Monerosetti, known as Jacaw the Galvanist, lives in the Yellow Circles District. She is a lawful evil enchantress and reputed to be the loveliest woman in Qwanet. She is loyal to the Yellow Circles Gang, but not to its current leadership. She is not on the gang's council, but does not need to be, as she can ensure that it will never make any decisions which seriously displease her. She has the ability to increase her height by up to 5" at will. Many men of the Yellow Circles District prefer tall women.
Jacaw attributes her beauty to her habit of bathing every day. Few in Qwanet believe this, and even fewer emulate her.

Cisete Monerosetti, daughter of Jacaw Monerosetti (the father is believed to be Monzhokken Julidontius), follows the same faith as Vidors Alsont. Cisete is ridiculously beautiful, and men find it impossible to think clearly in her presence. Even Ola Huryd, who has extremely high standards, admits that she might be considered pretty. Jacaw is jealous of her daughter's good looks, and keeps her away from public notice.

[AD&D-Specific:] Heterosexual human males automatically fail all saving throws when Cisete Monerosetti is nearby. They cannot possibly pay full attention to anything else. Exception: hypnosis, and other spells which require the victim to pay attention to the caster, automatically fail.
Gagehura Aolaxutreer, sister of Ibbwbouch Aolaxutreer, holds the bizarre view that Sabrina would make a good gang leader. No-one else takes this idea at all seriously.

Daonne Crasbacus, daughter of Freber Crasbacus and Jacamina Regheu, seems surprisingly normal.

Politics: Kerp Skilgord is, technically, a usurper. He obtained his position by marrying the daughter, Rimje Quibbwbux, of the previous gang leader. He hopes that their son, Camico Skilgord, will be his heir. Unfortunately, although Camico Skilgord is a competent low-level thief, he lacks the qualities needed of a gang leader.
Although born in the Yellow Circles District, Kerp Skilgord was raised in Atlantis. It was there that he met Ola Huryd, an Atlantean wizard educated at the Institute of Enchantment. The two are firm friends, and it is largely through Huryd's influence that Skilgord keeps control of the gang.
Ola Huryd despises Qwanet and most things Qwanetian, and would return to Atlantis were it not for his friendship with Skilgord and the fact that his position as gang wizard allows him considerable freedom which he would not have in a more civilised city. Huryd is the magician who co-stars in my guide to Basic Sentence Patterns in Japanese. He is, in point of fact, quite fond of Sabrina, a half-elven adventurer who visits the Yellow Circles District on occasions. She is, after all, reasonably civilised (unlike most Qwanetians, she bathes reasonably frequently), and if her incessant chatter or the appalling accent with which she speaks the Common Tongue become too irritating he can always shut her up by making use of the domination spell he has successfully cast on her.
Of the inns and taverns, the Conceited Troll caters for the upper classes.
The Kiddy (the inn sign is a girl baby in fashionable clothing) caters for the lower classes. It is where kidnappers and their victims come to negotiate ransoms.
The Six Rainbow Circles District is the easternmost. To the north is the Scizjum. To the west is the Four Yellow Circles District; a corridor of coastal land belonging to the Rainbow Circles District runs north of the Yellow Circles District and leads to the great bridges, on the other side of which is the One Red Square District. At the south end of the Rainbow Circles District, it also has a small border with Red Circles territory, and along the south-east border of the region there are the only remaining parts of the old city wall which can still function defensively. The Xemfhu River flows through the Six Rainbow Circles District on its way into Qwanet.
The Six Rainbow Circles district is the one most conveniently placed for journies to the hinterland.
The Six Rainbow Circles gang leader is Distado Disonietti, a chaotic evil warrior.

There is a seller of scrolls somewhere in the Rainbow Circles district.
Landmark: Herbures Uxspaan's ferry, close to the Great Bridges.
Landmark: Ugdyms Tower, a clock-tower atop a cliff, can be seen from most parts of Qwanet when the weather is clear.
Helkonori Fliushewo lives in the tower and is paid by the Rainbow Circles Gang to wind the clock. Helkonori researches chronomancy spells, in which endeavour she has not had any success as yet. She is also a noted (and capable) mathematician.

The Great Bridges to the north of Qwanet link One Red Square and Six Rainbow Circles territory, and mark the boundary between the Mildi and the Scizjum. There are two bridges. The taller, to the north, is completely built over. Only the western half of the shorter southern bridge is built over; the eastern half is a tower bridge which can rise to allow boats through. These, like all bridges in Qwanet, are regarded as neutral territory. Between the two bridges there is also a large pier leading nowhere. Although only accessible from the One Red Square District, this too is regarded as neutral territory.
The Engineering College is located on this pier. It is where the engineers who maintain the tower bridge (and Qwanet's other infrastructure such as the sewers) are trained.
