Most of the people in shops, shopkeepers and customers alike, are 0th-level humans with no adventuring skills. Unless, of course, the shop sells magic, in which case the shopkeeper is likely to be a wizard of at least 5th level.

Most of the people in Atlantis are 0th-level humans with no adventuring skills. In principle, tavern customers are a representative cross-section of Atlantean society. However, young aristocrats, male or female, are somehow far more noticeable than anyone else. Even though they are a tiny proportion of the population as a whole, taverns always seem to be full of them.
Young aristocratic males usually fancy themselves as swordsmen. They are arrogant and quarrelsome, and forever making stupid bets with one another. Most are 1st level, but a few are as high as 4th level. By the time they reach 5th level, they are usually old enough to have settled down.
Young aristocratic females are sometimes swordswomen, sometimes bards. They are not as arrogant or quarrelsome as their brothers, so do not progress quite as quickly. Most are 1st level, but a few are as high as 3th level.
Young aristocrats, male and female, come from wealthy families and have access to far more magical gadgetry than one would normally expect someone so low-level to have.

Dalinda d'Hapelle, apparently a very pretty young lady of aristocratic parentage, sometimes enjoys an evening out in Atlantis.
It might happen that the player characters encounter aristocrats and get invited to a party.
Young aristocrats, male and female, are even less sensible at home than they are in taverns.
Their parents, although more sensible, are tolerant. They remember what they were like at the same age. Typically, an aristocratic father will be a 5th-level fighter, and his wife will be around 3rd level and could be of any character class, with fighter being the most common. A few (younger sons of impoverished families, perhaps) are very much higher-level than this.
The parents, being extremely wealthy, have access to seriously heavy magical items.

The Marketplace of the Magicians
Although quite a lot of the customers here are 0th-level humans, there are also quite a lot who are not. This is, after all, where spellcasters go to buy spell components.

No surprises here. The magicians are a minimum of 5th level, and most are higher. Since prices are high, the customers are wealthy, which means that the proportion with adventuring skills is higher than is typical of Atlantean society.
