COM.S.RATNASUBRAMANIAN RETIRES ON 30.4.2006

29.4.06: Com.S.Ratnasubramanian, DGM (Enquiries), Tamilnadu Circle retires from service on 30.4.2006.   An Engineering Supervisor trainee of ES Batch 93, Com.Ratnasubramanian is a recruitee of 1965 batch and undertook his training at Nagpur and Jabalpur along with Com.Basu.  Very upright with committed personality, he never hesitated to call a spade a spade.
His deep knowledge and analysing capacity on service matters earned him immense reputation.
He was elected as Organising Secretary (South) of TESA (I) and was a very competent team member to write the Memorandum, Questionnaire etc. of TESA (I) which were presented to Fifth Central Pay Commission.  He guided rebuilding of TESA (I) in Tamilnadu Circle, as its President.
At present he is a CWC member of AIBSNLEA from Tamilnadu Circle and Internal Auditor of TESA (I).  Now as he retires, he would be able to contribute more in giving us his valuable guidance.
WE WISH HIM A HAPPY AND PROSPEROUS RETIRED LIFE.

25.4.06: Inter-SSA request transfer orders in respect of JTOs who have completed two years of service in the respective SSAs likely to be issued shortly.

20.4.06: PROVISION OF SERVICE MOBILE CONNECTION TO SDEs/AOs KICKSTARTED: After Circle Secretary met and reminded CGM just before the Management Meeting held on 19.4.06, CGM has directed all GMs attending the meeting to provide service mobile connections to all SDEs/AOs as earlier agreed to by him, in a phased manner. Atleast 25% of the SDEs/AOs should have been provided the service mobile within two months. ALL BRANCH SECRETARIES ARE REQUESTED TO PURSUE THE CASE WITH THE DISTRICT ADMINISTRATIONS IMMEDIATELY AND TO ENSURE THAT SERVICE MOBILES ARE SANCTIONED IMMEDIATELY. ANY DIFFICULTIES EXPERIENCED MAY BE BROUGHT TO THE NOTICE OF THE CIRCLE ASSOCIATION.WE EXPRESS OUR SINCERE THANKS TO CGM TAMILNADU CIRCLE

25.3.06: Transfer orders of SDEs issued in STR as a result of our delegation to CGMM STR on 3.2.06.  Most of the requests of SDEs who were transferred out of Madurai two years back, have been cleared.  We hope the remaining cases will also be cleared shortly. 20.3.06: As a result of concerted efforts by our CHQ for the past five months, BSNL issues orders stopping recovery of Income Tax at source in lieu of occupation of staff quarters. Click Here for the letter.
Com.K.Rajasekaran, CS, Com.A.Balasubramanian, CWC Member, Com.Ravi, Circle Finance Secretary and Com.Guruprasad, Secretary, Circle Office Branch met Shri.S.R.Kapoor, Sr.DDG, BSNL HQ who had come to Chennai on 18.3.06 and discussed in detail the following issues.  Shri.Kapoor agreed to speed up settlement on all the issues other than the TA/DA issue:
1. Releasing of Adboc promotion of CAOs.
2. Creation of posts in Engg. and Accounts wings as per norms for CMTS.
3. Minimum disturbance from Tamilnadu while ordering transfer and postings in Accounts and releasing the orders before March 31st.
4. Early release of orders on AAO IDA pay scales
5. Early completion of DPC for AO and Sr.AO regular promotions.
6. Early conducting of Exam for direct recruitment of JAOs.
7. Restoration of TA/DA for officiating promotion.
8. Early refund of CGEIS amount.

7.3.06: BSNL directs Circles to ensure that the seniority of the petitioners in the '1966 SDEs' case are not reversed till final judgment from the courts. Click Here for copy of the BSNL letter.

4.3.06:Circle Association met CGM TN Circle today and insisted early decision on sanction of service mobile connection to all SDEs/AOs. CGM said that no blanket orders could be issued, due to some administrative reasons.  However he has assured that all SDEs/AOs would be provided with service mobile on request, in a phased manner, within a few months time and that all Heads of SSAs are being advised accordingly. All SDEs/AOs are therefore requested to individually submit a request to the Heads of SSAs for provision of service mobile connection, immediately.
Hon'ble Principal CAT, New Delhi has observed that "It is well settled law that an official has no legal right to continue on deputation indefinitely and he cannot insist to remain on deputation and yet not exercise option either for his retention or for his repatriation to the parent department."  However they are allowed further 10 days time to exercise their option from 28.2.06.

28.2.06: All branches are requested to join the Demonstration on 1.3.06 against scaling down of ADC organised by Joint Forum. 

16.2.06: Payment of difference of bonus on CDA and IDA scales for 2001-02 and 2002-03 done in Circle Office. Orders are being sent for payment in all the Units.

10.2.06: Hon'ble Delhi High Court had ordered Status-quo in the issue of reversion of 1966 SDEs.  But the order has not been honoured by the Circles, particularly J&K Circle where revised seniority is being followed for officiating promotions.  A petition had been filed in the Hon'ble Court on the issue. As a result, next hearing has been preponed to March 17th 2006.

3.2.06: Com.P.Venugopal, Circle President & AGS, Com.K.Rajasekaran, CS, Com.C.Duraiarasan, ACS, Com.R.R.Balasubramanian, ACS, Com.V.K.Paramasivan, CWC Member, Com.Dheenadhayalan, Secretary, STR Branch, Chennai, Com.R.Ponnambalam, Secretary, Madurai SSA Branch and Com. Roy of Madurai STR met CGMM STR, Chennai today and insisted consideration of request transfers of the SDEs transferred out of Madurai in 2003 on priority basis. Request transfer of Com.Balaraman SDE from Sankagiri to Salem, allowing drawl of Salem HRA for staff working in Sankagiri, request transfers of Coms. Kuppusamy, JTO and Balakrishnan, JTO  from Chengalpattu Satellite to Chennai were the other issues discussed with him. We hope all the cases would be settled early.
The Circle Office-bearers also met DGM (F) of STP.  DGM (F) has agreed to do the needful for  grant of Honorarium for Accounts Closing. The request for keeping in abeyance the relief of Com.Chandra Palanivel AAO on promotion as AO to STR has also been agreed to.
The Circle Office bearers met CGM Tamilnadu Circle and requested him to sanction service mobile connection to all SDEs/AOs and PSs as has been done in Chennai Telephones. It was explained that since the handset was to be purchased by the individual officers this will not adversely burden the organisation.  It was also requested that in the mobile connection under 325 scheme, the limit of free talk value of Rs.500 should be over and above the rental Rs.325.  CGM has agreed to consider the case favourably. An early decision has been requested.
The office bearers then met GM (F) and brought to his notice the issue of pay anomaly of SDEs (civil) Salem, which he has agreed to settle early.

2.2.06:JTO to SDE regular promotion for which Eligibility List was circulated seems to have hit a road block with DOT taking a view that no posts would be available for promotion consequent to the earlier court decision regarding reversion of 1966 SDEs. The issue is to be pursued further.

1.2.06: The Committee constituted by Chairman, Telecom Commission to look into certain contentious issues regarding the Promotion Policy is yet to submit its Report. One of the members of the committee Shri.R.N.Prabhakar, Advisor [Production] Telecom Commission has also retired yesterday. Indications are that the Committee is now to finalize its views and recommendations on certain concessions in respect of the following areas:-
1. ATTENDANT CONDITION: While the condition shall remain, marginal relaxation in Marks, for vertical promotion as well as financial upgradation, is expected.
2.Weightage for PAST SERVICES: They may be recommending grant of 25% weightage subject to a MAXIMUM OF ONE Year for the past services rendered in DoT/DTS/DTO.
3. MANAGEMENT TRAINEES: The percentage of the posts for filling up from Gr'B to STS level may be enhanced from the present 50%.
4. UPGRADED/REVISED IDA PAYSCALE w.e.f. 01-10-2000: This may be considered only for the purpose of granting First IDA Pay Scale upgradation after 01-10-2000.
5. ONE TIME UPGRADATION OF SDEs: The long-time fought for issue may remain a dream as the bus seems to have been missed.

17.12.05: All India President Com.Satyanarayana and GS Com.Basu address the Joint Circle Executive Committees of Tamilnadu Circle and Chennai Telephones. Com.Basu calls upon the Circle Secretaries to put pressure on sister unions/associations for a serious approach by the respective CHQs to the proposed joint struggle.  He hints at a program of struggle for implementing the CWC decision of refusing to work under non-optees. He says AIBSNLEA will meet Chairman DOT to resolve the stalemate created in implementation of Promotion Policy.

16.12.05:After continuous and strenuous efforts by the Circle Association, orders have been issued for transferring back four out of the seven AO comrades to Madurai SSA: Com.Joshua, Com.Rosi, Com.Ayyappan and Com.Rahini. We are thankful to GM (F) and his team of officers. Also, due to our relentless efforts, orders for point to point fixation of pay for AAOs and resultant payment of arrears, after submission of an undertaking by the individual officers, are being issued tomorrow.

14.12.05: Delhi High Court extends the  status quo till the next hearing on 4.5.2006 in the case filed by CHQ in the seniority case of 1966 SDEs.
Chennai Installation/AT branch of AIBSNLEA inaugurated on 12.12.05. 13.10.05: Circle has circulated a list of additional SDE vacancies in SSAs to be filled by officiating arrangement.  The SSAs are to identify the stations. 9.10.05: As per our request, process of issuing JTO to SDE officiating orders has been initiated.  After SSAs identify posts, options will be called from eligible JTOs.

5.10.05: Reversion of 1966 SDEs:  Delhi High Court has ordered to maintain status-quo on the issue of non-reversion of 1966 SDEs till next hearing in a petition filed in the court which was heard today. DoT’s order regarding the reversion of 1966 SDEs will thus be inoperative. Next date of hearing of the case is 14.12.2005. As a part of the contingency plan, all Circles have been asked to furnish the details of DE (adhoc/regular) to BSNL CO before 1.10.05.

29.9.05:The Union Cabinet has decided to extend the deemed deputation of Group ‘A’ officers till 15th October 2005 ONLY in order to facilitate the exercise of option.

However, in the event sufficient number of Group ‘A’ officers do not become available in BSNL and MTNL, the Government has also decided upon a contingency plan to be put in place. This includes availing of the expertise of the other Group ‘B’ officers to look after the operations, seeking the services (on contract) of the retired officers, taking help from the vendors to manage the exchanges, availing the services of officers from postal service, Railways etc and if need be, to take the assistance of the Armed Forces to assist in the maintenance of telecom services. The government has also authorised the Department of Telecommunications to take all steps to ensure that the services are maintained.

Inter SSA transfers of SDEs as per the new transfer policy of Circle are to be ordered in a day or two

26.9.05:  Last date for submission of option for absorption in BSNL in respect of Group A officers has been extended upto 30th September, 2005.  It is learnt that DOT has offered to consider provision of various benefits to those who opt for BSNL/MTNL before 30.9.05 viz.  improved pay benefit in the form of special allowances, which can also be commuted like pension, 5 years weightage for eligibility for pension etc.
Our Association had requested GM (F) to fill DGM (F) posts in SSAs through looking after arrangement.  Wherever eligible candidates and vacancies were available looking after has been ordered.  The following CAO comrades have been ordered to look after the duties of DGM (F) :

23.9.05: DEEMED DEPUTATION OF THE GROUP `A’ OFFICERS: The Deemed Deputation of Group-A Officers in BSNL is to end w.e.f 01.10.2005 as per the Cabinet Decision taken at the time of formation of BSNL. Though DoT has decided to receive the options from the Group-A officers for their absorption up to 26.09.2005, there is strong resistance from the ITS Association against absorption. BSNL, in consultation with Chairman Telecom Commission and Cabinet Secretary, was ready to extend certain financial package for the optees. But this package has not been announced since the ITS Association declined to sign an agreement for absorption. Now, there might  be a move for extending the deemed deputation period which we are to vehemently oppose. AIBSNLEA, in its CWC meeting at Bhopal in July 2005,  resolved not to work under the deputationists after 30.09.2005. In order to preempt any move for extension of deemed deputation period, all Branch/Circle Secretaries of AIBSNLEA are requested to send a Savingram to all concerned as indicated in the context of the Savingram given below. As was done during the last year, BSNL Executives' Diary 2006 will be procured by the Circle Association and delivered to the SSAs.  The cost of the diary will be inclusive of freight charges from Delhi, packing and delivery to SSAs.  Circular will be issued within a day or two.

Com.K.Rajasekaran,Circle Secretary, Com.Duraiarasan, ACS and Com.N.Veerapandian met PGM, Trichy on 9.9.05 along with Trichy Branch office-bearers and discussed important issues agitating the minds of our members.  PGM Trichy has agreed to settle most of the issues.  Let us hope that this would bring to an end the tense atmosphere there.

26.7.05: BSNL Board meeting is reported to have approved the Promotion Policy for BSNL executives.  A meeting of Chairman, Telecom Commission and CMD, BSNL is scheduled to take place in a few days to clear some related issues.
CWC of AIBSNLEA comes to an end after elaborate and useful deliberations. Director (Finance) addressed the Open Session. CWC resolves not to allow extension of deputation of Group A officers beyond 30th September, 2005 and in case extension is given, to refuse to work under the deputationists. CWC has constituted a committee to recommend on Perks and allowances to CHQ.  Com.Venugopal, our Circle President will be the Convenor and Com.K.Rajasekaran, CS is a member.

21.7.05: As already decided, legal course is being pursued by the CHQ in the case of reversion of 1966 SDEs. All Branch Secretaries are requested to approach the affected SDEs (Click Here for the list), collect Rs.500/- per head towards legal expenses and send it to Circle Secretary within a week for onward transmission.

20.7.05: CEC Meeting of AIBSNLEA Tamilnadu Circle held today under the Presidentship of Com.Venugopal, Circle President. Very purposeful and constructive deliberations was the highlight of the meeting. Resolutions and Issues for consideration by the CWC were adopted.
Reception Committee of Trichy Circle Conference received appreciation twice early, once  for exemplary conduct of the Conference and again for the release of a beautiful and flawless Souvenir.  Now, the Reception Committee, while winding up, has donated Rs.30000/- to the Circle Association.  Not only that, it has also conveyed its decision not to avail Rs.30000/- assistance offered by the Circle (from the circle quota collected during the conference).  The CEC meeting in one voice expressed its profound thanks and appreciation to the Reception Committee.

2.5.05: First Annual Conference of AIBSNLEA Kumbakonam Branch was held on May Day 1.5.05 at Kumbakonam under the Presidentship of Com.Ilayaperumal, Branch President. The regular body of Kumbakonam AIBSNLEA had been formed exactly a year back on 1.5.04. It was an exemplary Conference in all respects. Com.P.Venugopal, Circle President, Com.K.Rajasekaran, Circle Secretary, Com.Sivakumar, Circle Organising Secretary, Com.R.R.Balasubramanian, ACS, Com.Gunasekaran, ADS, Trichy Branch, Com.Jayabal, District Secretary, NFTE BSNL and other sister union representatives participated and addressed the Conference.  On behalf of SNEA, Kumbakonam District, Com.S.Balasubramanian and Com.Kabilan addressed the conference.Com.Ilayaperumal, Com.M.S.Radhakrishnan and Com.P.R.Sethuraman have been elected President, Secretary and Finance Secretary respectively.  Com.V.Subramanian and Com.M.S.R have  exchanged their roles as Asst.Secretary and Secretary.  The entire house expressed their profound desire of continuous guidance from Com.V.S.  We congratulate the comrades of Kumbakonam SSA for their excellent team work.

23.3.05 1515 Hrs: CMD BSNL INVITES OUR LEADERS FOR TALKS.  AFTER DISCUSSIONS, DECISION TAKEN TO REFER BACK ALL THE ISSUES TO HIGH LEVEL COMMITTEE. HIGH LEVEL COMMITTEE SHALL INTERACT WITH THE ASSOCIATION REPRESENTATIVES AND SUBMIT ITS REPORT WITH IN THREE WEEKS. FAVOURABLE OUTCOME EXPECTED.

23.3.05: STRUGGLE DEFERRED AFTER INTERVENTION AND APPEAL BY HON'BLE MINISTER FOR COMMUNICATION. MINISTER ASSURES SETTLEMENT OF ALL ISSUES WITHIN SHORTEST POSSIBLE TIME. CONGRATULATIONS TO ALL COMRADES. LET US KEEP THE UNITY INTACT.

21.3.05: Request transfers of JTOs who have completed 2 years in the respective SSAs as on February, 2005 and tenure transfers of JTOs are likely to be released in a day or two.
Lunch/Closing Hour demonstrations held all over the Circle with very huge participation. Participation in work according to rule has also been substantive. To maintain pressure and to achieve our goal individual contribution is a must. Let us not ask what the others have contributed. Our future is at stake. The future of BSNL is at stake. Let us stand up to save our future and that of BSNL. Let us not be cowed down by threats from the powers that be. REMEMBER, THIS IS ANOTHER FREEDOM STRUGGLE. WE ARE PATRIOTS AND NOT COWARDS. WE SHALL NOT TOLERATE NON-SENSE LYING DOWN LIKE SLAVES.

19.3.05: Intensification of our struggle today had its impact in all the SSAs. It echoed the anger of the Executives against vested interests in BSNL management scuttling a peaceful settlement. Provocations from frustrated forces cannot stop  our ONWARD MARCH.  As stated earlier this is the end game. Let us keep our nerves and prepare for the final assault which starts on Monday after Sunday's break.  INTENSIFICATION OF THE STRUGGLE SHOULD BE CONTINUOUS TILL SETTLEMENT IS REACHED.
Com.P.Venugopal, Circle President and Com.V.K.Paramasivan, CWC Member toured Madurai, Karaikudi, Virudhunagar, Tuticorin and Tirunelveli SSAs during Relay Hunger Strike from 15th to 17th March 2005. Com.C.Duraiarasan, ACS visited Kumbakonam SSA on 17th March.

Chennai-Chengai Branch Joint General Body meeting of AISNLEA and SNEA held today. Com.K.Rajasekaran, Circle Secretary, Com.M.Kailasam, ACS and Com.R.R.Balasubramanian, ACS addressed the meeting on behalf of AIBSNLEA.
Joint meeting to be held at Erode on 12.3.05. Com.P.Venugopal, Circle President and Com.K.Rajasekaran, Circle Secretary are to address along with Com.Jayapal, Circle Secretary of SNEA.

10.3.05: Lunch Hour/Closing Hour demonstrations held in all places throughout the country with  participation of BSNL executives in huge numbers. In Chennai, MASS demonstrations held in Flower Bazaar Exchange premises.

9.3.05: CGM Tamilnadu Circle had filed a suit and a petition on 2.3.05 in 14th Metropolitan Magistrate's Court, Chennai, seeking interim injunction against United Forum of BSNL Executives conducting its agitational programmes from 3.3.05 onwards within 300 metres of CGM Tamilnadu office premises.  CGM Tamilnadu, in his petition had sought for interim injunction without notice to the United Forum. But the magistrate had turned down his request and ordered notice to the United Forum. The petition was heard in detail today.  Our lawyer effectively argued the case, that the fundamental rights of the BSNL Executives cannot be curtailed, also citing the Delhi High Court orders dismissing BSNL's similar petition. The magistrate has reserved the orders for 14.3.05. We hope we shall win the legal battle.  The administration's attempts can not cow down our determination.  Let us intensify the remaining phases of our struggle.  Mobilise full strength in tomorrow's Protest Day demonstrations.

7.3.05: A Joint meeting of AIBSNLEA and SNEA under the banner  of United Forum of BSNL Executives was held at Coimbatore on 6.3.05.  Com.Sugumaran, Convenor of Circle Joint Action Council and other office bearers of both the associations addressed the meeting.
Circle JAC has decided that Joint meetings be held in all SSAs on 12th March.  Circle officer-bearers of both the associations from the nearby SSAs be invited to attend the meetings.
Nearly 360 JTOs have submitted their options for officiating in 75 SDE vacancies in various SSAs (other than IMPCS and Installation vacancies). Orders are under finalisation and likely to be issued in a day or two.

2.3.05: First Circle Conference of AIBSNLEA Tamilnadu Circle held on 28.2.05 and 1.3.05 at Trichy in a grand and impressive manner with participation of more than 350 delegates and around 200 visitors.  Com.K.Satyanarayana CHQ President and Com.S.Basu, General Secretary, CHQ participated. The deliberations of the Conference were purposeful and enthralling.  The Open Session was held on 28.2.05, with speeches from Senior Officers, CHQ office bearers and Circle Secretaries of sister unions. Shri.K.Sridhara, CGM, Tamilnadu Circle was the Chief Guest. A photo report on Open Session will be available in this site tomorrow.

The Reception Committee had made elaborate arrangements for the conduct of the conference, the stay and food for the delegates. All the delegates appreciated the superb arrangements made  by the Reception Committee for the successful conduct of the Conference.  We hereby place on record the appreciation and gratitude of the Circle Association to all the members of the Reception Committee under the able leadership of Com.P.Manoharan, General Secretary and Com.R.Anbazhagan, Secretary of Trichy Branch, for the wonderful arrangements made for the conduct of the Conference at very short notice.
