Pre-Street Fighter: Balrog boxes professionally however his reign as heavy weight champion is cut short when he kills someone in the ring. Ousted from boxing, Balrog looks to make money however he can, be gambling or just beating people up for money. After doing this for a while he hears of a tournament...
Street Fighter:  Balrog now participates in the Street Fighter  tournament in order to make some money for a living.  Note that his name in Street Fighter  is Mike. Just to clarify, though, Capcom has actually denied that Mike and Balrog were one and the same for legal reasons, though could possibly have made them the same character 'under the table' recently, similar to how it's possible that Poison's now female.

Street Fighter Alpha 3. 
Balrog has joined the evil organization known as Shadaloo and has worked his way up from the lower ranks.  He spent most of SFA3  running around doing errands for Bison, then was sent to terminate Birdie.  Balrog was never told why he had to terminate Birdie, but after finding Birdie he managed to put two and two together.

Birdie, in an attempt to buy some time, told Balrog about the Psycho Drives.  Wanting even more power and money for himself, Balrog teamed up with Birdie and went looking for the Psycho Drives, thinking it was a money making scheme.   After Charlie blew up the Shadaloo Headquarters, Balrog regretfully remarks that he was never able to find the Psycho Drive plans to make money.  Birdie calls him an idiot, and says that the Psycho Drives were a device in the Shadaloo headquarters.  Balrog realized to his horror that he didn't have his priorities straight, and while he was searching for the Psycho Drives without knowing what they were, they blew up right from underneath his nose.  He then realizes even more to his horror that Bison didn't get to pay him yet before blowing up! So Balrog goes off trying to find a new way to make money. I tell you the guy is hopeless.

Street Fighter II: 
Balrog is still a member of Shadaloo. He never directly was caught betraying Bison in SFA3.  He now participates in the Street Fighter II tournament for money, and also because he's a member of Shadaloo (Bison is back, since Shadaloo scientists constructed a new body for Bison).  His new Street Fighter II Revival ending appears to be a joke ending (to an extent), but it also doesn't contradict anything, so it's possible that it could be true . Apparently, after Bison was killed, Balrog took over Shadaloo, but due to his incompetence, he lost all his power and money and turned into a bum, and Shadaloo under his command basically self-destructed within a month. Even though this is probably a joke ending it makes sense becuase Sagat used Shadaloo only to find Ryu not for power, and Vega never had any entent of running Shadaloo (after all Vega is a rich Spanish noble). And since Bison is dead at that point there really was no one else to take over. ^_^

Where Is He Now: 
Whether his SF2 Revival ending happened or not, he's most likely once again a bum trying to find whatever ways he can to make cash, again.

Miscellaneous Facts and Notes

His full name is Mike Bison in Japan.  He was Mike in Street Fighter , though for quite a long long time, BOTH Capcom of USA and Capcom of Japan would not say that so that Mike Tyson wouldn't sue them for various copyright infringements (though really, you should be able to tell they're one and the same person just by looking at them).  This is also why Capcom of USA changed his name to Balrog for the US version of Street Fighter, if you didn't know that, already (the end result being Capcom switching around Bison's and Vega's names, too, since they switched in Balrog for M. Bison).  It's darn obvious that it's Mike.  Besides looking exactly like Mike (especially when you look at the official art of Mike), having the exact same moves as Mike, being from the same country as Mike, and even having the exact same motivations as Mike (money), Balrog also has the exact same history as him of being a former heavyweight champion who got booted for brutality, for crying out loud.  And, as the Japanese version of CvS (which came after All About Capcom and any other publications of Capcom official statements) shows, Capcom has finally decided to bite the bullet and declare that the M. DOES stand for Mike... previously, they wouldn't make any official statements on it.  Course, I don't think they've directly stated that Balrog is Mike yet despite finally admitting the M. in M. Bison stands for Mike, so this could be either an under-the-rug change or maybe Capcom just doesn't care (since it doesn't make any difference by now, anyways, in terms of any future direction Capcom would want to take the SF storyline).

Balrog lives the stereotypical fighting game evil boxer's life of once being the champ but being booted from the ring due to brutality when he killed someone.  He's more interested in money than fame, though.

He killed one of Dhalsim's elephants for the hell of it, most likely using the
Gigaton Punch. Balrog... is a very powerful guy.
