Aes Sedai do not normally interfere with the weather unless there is dire need, as any change will have repercussions and far-reaching, unpredictable effects. For example, if the weather were manipulated to bring rain to one region in need of it, another region would likely suffer an unnatural dry spell. The problem is a bit more serious than that, though. It is not predictable enough for the decision to be about trading the prosperity of one region for that of another. Changing the weather to provide favorable prevailing winds to speed the Amyrlin's journey upriver, could easily cause unwanted droughts or flooding in totally unexpected places. Weather control is mostly about changing the prevailing winds, humidity and air pressure. The weaves involved are, for the most part, Air or Air and Water. Calling lightning will be addressed in the weaves taught after raising to the shawl.
Manipulating the weather is very fatiguing. It is a slow process sometimes requiring hours of weaving flows of Air high into the atmosphere. If one does not have a natural facility for this, it can take several women linked or working in conjunction. Part of the difficulty is that great care must be taken. The affects the change will have on other weather is a disturbing enough prospect, but careless or hasty manipulation can result in accidents that cause violent storms.
NOTE: Because of the non-interference trend, much of the facility with weather control or Cloud Dancing, as the Talent is sometimes called, has been lost. An example of this from the series would be how amazed Elayne was at how much more the Windfinders knew of working with weather than the Aes Sedai. Also, although women will still be taught the weaves, affecting the weather is impossible right now. The influence of the Dark One has the world stuck in a perpetual summer drought. There is little need to go into more detail on the weaves involved in this particular ability when one considers that the ability simply cannot be used at this current time and, even if it could be, since the process is so time-consuming, it would most likely be RP that is done out of the scene.
