Hong Kong Standards and Testing Centre (STC)

Hong Kong Standards and Testing Centre (STC) is the first independent, non-for-profit, testing, inspection and certification agency in Hong Kong. The Centre, operating in various parts of Asia, aims to provide highest standard, most cost-effective and fastest turnaround service to meet with the needs of industry and trade. STC is recognized by many national and international organizations and accreditation bodies and is keeping abreast with the latest technology and standards to support their clients' product development.

STC has gained the accreditation from Hong Kong Laboratory Accreditation Scheme (HOKLAS), Hong Kong Quality Assurance Agency (HKQAA), China National Accreditation Committee for Laboratories (CNACL), China Laboratory Accreditation Committee for Import and Export Commodity Inspection (CCIBLAC)

 

STC tested Mark is a product quality certification mark. It helps consumers to identify, at a glance, that the product has been tested by Hong Kong Standards and Testing Centre (STC) to relevant local and international standards. The Hong Kong Safety Institute (HKSI)

The Hong Kong Safety Institute (HKSI) was established by the Hong Kong Standards and Testing Centre (STC) to formulate, develop, implement and launch the Hong Kong Safety Mark Scheme. Hong Kong Safety Mark symbolizes the compliance with relevant Hong Kong product safety regulations and gives you immediate access to the Hong Kong market.

Hong Kong Accreditation Service(HKAS)

In line with the current international trend in which a single government-supported organization provides accreditation to both laboratories and certification bodies on a voluntary basis, the Hong Kong Laboratory Accreditation Scheme (HOKLAS) has been expanded to form the Hong Kong Accreditation Service (HKAS). HKAS now runs three accreditation schemes, HOKLAS, the Hong Kong Certification Body Accreditation Scheme (HKCAS) which was launched in November 1998 and the Hong Kong Inspection Body Accreditation Scheme (HKIAS) which was launched in December 1999. 

The principal aims and objectives of HKAS are:

l           to upgrade the standard of operation of certification bodies,  inspection bodies and laboratories.

l           to offer official recognition to competent certification bodies, inspection bodies and testing and calibration laboratories which meet international standards.

l           to promote the acceptance of certifications by accredited certification bodies, reports issued by accredited inspection bodies and test results issued by accredited laboratories.

Toy Safety Standard ISO 8124-Part 1: 2000

International Organisation for Standardisation (ISO) has published the

standard "ISO 8124 - Part 1: Safety aspects related to mechanical and physical

properties". This standard is largely based upon existing standards in the European

Union (EN 71-1) and in the United States (ASTM F963).

Scope

2. The requirements in this part of ISO 8124 apply to all toys, i.e. any product

or material designed or clearly intended for use in play by children under 14 years of

age. They are applicable to a toy as it is initially received by the consumer. In

addition, they also apply after a toy is subjected to reasonably foreseeable conditions

of normal use and abuse unless specifically noted otherwise.
