A cloud of smoke rises from the biplane, and Sonic manages to crash-land the plane. Neither Sonic nor Tails knows what is wrong with the Winged Victory or how fix the plane. Suddenly tanks and trucks appear from the horizon, and a rabbit tells Sonic that they must hurry.

Inside the Devil's Gulag, Snively paces around his cell and talks aloud. Drago laughs and mocks Snively, who says that he has been working out.

Sonic asks how the rabbit, named Jack, knew his name. Jack explains that when Sonic defeated Robotnik, everybody knew his name. The news gave Jack and his fellow sandblasters the courage need to stand up to Robotnik's sub-bosses. Suddenly a group of robians appear, and to Sonic's surprise, they are not friendly.

Sonic explains that has seen friendly robians, but these have a funny glow in their eyes. Suddenly a laser shoots, and Jack orders everyone to veer to the right. Sonic runs toward the robians and spins in a circle, creating a tornado. Tails tells Jack that the other robians were able to regain their free will; these robians remain mindless. Sonic rushes back to a tank and looks upward. Tails thinks that something is wrong, but Jack explains that Sonic can see Jack's home. Elsewhere, a satellite begins to function and a metallic hand presses a button once a target is located.

Chapter 2
Sonic is welcomed by the citizens of Sand-Blast City. In the center of the town stands a huge statue of Sonic. A happy Jack says that with Sonic, the city could go without the force field that protects it from the robians. Meanwhile, at the Devil's Gulag, Snively files his nails and talks about what he will do after he escapes. Drago doesn't believe Snively, explaining that if he could escape he would have already done so. The other prisoners dare Snively to escape, which causes Snively to drop his nail file. Suddenly every cell opens, and the prisoners escape.

The next morning Tails wakes up to find Sonic still asleep. Tails tries to open the door, but it is locked. Tails escapes by flying out a ceiling window and soon finds the citizens covering up the bi-plane. After flying closer, Tails asks what happened to the plane. Jack explains that sand was in the instruments, so they cleaned the plane. They were preparing to store the bi-plane for a few weeks when Tails arrived. Tails explains that they can't stay any longer because Ixis Naugus is on the loose. Sonic approaches and says that they can stay for a few more weeks since Ixis will still be out there.

Geoffrey St. John walks into a dark room and senses that someone is there. Bomb steps out from the shadows and explodes. Heavy tells Geoffrey not to shoot and explains that he and Bomb are looking for a place to belong. As Bomb lies in pieces, Heavy says he can access any database and that Robotnik always tried to be aware of Geoffrey's actions. Geoffrey says that they can use Heavy's skills, but he is worried about Bomb. Heavy informs Geoffrey that Bomb places his artificial intelligence into another shell, so he will reappear soon.

The next day Geoffrey shows the new recruits a small weapon that causes major destruction. Wombat Stu is shocked that the freedom fighters never used such a weapon. Geoffrey explains that these are the kind of weapons secret service agents use. As agents, they must keep the monarchy safe from all threats. They also must train, and Geoffrey starts things off by showing everyone the training room. After Hershey's name is mentioned, she drops into a tank of water. A robot shark approaches, ready to bite. Suddenly Valdez jumps into the water with Bomb in his hands. Valdez throws Bomb toward the shark. Hershey and Valdez barely make it out of the water when Bomb explodes. Hershey complains that she doesn't get along with water, and Valdez agrees that he doesn't really swim. Geoffrey says that they will all work on their weaknesses and they will build on the teamwork skills that they just displayed. He then gives them all a five minute break before continuing with the training.
