The  Rabin Blvd Shopping Center

Dear Modi'in Residents,

The residents of Giva C south inhabited since 1998, joined by the Buchman residents in 2002, have been living for ten  years without minimal access to a shopping center. The lot designated for a shopping center in Rabin Blvd according to the TABA (city building plan), called H1, is still standing bare and desolate, we continue to live without an accessible shopping center, and we continue to crowd the shopping centers and parking lots of the other Modi'in neighborhoods - who all enjoy local active shopping centers, including newer neighborhoods such as the Shimshoni , Kaiser and Tsipor.

This situation is a directly result of the mishandling by the Modi'in municipality over the past ten years - both the previous municipality headed by Shechter and Merhav as well as the current municipality headed by Spector and Bibas.

Background

Instead of promoting and building our shopping center, the municipality of Modi'in headed by Shechter and Merhav has been engaged in attempts to cancel the planned shopping center - the only one in our boulevard. In November 2002, the municipality approved a plan changing the designation of the H1 lot - canceling the shopping center and making it a park.

On March 23rd 2004, after Moshe Spector has been elected as mayor, the building and planning subcommittee of the Modiin municipality  decided to accept our objections to the plan that proposed to cancel the shopping center and decided to build a shopping center in the designated lot, H1, in the corner of Rabin BLVD and Nahal Naaman.

Unfortunately the committee decided to build a small shopping center of only 300 square meters which would enable the operation of four stores, instead of making use of the lot which would have enabled a shopping center at least twice as big.

It took the Modi'in municipality almost a whole year to complete the plan for the shopping center and submit it to the county for approval. The plan was stuck at the county for almost two years, until the municipality implemented the changes in parking arrangements per the country's requirements and the plan was finally approved by the county

In August of 2007 The Israeli Land Agency issued a tender for a the building and marketing of the shopping center. The tender stipulated that the shops will be designated for commerce and will include a mini-market grocery store of at least 200 Sq. meters, a coffee shop and any other uses approved by the building and planning committee. There were 46 proposals submitted and the winning bid, announced on September 19th 2007, was for 3.2 million shekels submitted by two entrepreneurs, Roni Cohen & Haim Noah.

Current Status

Construction of the shopping center is currently underway. The entrepreneurs are planning there a minimarket and a cafe/pizzeria. They hope to open the shopping center within a month after Passover 2009.
