1.0
General.
This guideline is pursuant to Republic Act No. 8182 or the Official Development
Assistance Act “ AN ACT EXCLUDING OFFICIAL DEVELOPMENT ASSISTANCE (ODA) FROM
THE FOREIGN DEBT IN ORDER TO FACILITATE THE ABSORPTION AND OPTIMIZE THE
UTILIZATION OF ODA RESOURCES”, specifically, Section 4. Use of ODA for
Equitable Development, stating that
“The
proceeds of ODA shall be used to achieve equitable growth and development in all
provinces through priority development projects for the improvement of economic
and social service facilities taking into account such factors as land area,
population, scarcity of resources, low literacy rate, infant mortality and
poverty incidence in the area: Provided, That rural infrastructure,
countryside development and economic zones established under the PEZA law shall
be given preferences in the utilization of ODA funds, Towards this end, the
National Economic and Development Authority (NEDA) shall endeavor to obtain ODA
funds from donor countries, which shall approximately be five percent (5%) of
the total ODA loan from the immediately preceding year. Said funds shall be
administered by the NEDA for project identification, feasibility studies, master
planning at local and regional levels, and monitoring and evaluation: Provided
further, That ODA shall not be availed of or utilized directly or indirectly
for the following:
a)
Telephone programs contracted as of 01 January 1996 except basic
telephone programs and projects for rural areas not adequately serviced and/or
currently developed by private enterprises shall be entitled to ODA loan
availments;
b)
Projects mandated primarily by law to be served by the private sector;
and
c)
Financing for private corporations with access to commercial credit.
The
NEDA shall ensure that the ODA obtained shall be for previously identified
national priority projects which are urgent or necessary. ODA shall not be
accepted or utilized solely because of its availability, convenience and
accessibility.
Provided
finally, That the expressed approval of
Congress shall be obtained by the Executive Department prior to the negotiation
and implementation of projects funded from ODA on or after 01 January 1995 as
well as those that have not been finalized.”
A fund known as the Project Development and Monitoring Fund (PDMF) is established for the purpose of project identification, feasibility studies, and master planning at local and regional levels, and monitoring and evaluation. It shall be administered, at the regional level, by the NEDA Regional Offices.
The basis of the PDMF as provided under RA 8182, shall be 5% of the total Official Development Assistance (ODA) loan from the immediately preceding year. Moreover the NEDA shall ensure that the Fund obtained shall be for previously identified national priority projects which are urgent or necessary. The Fund shall not be accepted or utilized solely because of its availability, convenience, or accessibility.
In general, this guideline shall define the procedures and criteria in
the administration and implementation of the Regional Project Development and
Monitoring Fund (RPDMF) in Region IX.
Specifically, this shall serve as a) screening/processing criteria; b)
evaluation criteria; c) prioritization criteria; and d) awarding criteria.
Moreover, monitoring of the utilization of the RPDMF as administered to the
eligible entities, shall also adhere to this guideline.
The ultimate beneficiaries of RPDMF IX shall be fourth to sixth class
Local Government Units (LGUs) in Western Mindanao, or clusters thereof, based on
the most recent Department of Finance (DOF) classification. Special cases are
subject to the approval by the NEDA top Management (i.e., Assistant Director
Generals, Deputy Director Generals and the Director General). Depressed areas in
urbanized areas may also be considered.
Projects
under the RPDMF IX may be local, regional, inter-regional or national in nature.
As such, the executing agencies for projects to be assisted under RPDMF IX, if
and when they are implemented/undertaken, need not necessarily be the
beneficiary LGUs but may also be regional/national government agencies as well
as non-government organizations. Projects must not exceed a maximum of 12
months.
RPDMF
IX assistance shall be made available for the conduct of activities related to,
but not limited to, the devolved functions of LGUs in the following sectors:

Agrarian Reform
* Social Welfare and Development
*
Agriculture
* Tourism
*
Health
* Trade and Industry
*
Environment and Natural Resources
*
Transportation and Communication
*
Education
* Human Settlement Plans & Programs
*
Public Works and Highways
* Land Use Planning
The range of specific projects may be classified under any of the devolved functions of national government agencies.
Projects
involving Women and Youth/Children are likewise encouraged.
The activities eligible for RPDMF IX assistance are the following:

Project identification in the form of master planning at local and
regional levels
Master planning shall be considered a priority activity particularly for LGUs which have not yet formulated their respective plans.

Project preparation in the form of feasibility studies and
pre-feasibility studies
Considering that inadequate funds are available to finance project preparation activities, the level of eligible project studies shall be limited to pre-feasibility and feasibility studies.

Project monitoring in the form of results monitoring of on-going
projects and impact studies of completed projects
PDMF assistance maybe made available for project monitoring of on-going projects provided that these projects have no budgetary allocation for the conduct of project monitoring activities. However, priority shall be given to impact monitoring given the availability of monitoring funds under RPMES.
On-going
projects which do not fall under the list of eligible sectors and types of
projects may be subject of monitoring activities under the PDMF provided these
are endorsed by an eligible LGU, the PDC or RDC, for local, provincial, and
regional projects, respectively.

Training, capability-building and human resources development
activities on project identification, preparation, and monitoring may be
eligible for PDMF assistance only with prior approval of the NEDA top
Management.
To the extent possible, these types of activities may be adopted as a means to derive outputs rather than the “end” or outputs of PDMF assistance.
Proposals
for RPDMF IX assistance may originate from any source, e.g., LGUs, members of
Congress, the private sector, NGOs, or the NEDA Regional Offices (NROs) itself
in Western Mindanao. The Regional Project Development Assistance Center (RPDAC)
shall provide Technical Assistance, specifically to eligible LGUs. However, all
activities eventually should be endorsed by an eligible LGU thru its Local
Development Council. For inter-municipal projects, however, the endorsement of
the Provincial Development Council shall be a prerequisite. Moreover,
inter-provincial projects should be endorsed by the RDC IX. Final approval for
implementation rests with the NRO.
Especially for the preparation of major projects, LGUs shall be
encouraged to procure the necessary services of consultants. These consultants
shall be selected in accordance with pertinent guidelines.
LGUs may adopt other implementation arrangements appropriate for the type
of proposed activity/project with the approval of the concerned NRO.
The NRO shall be responsible for the approval of the scope of work and
the implementation arrangement. Monitoring of the progress of activities to
ensure that the objectives of the PDMF assistance are met shall be the prime
responsibility of the successful applicant. The NRO IX, however, shall be
provided with periodic status report by the proponent/LGU.
If any activity shall be contracted to a private entity, the NRO shall
not serve as a sub-contractor.

RPDMF Projects shall be monitored periodically. Proponent LGU, who at the
same time are the beneficiaries, shall be made to submit an Interim Report a few
days from the issuance of Notice to Proceed. Thereafter, periodic Accomplishment
Reports shall be submitted according to an agreed schedule with the NRO. The
report will be the basis for monitoring activities. End of Project Reports shall
be submitted together with five (5) copies of the final output.
The Regional Project Development and Monitoring Fund (RPDMF) IX shall be
administered by a Project Management Unit (PMU)
headed by the Regional Director of the NRO as Project Director, and the
Assistant Regional Director as the Assistant Project Director. An inter-division
Technical Working Group shall assist the Project Director/Asst. Project Director
in the day-to-day operations of the Fund. It shall be composed of one (1)
Technical Staff from each division of the NRO (i.e., Macro-Intersectoral
Coordination and Assistance Division, Economic Development Division, Social
Development Division and Infrastructure Development Division, including the
Operations Division). The TWG shall be headed by the Chief of the Macro-Intersectoral
Coordination and Assistance Division (MICAD) as the Supervising Coordinator and
who shall be assisted by a MICAD Senior Staff to be the Coordinator:
Administration and Financial and Auditing support shall be provided by the Operations Division.
Allocation for Administration Costs shall conform with the relevant guidelines, not to exceed 15% of the total amount of RPDMF IX for any given year, as approved by the DDG-RDO.
