ANNEX
2 : Bases for Procurement of Consultancy Services
Evaluation of the submitted proposals will be based on the submitted
Terms of Reference and the completeness of submitted proposals. As a
prerequisite, the proponent will be made to submit a list of qualified
consultants/contractors together with the evaluation sheets of the
contractors/consultants (if the project will be contracted out). The evaluation
of the qualified consultants/contractors must be based on the following:
1.0 Quality of personnel to be assigned to the project which covers suitability of key staff to perform duties of the particular assignments and general qualifications and competence including education and training of key staff;
2.0 Experience and capability of the contractor/consultant which includes records of previous engagement and quality of performance in similar and other projects. The experience of the consultant shall consider both the overall experience of the firm and the individual experiences of the principal and key staff;
3.0 Plan of approach and methodology with emphasis on the substance of the proposal as to the plan of approach and interpretation of project problems and solutions.
It will be the proponent LGU who will undertake the evaluation of qualified contractors/consultants. Hence, in the evaluation, the criteria in the selection of contractors/consultants will be, though not limited to, the following:
