ANNEX 2 : Bases for Procurement of Consultancy Services (to be undertaken by the Proponent LGU)


 

            Evaluation of the submitted proposals will be based on the submitted Terms of Reference and the completeness of submitted proposals. As a prerequisite, the proponent will be made to submit a list of qualified consultants/contractors together with the evaluation sheets of the contractors/consultants (if the project will be contracted out). The evaluation of the qualified consultants/contractors must be based on the following:

 

1.0 Quality of personnel to be assigned to the project which covers suitability of key staff to perform duties of the particular assignments and general qualifications and competence including education and training of key staff;

 

2.0 Experience and capability of the contractor/consultant which includes records of previous engagement and quality of performance in similar and other projects. The experience of the consultant shall consider both the overall experience of the firm and the individual experiences of the principal and key staff;

 

3.0 Plan of approach and methodology with emphasis on the substance of the proposal as to the plan of approach and interpretation of project problems and solutions.

 

            It will be the proponent LGU who will undertake the evaluation of qualified contractors/consultants. Hence, in the evaluation, the criteria in the selection of contractors/consultants will be, though not limited to, the following:

B.1 Substance of the proposal as to plan of approach and interpretation of project problems and solutions (15 points)

B.2 Completeness of the proposal, compliance with mandatory requirements and no omission as to how any of the work shall be carried out as outlined in the Terms of Reference (TOR) (5 points)

B.3 Clarity of methods and approaches to be used; their soundness and practicability to the local setting (5 points)

B.4 Total man-months proposed for the services in relation to prescribed estimates (10 points)

The rating system to be used shall be at the discretion of the proponent concerned depending on the complexity and requirements of the project. The points showed herein serve only as an illustrative example. However, the rating sheet(s) of the contractors/consultants will be submitted to the RPDMF for reference.
