The Proposal for Feasibility Studies and Pre-Feasibility Studies.
Proposals for Feasibility Studies and Pre-Feasibility Studies, shall follow the Terms Of Reference Format, as indicated below:
I. Background
a. Project Description
b. Development Objective
c. Objectives
II. Objective of Study
III. Detailed Statement of Work for the Study
a.1 Market Study
a.2 Technical Feasibility
a.3 Organization and Management Study
a.4 Financial Feasibility
a.5 Socio-economic Feasibility
2. The study team should be able to organize/mobilize the FS study and prepare and action plan.
3. Identify and collect required date for the study, analyze and make the necessary interpretation.
4. Be able to produce a report and submit this based on the reporting system indicated in the submission of outputs.
IV. Outputs
It must be impressed upon the contractors the standards by which he is expected or must operate during the term of the contract. The expected outputs indicated in the written TOR will serve as a valuable guide to the contractor in measuring the work he needs to accomplish. It will give him an idea as to where he is vis-à-vis what is expected of him.
V. Duration
The term the study will be conducted upon approval by the funding institution (RPMDF IX), starting with the organization of the staff to conduct the study until the submission of the final report to the LGU/PMU.
VI. Reporting Requirements
The terms in the submission of progress reports that will be submitted by the Study Team to the LGU/PMU. The report shall contain but not limited to a brief summary of progress achieved, problems encountered and recommendations taken as well as analysis of achievements.
Upon completion of the study, a Draft project study report will be submitted by the Study Team to the LGU/PMU for consideration before final reports are submitted for approval.
VII. Budget
The allotted amount for the conduct of the study for a given duration or timeframe.
2. The Proposal for Master Planning.
Proposals for Area Planning, Area Profiling, Local Plans and the like shall follow the format as prescribed in the Local Planning Guidebook No. 1.
3. The Proposal for Results Monitoring and Impact Studies.

1. The study team will analyze the various aspects of the impact study/results monitoring and its components.
2. The study team should be able to organize/mobilize the study and prepare and action plan.

The Proposal for Training, Capability Building and Human Resources Development.
Basically, a Training Needs Assessment (TNA) shall first be undertaken. The TNA shall point the need for the training. Moreover, the training shall lead to outputs for RPDMF IX assistance.
