In general the price of adding occupants to a hotel room in Japan is much greater than in the USA. Even if you get a double, you will often be charged extra for double occupancy. Whether or not it is ethical is up to you, but if you are on a budget you might consider booking a room for a single person and sneaking an extra person in.
