Allied Control Council: This was the administrated body that ran Germany during the occupation. It was run by military delegations of United States, Great Britain, France and the Soviet Union. It was on March 20,1948 that the Soviets ended the council by walking out.
   The State Department: Clark Clifford, Special Council to the President wrote the report “American Relations with the Soviet Union” that enhanced Kennan's Long Telegram containing the recommendations that came to be known as Containment Theory.  Clifford suggested: “The U.S. should adopt a policy against Soviet aggression that was ‘global in scope’ and included ‘atomic and biological warfare.’”
   The United States Airforce:  First with C-47 that could carry three tons of fuel and food to the C-54 that could carry 10 tons this was a major victory for the American airforce. The man who organized this was Major General William Tunner who would take command of Airlift on July 29, 1948. The last flight was on Sept 30, 1949. There was 275,000 flights that brought in 2.3 million tons of fuel and food to 2.5 million people
