The "Video
Portal" is located at the heart of Chinatown, along the middle of
Petaling Street where at night the street transforms into a colourful bazaar.
During the KLFF, major promotional events
are held in this steel-and-glass shelter which is actually a pedestrian
shelter for the rest of the year. The walls along the main corridor are
actually "image banks" that broadcast events
of the festivities via CCTV. The wall monitors may also be programmed to
broadcast promotional film, related to the events.
 The
"mini-liths"
are actually extensions of the
"video portal";
while the mini-liths relay broadcast of the events to the video portal,
the video portal acts as a control centre for the images displayed by the
mini-liths.
