The most important phrase you need to remember when stepping into a taxi is "al hamoneh", which means "on the meter". Many taxi drivers will quote you a price after he hears your destination without putting on the meter. Not only is this illegal, it is usually more expensive than if the meter was on (and he does not have to claim the ride, which he was given cash, to his boss). Some drivers will respond to "al hamoneh" with "it's not working". The choice is yours. My advice is: if you are in a rush, at least bargain a price with the driver (very accepted) and don't tip him (Israeli's never do anyway). If you are not so much in a rush and there are other taxis around, take another taxi. Don't let taxi drivers take you for a ride!
