Full Storyline
Piper and Leo have still not returned and Prue and Phoebe are getting fed up being the Power of Two. Meanwhile Daryl is at a techno party on the trail of a demonic killer whose handiwork Prue has already identified as being that of a Guardian. He narrowly escapes becoming the next victim when the killer turns his attention instead to a female party-goer. Assistant DA Cole Turner appears on the scene, and appeals to Prue and Phoebe for assistance as witnesses. The culprit, one Emilio Smith, appears in court but given the supernatural background to the incident Prue and Phoebe are unable to testify. Judge Hamilton dismisses the case for lack of evidence and Smith walks free.
Piper arrives home and is amazed to find that a month has passed; she has spent only a day in Leoland. The news is bad: the Powers That Be plan to separate Piper and Leo because their relationship is getting in the way of their duties. Leo proposes to Piper, explaining that if they are married, not even The Powers That Be could separate them. However practical, the proposal is less than romantic and his plan would mean getting married in secret, so Piper is unwilling.
Meanwhile another relationship is starting to take seed: Phoebe is pleasantly startled to see Cole on campus, but when she touches his business card she gets a premonition that he is in mortal danger. Indeed, Judge Hamilton has despatched Smith to off Cole with a nasty looking curly blade. He attacks Cole in the basment car park of the SFPD building, but Prue and Phoebe arrive just in time to save his life, in the course of which Phoebe discovers her new active power: flight.
Further research reveals that the role of Guardians is to make sure that as many evildoers as possible go free and unpunished. Now, what would be a Guardian's perfect job? Judge of course! So it's off to the courtroom, this time with Piper on board. She freezes the scene to reveal not only the judge and accused, but also the defence counsel and all officers of the court to be evil (and therefore unfrozen). The girls win the ensuing battle and drive the Judge back to his chambers.
Then something odd happens. Cole, who has only been pretending to be frozen, materializes in the judge's chambers and destroys him by fire. We're left wondering exactly who or what Cole is, while the sisters arrive just in time to see that their work is done, but without seeing who is responsible.
Then it's off to P3 where the Bare Naked Ladies provide the soundtrack as the Halliwells reconcile and Piper finally says yes to Leo's proposal.
