Well over a century old, Richard Wilkins III was
the man who established Sunnydale in 1909, although he had planning the
town since 1899. Wilkins outlived everyone in his life and intended the
town to be a feeding ground for his life-long ambition to ascend into
the form of a pure demon. In 1998, Wilkins prepared to ascend into the
form of the demon Olvikan, a large snake-like demon that required food
during the early minutes of the transformation, as well as a solar
eclipse. His only aides were Allan Finch, the murdered Deputy Mayor, and
Mr. Trick, a vampire, both of whom were killed by Faith. Faith later
became the Mayor’s chief assassin and he thought of her like a daughter
– his one weakness. When Buffy stabbed Faith and left her in a coma, the
Mayor was devastated. Buffy used this against him and after the
transformation had occurred at the graduation ceremony for the class of
1999, Buffy taunted him with Faith’s condition and led him through
Sunnydale High. When he reached the library, the Mayor realised his
mistake and Giles blew up the school, taking Richard Wilkins III with
it.
