Are you Implementing ISO-9000 / 2000?
Rule number one: Keep it simple. Document what you do. Don't try to fix everything while your implementing a new system. Document the system, add what you need to meet the requirements of the standard,, then let the internal auditing show up those areas that need modifications.

Rule number two: If you write it "they" won't own it. For the implementation of a quality system to be effective everyone should recognize it's importance. This is best demonstrated by including key people in the process of implementing the system. Form a steering committee that is made up of managers and above. This group will work on the development of the required procedures and will be responsible for overseeing the health of the system after implementation.

Rule number three: Work instructions should be written by those actually doing the work. Steering committee members can appoint appropriate personnel to write work instructions. Give then a form to follow so that they know to start with a "scope" statement ( or whatever follows your chosen format ), and what an example of one looks like. Hint: Don't get hung up on spelling and grammar. It's OK if the instructions written by the engineers is at a higher level than those written and used by the shop floor associates.

Rule number four: To ensure an effective system you must implement an appropriate audit system. There are 3 keys to a good audit system.
  1. You must have well trained auditors that have shown good judgement.
  2. Corrective actions should be worked on by people who have been trained in formal problem solving.
  3. The auditors and the audit process must continually improve.
