The objective of this report is to analysis Hutchison Company in the IDD market and give it some recommendations.

1.1 Background of IDD Market

In the 1998 Review of Fixed Telecommunications, Government said it would propose not limiting the number of external service licenses (including external voice ISR licenses) only on the assumption that an appropriate set of interconnection arrangements can be struck. The monopoly of Hong Kong Telecom (HKT) in the fixed telecom network service operations was effectively reduced when it agreed to allow New World Telephone (NWT) to set up connections to its backbone and exchanges.
