Lauzon:
Before
anything else, please accept our sincerest appreciation for
your unrelenting support to LLDA's campaign to educate the
masses with regards to the conservation and protection of
Laguna de Bai and its region. It is with great admiration
that we laud your efforts in promoting environmental consciousness
through your vocation. We hope that there will be more of
your kind who has not been usurped by the spreading "cancer"
in the field of journalism.
This missive
is in response to a complaint aired by Mr. Robert Reyes pertaining
to a dumpsite at Marikina City, through your radio program,
Isyu 810, last March 2, 2002, during your live interview with
Ms. Alicia E. Bongco, Head of our Project Management Division.
The aforementioned,
a Controlled Dumpsile located at Dona Petra Subdivision, Concepcion
I, Marikina City (about 250 meters away from Marikina River),
is maintained by the Marikina City Government and supervised
by Mr. Jose Zaide.
According
to Mr. Zaide, the dumpsite became operational sometime in
1994. Through our Pollution Control Division, we established
that the dumpsite was operating without LLDA Clearance and
Permits. A Cease-and-Desist Order (CDO) was issued on November
11, 1995. Reinforcement of the CDO was undertaken on September
29, 1999. The controlled dumpsite suspended its operation
based on CDO issued by LLDA.
An inspection
was conducted on December 14, 2001 and again on February 12,
2002, by LLDA Monitoring Teams and it was established that
the dumpsite resumed its operations sometime in September
2001 after the Carmona and San Mateo Sanitary Landfills were
closed down. The dumpsite operates seven (7) days a week,
from 6 AM to 10 PM with an average of 50 to 80 truck s dumping
garbage, collected from 14 barangays in Marikina City, into
the approximately 3-hectare land, situated on a residential/agricultural
zone.
Typical
foul odor emanated from the area, which is minimized by disinfectant
spray. Not all sections of the dumpsite were covered with
topsoil, Employees of the Waste Management Office of Marikina
City were conducting waste segregation at the time of inspection.
No measures to treat and/or contain leachate were provided
to control its percolation into the ground, However, no wastewater
sample was collected due to the unsuitability of the sampling
station.
Nevertheless,
it is clear that the said dumpsite is a health hazard, not
to mention an eyesore, which threatens the well being of the
residents of Dona Petra Subdivision. It is also likely that
it will develop into a breeding ground for insects and rodents.
Appropriate
legal actions are being instituted by our Legal Division.
We hope
that we have enlightened you on this matter and on the actions
that LLDA is already taking. We are certain that through your
program, clarifications regarding this issue will be made.
