Project Title: Induaran Level II Water Project via Hydraulic Ram
Project Site: Barangay Inudaran, Muicipality of Kauswagan, Province of Lanao del Norte, Philipppines

SUMMARY

A     fter a month of construction, in June 2005 Life 4 Water has successfully installed a hydraulic ram pump water system in Barangay Inudaran, Kauswagan, Lanao del Norte. It now serves the 10 core shelters with 3,000 liters of safe drinking water each day.

    The hydraulic ram pump water system pumps the water from the valley 50 meters below the reservoir using neither electricity nor fuel. Life 4 Water completed the project in June 2005. Immediately after its completion, the community in constructing their houses funded by GOP-UNDP utilized water. The Children no longer walk to the distant spring to fetch water; the women, no longer have to bear the difficulty in washing clothes or beautifying up as water is now available downstairs.

BACKGROUND
A. Objectives:
    
Generally, the program intends to improve access of the community to a clean and safe water supply while enhancing management capability and raising culture of peace consciousness of the� community.
     Specifically it aims to have:
1. Provided potable water system for Internall displaced persons or IDPs beneficiaries of Brgy. Inudaran, Kauswagan Lanao del Norte.
2. Organized Community Water Management Committee (CWMC) and enabled them to run and maintain water system, protect and manage local watershed;
3. Enhanced the capability of the community leaders in managing a water system project;
4. Conducted necessary water management and capability enhancement training-workshops; and
5. Enhanced peace consciousness of the community

PROJECT EXECUTION
A.  Commencement of Project
Pre-Engineering and initial social preparation started in April 2005. Hands-on training-workshops and construction started in June 2005. The project ended in July 2005.

B.  People involved
    Life 4 Water provided technical assistance all throughout the project implementation process. The community (organized under the community water team) is involved from conceptual stage to implementation. Pakigdait made the initial social preparation.

ACCOMPLISHMENTS
A.  Social Preparation
a. Life 4 Water formed the community water team;
b. Conducted Training-workshops on Community Water Planning and Design, Basic Plumbing and Pipefitting. The water team able to make water survey; conducts water needs analysis, connect and fix pipes. From the knowledge they acquired, maybe they can construct their own system in the future.
c. Orientation on the fundamentals of watershed and protection was also integrated in the water training.
                
B. Infrastructure
a. Spring development and intake box constructions were done;
b. Rehabilitation of 8 cubic meter  Reservoir ; and
c. One tap stand were constructed  with four faucets, connected 35 meters from the resevoir  using polyethylene (PE) pipes;
d. Along with the core shelter project among others, the water system project was turned over to the community on October 2005. Mindanao Economic and Development Council Chairman (MEDCO), Secretary Jesus Dureza and company from UNDP, Pakigdait Inc. and many other NGO partners graced the turn-over ceremonies.

C. Social Impact
     Obviously, the people are happy of the project. With easy access to water supply, they now plan of constructing toilets, cultivate backyard garden to increase food production among others. Others entertain of making small fishponds from surplus water.
     Transfer of water system skills and technology plus the provision of plumbing tools and engineering drawing instruments able the community to fix system troubles and plan community water projects.

PROBLEMS AND ISSUES ENCOUNTERED
    First, there was the fear for security as the area is very remote and it is known to be the site of heavy armed fight between GRP and MILF. Second, there was the successive increase in prices of construction materials, the original budget might not suffice. Third, the difficulty in the handling of construction materials down to the intake box site. Fourth, the granted amount is not enough to construct a reservoir.

ACTIONS TAKEN
    Pakigdait and Life 4 Water talked with the Barangay Chairman and community discussing among others, the security problem. The community and the barangay chairperson assured the group of their security.
    On the second concern, the organizations consulted the barangay chairman and the community about the possibility of sharing the burden in the construction by way of giving up half of their labor compensation in the hauling of construction materials to lessen expenses. They labored receiving half of due monetary compensation. On the other hand, some engineering design revisions were also made to adjust to the increased prices.
   Third, Sand and gravel and other construction materials were transported in small volume down to the intake box site using ropes and pulley; and
     Fourth, Life 4 Water with concurrence of the community water team decided to utilize the old existing huge reservoir about 8 cu. meter in size.
