After several tries to make this Skin Center work using the Hotbar Skin Center guide, I gave up and made it very easy for myself: To use the images as your Hotbar, save them in your Hotbar directory. Afterwards, go to Hotbar and open your Private Collection. Select one the image you want as your Hotbar and click on it. Your browser will now look like this:

Of course, you will have to download Hotbar before you can use the skins. Good luck!
