| LEGAL AID AND COUNSELLING | |||||||
| LACC provides free legal aid, counselling, mediation services and court representation to the needy women victims of violence, sexual abuse, rape, exploitation, battering, divorce, domestic violence and trafficking and child victims of sexual abuse, exploitation, forced and worst form of child labour and trafficking through two special projects: Women Rights Helpline Project and the Children Justice Center. Besides, LACC organises training, seminar and sensitisation programmes and undertakes advocacy, campaign and publication activities. | |||||||
| THE WOMEN'S RIGHT HELPLINE PROJECT | |||||||
|
In view of the need to offer free legal, counselling and mediation services to the needy and poor women victims of violence, sexual abuse, rape, exploitation, battering, divorce, domestic violence and trafficking. LACC established the Women's Rights Helpline project on January 01, 1999. The Women's Rights Helpline project has created a database on legal information and women's cases. It provides legal information and referral services to the needy women. The project also functions as a legal aid and counselling service, referral and data collection centre on violence against women, aiming to contribute in ending violence against women.
The Women's Rights Helpline project was initially funded by the Netherlands Development Assistance (NEDA) It is now being sponsored by the Royal Danish Embassy/DANIDA. Since the inception of the project in January, 1999 the project has assisted 5,675 women and provided them with preliminary legal advice till November 30, 2001. They have also benefited further by visiting our office to receive extensive legal assistance and in some cases, court representation. Likewise, 354 lawsuits were initiated and are being represented in the court by our attorneys and 155 cases has been decided in favour of women. Very few cases has been defeated in the District Court. The project takes up the defeated cases to the Appellate Court and sometimes in the Supreme Court. 199 cases are under court proceedings in the court of Lalitpur, Kathmandu and Bhaktapur. Most of the divorce seeking women and their husband are called to office for providing counselling.
Women’s Rights Helpline project was also established in Jhapa and Doti districts in June, 2000 with the kind assistance of Royal Danish Embassy/DANIDA. The Helpline project at Doti has registered 75 cases in the District Bar Association. Out of which 41 cases of women victims have been filed in the court. Ten cases has been decided by the court in favour of Women and 31 cases are continuing in the court. 24 cases have been settled in CDO and police office through counseling, mediation and compromise.
The Helpline project Jhapa has been handling 74 cases of women victims. Out of which 24 cases of women have been filed in the district court, 13 cases have been decided by the court in favour of women and 11 cases are continuing in the court. 3 cases have filed in Appellate court Illam.46 cases have been settled through counseling, mediation and compromise in CDO and police office.
The Helpline directly provides legal advice to all callers, and refers women to the wide array of supportive services provided by the NGO's, GO's and individuals included in its Referral Directory. | CHILDREN'S JUSTICE CENTRE | |||||||
|
On 15 November, 1998, LACC established a Children Justice Center (CJC) in Kathmandu. It was established with the support of the International Labour Organisation, International Programme on the Elimination of Child Labour (ILO-IPEC). The CJC is currently implementing a project for "Providing legal aid and counselling to victims of child labour, abuse and sexual exploitation from Kathmandu, Lalitpur and Bhaktapur Districts". The Children Justice Center has successfully completed two years of its operation. CJC has been providing free legal aid, counselling and court representation to the child victims of sexual abuse, exploitation, forced and worst form of child labour and trafficking with the aim of securing justice for the child victims through court proceeding. Since its inception, the CJC has taken up 403 ( 224 old 179 new) cases of child victims; either working under forced labour conditions or been abused physically/sexually, for legal protection.146 have already been filed in the courts of Lalitpur, Bhaktapur and Kathmandu districts. | WORKSHOP, TRAINING AND SEMINARS | |||||||
| LACC
has been organising three type of training - legal training; human rights
(child and women's rights) training and sensitization programme for different
target groups at various level. Its target groups include Members of Parliament,
Judges, Public Prosecutors, Police officials, Government officials, University
Professors, lawyers, medical doctors, teachers, media persons, human rights
activists, elected women leaders and members of general public. It provides
legal training to the legal professionals and women law students.
In 2001, LACC organised a Leadership skill development training program for the elected women leaders of the Village Development Committees (VDC) and Municipalities to enhance their skill and competence in handling women’s problem and work for securing gender justice at the VDC an local level. It organised seven training in seven districts of Nepal. There were 350 participants. The project was sponsored by the Novib, Netherlands. In March 2002, LACC has undertaken a three year project- Leadership skill development training program for the elected women leaders of the Village Development Committees VDCs and Municipalities to enhance their skill and competence in handling women’s problem and work for securing gender justice at the VDC an local level. The target gropups include 1,050 elected women leaders of VDCs, Municipalities, Chairpersons of VDCs, DDCs, Municipalities, women leaders of cooperatives and NGOs from seven districts. The project is being sponsored by the Novib, Netherlands. In 2001, it also organised a Workshop/seminar on gender mainstreaming for School Principals & Secondary Teachers. | LEGISLATIVE DRAFTING | |||||||
| LACC as a legal organisation drafts legislation. It provides legal inputs, recommendations and guidance to the law makers in drafting legislation. It provided technical support to the His Majesty's Government of Nepal in drafting the proposed Women's Property Rights Bill. | |||||||
| LEGAL AWARENESS AND ADVOCACY CAMPAIGN | |||||||
|
One of the main aims of LACC is to influence the legislative reforms and public policies concerning the protection of the rights and interests of children and women, promotion of gender equality, women's empowerment and gender-equitable development. It provides technical support to the government in drafting bills related to the women's issues. It also drafts legislative bills protecting the rights and interests of women and children and forward them to the Parliamentarians It lobbies with the Members of Parliament, Ministers, public policy influencing individuals and institutions for the enactment of the proposed draft bills into law. It campaigns with the law makers for abolishing all forms discriminatory laws against women.
In 2001-2002, LACC undertook a Training, Sensitization and Advocacy Project on Women’s Property and Inheritance Rights. The project was sponsored by the USAID. The Training, Sensitization and Advocacy Project was organised in 10 districts and at the central level. The target groups included the District Judges, Police, Administrative, Judicial and Legal officials, attorneys, members of Bar, leaders of political parties, members of the District, and Village Development Committees, Mayors, women activists, representative of NGOs and INGOs in ten districts AND Ministers, Parliamentarians, Judges of Supreme and Appellate Courts, Judicial, Legal, Administrative and Police officials, Attorneys and members of Bar, Mayors, women activists, representatives of political parties, NGOs and INGOs at the central level.
Since April 2002, it has been implementing a project - Awareness Raising of the General Public about the Phenomenon of Violence Against Women with special focus on Trafficking in Women and girls through the use of Electronic Media. It is sponsored by the UNDP. |

| LACC
publishes a bi-annual legal magazine LACC LENS. Researched legal articles
are published in the LACC Lens. It has published a number of books pertaining
to family law. Besides it has published booklets and information kits on
child rights.
Since 2001, LACC is undertaking a research project - "Women of Nepal: Laws and Policies Affecting Their Reproductive Lives". This project is sponsored by the Center for Reproductive Law and Policy, New York. The research report will be published by October 2002 |

It conducted legal research and survey study in rural villages of four regions to ascertain the root causes of the problems faced by the women. It conducted Feed back collection program on Women's Property Rights in 44 districts of Nepal. In 1996, it conducted a comparative analysis study of laws concerning property rights and women's issues in the neighbouring and relevant countries. It has published legal journal and books on law. Its attorneys have also contributed legal articles in various journals. LACC has been publishing "LACC-LENSE" a legal bi-lingual journal since 1998. LACC organized legal awareness, legal literacy and legal advocacy programmes in 44 districts of Jhapa, Panchthar, Bhojpur, Nuwakot, Makwanpur, Lamjung, Parbat, Dadeldhura, Saptari, Dhanusha, Nawalparasi, Kavre, Chitwan, Kapilbastu, Dang, Palpa, Kailali, Surkhet, Siraha, Banke, Bhaktapur, Dhading, Baglung, Gulmi, Arghakhachi, Rupandehi, Gorkha, Tanahu, Sunsari, Dhankuta, Baitadi, Kanchanpur, Ilam, Morang, Bajhang, Salyan, Dolakha, Sindhupalchowk, Sarlahi, Mahottari, Kaski, Syangja, Parsa, Bardiya, Kathmandu, and Lalitpur. | LEGAL AND LEGISLATIVE DRAFTING: | |

LACC drafted the initial bill on the Women's Property Rights and submitted to all the Members of Parliament. The final draft was submitted to the Ministry of Law and Justice on 26 June, 1996. LACC provided technical support to the His Majesty's Government of Nepal in drafting the proposed Property Rights Bill. |

| LEGAL TRANING PROGRAMME | |
|
LAAC organized annual short term legal training to women lawyers. The Women Lawyers Mentoring Programme focused on legal leadership and professional skill development of women lawyers. LACC successfully completed legal training seminars for women law students for enabling them to pass the Nepal Bar Council Examinations and Judicial Services Examinations. The emphasis was laid on producing high quality lawyers with strong theoretical and practical knowledge of women's rights and advocacy. It also granted scholarships to women law students. It organized a "Gender Seminar" specially designed for law professors and scholars. It also organized legal and psychological training for Counsellors. |

| WOMEN LEADERSHIP DEVELOPMENT PROGRAMME | |

LACC organized Leadership Development Training Program for the Elected Women Leaders at the Village Development Committees (VDCs) level as a part of the promotion of gender-equality, gender justice, gender-balanced development and Beijing Platform for Action. The training benefited more than 450 participants form over 9 districts. |

| INTERNATIONAL PARTICIPATION | |
|
LACC members participated in various international forum, conferences and seminars. They participated in the World Conference on Women, Beijing, Post-Beijing Conferences, sessions of UN Commission on Status of Women, UN Working Croup on Minorities, International Conference on Population and Development (ICPD) and World Health Organisation's regional meetings. |
