The picnic will be on September the 29th but instead of
the
previously planned time of 2pm, we will begin the party at 4pm. We
will eat around 6 and have activities planned before and after. Hope
to see you there and don't forget to take a trip up to the barn on
the morning of 9/29 to check out the yard sale. Please, help spread
this message around to all our residents and lot owners.
HELP! If you are interested in helping, we will be decorating most
likely on Thursday or Friday before the party and this year we will
be decorating in Red, White & Blue. If you wish to donate ribbons,
flags, tablecloths, hay bales (which will be returned) plates, forks,
baloons, etc. please contact me via email. Also needed, wood for
bonfire! The location of the bonfire will be clearly marked shortly,
so you can begin dropping your wood off as soon as you would like.

to make sure everyone knows how to proper display and handle the US Flag.

STANDARDS of RESPECT
The Flag Code, which formalizes and unifies the traditional ways in which
we
give respect to the flag, also contains specific instructions on how the
flag is not to be used. They are:
a.. The flag should never be dipped to any person or thing. It is flown
upside down only as a distress signal.
b.. The flag should not be used as a drapery, or for covering a speakers
desk, draping a platform, or for any decoration in general. Bunting of
blue,
white and red stripes is available for these purposes. The blue stripe of
the bunting should be on the top.
c.. The flag should never be used for any advertising purpose. It should
not be embroidered, printed or otherwise impressed on such articles as
cushions, handkerchiefs, napkins, boxes, or anything intended to be
discarded after temporary use. Advertising signs should not be attached to
the staff or halyard
d.. The flag should not be used as part of a costume or athletic uniform,
except that a flag patch may be used on the uniform of military personnel,
fireman, policeman and members of patriotic organizations.
e.. The flag should never have placed on it, or attached to it, any mark,
insignia, letter, word, number, figure, or drawing of any kind.
f.. The flag should never be used as a receptacle for receiving, holding,
carrying, or delivering anything.
When the flag is lowered, no part of it should touch the ground or any
other
object; it should be received by waiting hands and arms. To store the flag
it should be folded neatly and ceremoniously.
The flag should be cleaned and mended when necessary.
When a flag is so worn it is no longer fit to serve as a symbol of our
country, it should be destroyed by burning in a dignified manner.

burning
ceremony, often on Flag Day, June 14th. Contact your local American Legion
Hall and inquire about the availability of this service.

Displaying the Flag Outdoors
When the flag is displayed from a staff projecting from a window, balcony,
or a building, the union should be at the peak of the staff unless the
flag
is at half staff.
When it is displayed from the same flagpole with another flag - of a
state,
community, society or Scout unit - the flag of the United States must
always
be at the top except that the church pennant may be flown above the flag
during church services for Navy personnel when conducted by a Naval
chaplain
on a ship at sea.
When the flag is displayed over a street, it should be hung vertically,
with
the union to the north or east. If the flag is suspended over a sidewalk,
the flag's union should be farthest from the building.
When flown with flags of states, communities, or societies on separate
flag
poles which are of the same height and in a straight line, the flag of the
United States is always placed in the position of honor - to its own
right.
..The other flags may be smaller but none may be larger.
..No other flag ever should be placed above it.
..The flag of the United States is always the first flag raised and the
last
to be lowered.
When flown with the national banner of other countries, each flag must be
displayed from a separate pole of the same height. Each flag should be the
same size. They should be raised and lowered simultaneously. The flag of
one
nation may not be displayed above that of another nation.
Raising and Lowering the Flag
The flag should be raised briskly and lowered slowly and ceremoniously.
Ordinarily it should be displayed only between sunrise and sunset. It
should
be illuminated if displayed at night.
The flag of the United States of America is saluted as it is hoisted and
lowered. The salute is held until the flag is unsnapped from the halyard
or
through the last note of music, whichever is the longest.
Displaying the Flag Indoors
When on display, the flag is accorded the place of honor, always
positioned
to its own right. Place it to the right of the speaker or staging area or
sanctuary. Other flags should be to the left.
The flag of the United States of America should be at the center and at
the
highest point of the group when a number of flags of states, localities,
or
societies are grouped for display.
When one flag is used with the flag of the United States of America and
the
staffs are crossed, the flag of the United States is placed on its own
right
with its staff in front of the other flag.
When displaying the flag against a wall, vertically or horizontally, the
flag's union (stars) should be at the top, to the flag's own right, and to
the observer's left.
Parading and Saluting the Flag
When carried in a procession, the flag should be to the right of the
marchers. When other flags are carried, the flag of the United States may
be
centered in front of the others or carried to their right. When the flag
passes in a procession, or when it is hoisted or lowered, all should face
the flag and salute.
The Salute
To salute, all persons come to attention. Those in uniform give the
appropriate formal salute. Citizens not in uniform salute by placing their
right hand over the heart and men with head cover should remove it and
hold
it to left shoulder, hand over the heart. Members of organizations in
formation salute upon command of the person in charge.
The Pledge of Allegiance and National Anthem
The pledge of allegiance should be rendered by standing at attention,
facing
the flag, and saluting.
When the national anthem is played or sung, citizens should stand at
attention and salute at the first note and hold the salute through the
last
note. The salute is directed to the flag, if displayed, otherwise to the
music.
The Flag in Mourning
To place the flag at half staff, hoist it to the peak for an instant and
lower it to a position half way between the top and bottom of the staff.
The
flag is to be raised again to the peak for a moment before it is lowered.
On
Memorial Day the flag is displayed at half staff until noon and at full
staff from noon to sunset.
The flag is to be flown at half staff in mourning for designated,
principal
government leaders and upon presidential or gubernatorial order.
When used to cover a casket, the flag should be placed with the union at
the
head and over the left shoulder. It should not be lowered into the grave.

As far as broadband Internet access, I have been investigating satellite
Internet access. The two web sites that can provide you more info are
www.starband.com and www.earthlink.net (a reseller of the DirecTV
satellite
/ Internet service). I believe that Maggie and Clyde Barton have the
Starband service, so I would send them an email asking their opinion of
the
service. I will copy this message to the community email address and
hopefully they will be in touch.

business of covenant enforcement regarding the maintaining a 15 foot right
to "cut any trees and undergrowth necessary to place cable, and, to
ingress
and egress over, under and across said land for the purpose of exercising
the rights herein granted..."
Give me a call at home and we can discuss. Otherwise I will see you at the
executive session tonight.

Dear Neighbor:
On Saturday, October 6th, 2001 we have asked for volunteers to come
together
to cut back the brush from our roads. I encourage you to volunteer your
time, equipment and fuel to this effort. We have received many comments
from members regarding their concerns “due to lack of visibility”
while
traveling on the roads and easements within Kings Grant.
We are now asking for your help, on a volunteer basis, to trim back at
least
ten, and not more than, fifteen feet of growth that may be deemed a hazard
to those using the road in front of your respective lots. As a rule of
thumb, it is a good practice to cut back the growth to at least the
telephone box located on your lot - roughly ten to fifteen feet. This
should be done twice per year and may include bush hogging, mowing,
pruning
and sometimes removing trees that are encroaching the road easement in
front
of your respective lots.
If we do not receive a good volunteer response, we will hire a contractor
to
assist with the clearing, which may include up to fifteen foot of trees,
grass, undergrowth and / or brush on the front and rear of all lots. The
covenants permit the Kings Grant Board of Directors the “right to cut
any
trees and undergrowth necessary to place cable, and, the right to ingress
and egress over, under and across said (member) land for the purpose of
exercising the rights herein granted.” These rights do not expire.
So, please in the least, take care of your own lot and lend a hand to your
neighbors this weekend. If you have any questions feel free to contact
myself, Sue Rowdon (Community Manager), Alan Dalton (Chairperson, Road
Maintenance) or, Donna Mullins (Chairperson, Easement and Common Property
Maintenance).

Just to let our members know, the yard sale is alive
& kicking. We
have a good amount (at least 6) families with lots to sell including
some farm equipment, some furniture, children's clothing and
furniture and more. So if you would like to participate on Saturday
morning, contact me.
Also, on Friday night, we will be decorating the barn for the party.
If anyone selling at the yard sale would like, you may bring your
belongings up to the barn and we will lock them up for you to make it
easier for you in the morning.
I will place the ad in the FL Star today. All families involved in
the 'selling' part of the Yard Sale will share in the cost. Signs
will go up on Thursday.
Thanks! I am glad this is looking like it will be successful. For
whatever you don't sell I want to let you know that there is a
Goodwill Truck located at Virginia Heartland Bank on Rt. 17 from 9 to
6 on Saturday if you don't want to take your stuff back home.

Hello,
Can someone please post a copy, or send me a copy of the covenants
and amendments of the community. I am interested in the definitions
of road easements and the statement:
""The covenants permit the Kings Grant Board of Directors the
"right
to cut any trees and undergrowth necessary to place cable, and, the
right to ingress and egress over, under and across said (member) land
for the purpose of exercising the rights herein granted." These
rights do not expire."
I would like to know where that came from.

Grant.
Now I realize this may be very subjective. But this is a
"horse",
"country" community, insert favorite word within quotes. So what
exactly can the review committee disallow?
What can they allow?
Are guidelines in the works?
Should they be?

article on the net. Perhaps it will provide some food for thought.
Appearances Count
One of the advantages of a homeowner association is being able to
enforce appearance standards (aka Architectural Control). Appearance
standards are designed to protect everyone's property values. If all
homes follow the same basic theme, the average home buyer will be
willing to pay more.
Most regular subdivisions have appearance standards, but, in truth,
only a lawsuit (or a Mafia hitman) can stop someone determined to
violate them. Since most neighbors hate confrontation, appearance
standards usually go by the wayside opening the door to the things
like RVs parked along side the house, tarped "classic" cars,
hubcap
sculptures and eye wincing paint colors. Thus, the need for
appearance standards and the enforcement thereof.
The governing documents usually outline the appearance standards when
they are very strict but often say little when they're not. They may
define the standards but not the enforcement method. leaving the
Board in an awkward position when confronted with multiple
appearance "challenges". This is a great topic for the
Resolution
Process. Resolutions are board policies that deal with complex issues
like collection of money, pets, parking and appearance standards.
Resolutions provide a framework to deal with them effectively. By the
way, resolutions cannot amend or change the meaning of the governing
documents, only expand on the authority. Amending the governing
documents requires an appropriate vote of the homeowners.
After your Appearance Standards Resolution is drafted, ask your
attorney to review it for compliance with statute and your governing
documents. Then, allow the other owners to participate in the
outcome. Once drafted, it should be circulated to all the owners for
a 30 day review and comment period. The approval process shouldn't be
rushed. Change is difficult for some.
A good way to broach the subject with the membership is to send out a
newsletter discussing the reason why: to preserve property values.
Consistent appearance standards are in everyone's best interests.
Describe how, for example, junk vehicles, unkempt lawns, collapsing
fences and weathered or hot pink paint drag property values down
(without pointing fingers or naming names). Encourage attendance to a
special meeting to discuss the Appearance Standards Resolution.
After the new Appearance Standard Resolution is discussed, amended
and approved, it's time to start enforcement. Select the closest
equivalent you have to Henry Kissinger and a Mafia Hitman (that's a
joke folks). If you have none of these, after appropriate written
notifications, make good use of your attorney to turn up the heat.
Never be guilty of selective enforcement. Treat everyone the same.
Appearances do count and it's up to the Board to watch dog what
happens in the community. Don't wake up one day and ask "Where am I
and why am I in this handbasket?" Protect your assets today!
