National Elections like BAYAN MUNA and ANAKPAWIS but to the human rights
advocates as well.
KARAPATAN has so far documented 13 cases of human rights violations in just a
span of 6 days. Rogelio Perez is the 26th BAYAN MUNA casualty in whole of
Southern Tagalog and the 41st in the whole country.

II. Date of Incident: 29 April 2004 at around 10:00 PM
III. Place of Incident: Pagbilao, Quezon, Philippines
IV. Perpetrators: Unidentified lone gunman
V. Summary of Incident:
On April 29, husband and wife, Rogelio and Cristina Perez, participated in
the Miting de Avance.of Mayoral candidate and incumbent Mayor
Guinto. Cristina acted as master of ceremonies while Rogelio spoke as
representative of the partylist group BAYAN MUNA* which is seeking another term
in Congress on the May 10, National Elections.
At around 10 PM, as they were approaching their house, an unidentified man
came and shot them both. Rogelio was killed on the spot, while
Cristina is fighting for her life at the Quezon Memorial Hospital in Lucena
City, Quezon, Philippines.
More or less 19 bullet shells were found on the site of the incident.
RECOMMENDED ACTION:
Send letters, email or fax messages calling for:
1. The immediate formation of an independent fact-finding and investigation
team composed of representatives from human rights groups, the
Church, local government, and the Commission on Human Rights that will look into
the murder of Rogelio Perez and the frustrated murder of his
wife Cristina.
2. The prosecution of the perpetrators of the crime of murder as well as other
atrocities committed by those found to be guilty of the crime.
3. The immediate and proper indemnification of the family/relatives of the
victims; and
4. That the Philippine Government be reminded that it is a signatory of the
Universal Declaration of Human Rights and that it is also a party
to all major Human Rights instruments, thus it is bound to observe all of its
provisions.
