  3. Alleged Perpetrators: two unidentified armed men riding a motorcycle with no plate number.
  4. Account of Incident:

At around 8:15 AM on March 13, Sunday Fr. William Tadena, a priest from the Philippine Independent Church had just finished officiating mass at the PIC in Barangay Guevara, Lapaz, Tarlac City and was just leaving the church driving an owner-type jeep when two unidentified suspects riding a motorcycle with no plate number started shooting at them.

On board the jeep together with Fr. William was his sacristan, Charlie Gabriel, 24 years old, who was hit on his foot and thigh, his secretary Ervina Domingo, 20 years old who escaped unhurt and Carlos Barsolazo, a 38 year old guitarist who suffered a gunshot wound on the head and is still in critical condition. Fr. William suffered two (2) gunshot wounds on his head, one (1) on his chest and one (1) on his elbow. All of them were brought to the Central Luzon Doctors Hospital.

The well-loved priest was a staunch supporter of the striking farmworkers in Hacienda Luisita. He was also a human rights advocate who jo ined the Fact-Finding Mission in Pura, Tarlac last year and assisted in the release of three civilians accused as New People?s Army rebels in Victoria, Tarlac City last January 25, 2005.

His death is the 10th of killings already recorded after the Hacienda Luisita Massacre in November 16, 2004. Fr. William left behind two children and his wife who is seven (7) months heavy with their third child.

RECOMMENDED ACTION:

Send letters, emails or fax messages calling for:

  1. The immediate formation of an independent fact-finding and investigation team composed of representatives from human rights groups, the Church, local government, and the Commission on Human Rights that will look into the summary execution of Fr. William Tadena and the frustrated massacre of Carlos Barsolaso, Charlie Gabriel and Ervina Domingo;
  2. The arrest and prosecution of the perpetrators of the crime of summary execution, frustrated massacre and indis criminate firing committed.
  3. The immediate and proper indemnification of the family/relatives of the victims; and
  4. The Philippine Government to be reminded that it is a signatory to the Universal Declaration of Human Rights and that it is also a party to all the major Human Rights instruments, thus it is bound to observe all of its provisions
