MINDANAO CONSULTATION AND STRATEGIC PLANING ON THIRD-PARTY NONVIOLENT INTERVENTION (TPNI)
INTRODUCTION/OVERVIEW
This project is an initiative of the Interfaith Center for the Culture of Nonviolence (ICCN), headed by Mr. Chito Generoso, and was implemented by the member organizations of the network Pangkapayapaang Adhikain Kusang-dangal Aksyon Tagapamagitan (PAKAT - Nonviolent Peaceful Initiatives, Volunteer Actions for Mediation)is the list-serve for the Nonviolent Peaceforce Mindanao Working group. The individual members who come from various peace organizations and networks, both local & international aims to explore Civil Society-led Third Party Nonviolent Intervention (TPNI), in support of the Mindanao Ceasefire between the GRP & the MILF. A total of twelve were areas visited by the Field Teams. These areas were subsequently revisited by the three-man Nonviolent Peaceforce visitors to confirm the findings of the project and facilitate for any possible future Nonviolent Peaceforce interventions in said areas. A total of twelve (12) areas have been covered in two waves.The PAKAT field consultation volunteers have succeeded in covering more than half of the target areas of eight (8) as proposed to the CRS for fund support. The Notre Dame University Research Center (NDU-URC) prepared the preliminary written report that was presented in two separate forums with the MILF and the GRP through the OPAPP. Overall field supervision of the community consultation volunteer teams was handled by Prof. Estrellita "Mam Boots" Cantallopez of the NDU Peace Center.

ACTIVITIES AND DATES COVERED
December 16 - 17 - Workshop on Community Consultations
PAKAT invited young adult participants from the partner organizations, including those hosting the areas that were intended to be covered. The expected number of participants was fifteen (15). The only requirement for the participants was prior attendance to a CoP (Culture of Peace) or ANV (Active Nonviolence) training. Venue for both activities is at St. Joseph Convention Center, Tamontaka, Datu Odin Sinsuat. Mam Boots Cantallopez conducted the Workshop on Community Consultations.
On the following day, the 17th, the PAKAT working group meeting was set to give a detailed plan of what is expected to be done in the first quarter of 2005. This will include the planned two step exploratory work of the Nonviolent Peaceforce that was originally set to begin last October. It also was an opportunity to introduce the volunteers to the working group members.

January 4 - 11 - First Wave of Community Consultations
With the inclusion of the Marawi City deployment, five areas were covered during the first wave of community consultations, by the following field teams:
1. January 4 - Marawi City (For Lanao del Norte and Lanao del Sur areas) - Tommy Pangcoga, Kris Pangcoga, and Musa Sanguila of Pakigdait, Inc.
2. January 7-8 - Sitio Cagarawan, Barangay Tugaig, Barira, Maguindanao - Tommy Pangcoga, Naui Salik, Kris Pangcoga, and Sal Oranto of Sindaw

January 22 - 26 - Second Wave of Community Consultations and Active Nonviolence Training
Continuing the community consultation, the second wave was implemented with more areas (seven in all) covered and with less human resources comprising each field team. The following areas were visited by the following field teams:

The field team members have requested for a seminar on active nonviolence. This dovetailing of activtities was done upon their return to Cotabato from the field on the 23rd. Two experienced trainers have agreed to co-facilitate from AKKAPKA: In-ay Soyao of Cotabato City and Nanay Flora.
February 22 - 26 - Nonviolent Peaceforce Team Visit / Confirmation and Presentation of Reports
The meeting with the MILF was arranged by Mr. Guiamel Alim, of the Consortium of Bangsamoro Civil Society (CBCS) and concurrently a board member of ICCN, a week before schedule. The need for this meeting arose from the question of how to draw concrete policy decisions in relations to the results of the community consultations on unarmed civilian peacekeeping, TPNI, and NP deployment of field teams in partnership with PAKAT and other civil society organizations.
The PAKAT volunteer field team members decided to send representatives to join the meeting to accompany the NP team. The presentation of the findings to both OPAPP and the MILF aims to draw approval that will set the stage for the NP advance team (3-month Phase 2 of the exploratory work) and eventually the deployment of field teams similar to Sri Lanka.
March 3 - 5 - Strategic Planning
Towards the final week of the three-man Nonviolent Peaceforce visit, PAKAT invited all the partner networks for a strategic planning to map the course of the succeeding activities, which included the task to be assigned to the Phase 2 - Advance Team, should this materialize. Each partner network was invited to send a representative for a three-day workshop. Among those who were representated are: Kadtabanga Foundation for Peace and Development Advocates (KFPDA), United Youth of the Philippines (UNYPHIL), Consortium of Bangsamoro Civil Society - Tyakap Kalilintad, Kabataang Mindanaw Para sa Kapayapaan (KAMINKAP), Sindaw Ko Kalilintad and CO Multiversity, Bantay Ceasefire - Mindanao Peoples Caucus (MPC), and the NDU Peace Center. Other members of the PAKAT Steering committee and the ICCN Board of Directors also attended. The venue was at the Mindanao Training and Resource Center (MTRC), Bajada, Davao City.
