DEVELOPMENT STRATEGY
 

The strategy is the promotion of the urban development of the existing built-up areas or urbanized areas of the three barangays. Expansion of residential, commercial, institutional and open spaces shall be determined in areas proximate or adjacent to the existing once. San Juan will served as the Poblacion or the municipal administrative center. Urban areas both in San Juan and Longos will be consolidated with them sharing basic facilities specially the commercial areas which will be located at the barangays boundaries. This will also serve as the public market location for the whole municipality. San Antonio shall also grow and develop into a self contained community sharing the administrative and commercial services at Longos and San Juan, however, maintaining a separate commercial area for supplementary purposes.

Each of these urban areas will be supported by an agro-forest belt which will primarily served as food sources, for San Juan and Longos, these will be formed by the fishing ground of Laguna de Bay and contiguous agricultural strip along the western corridors. For San Antonio, this will be provided by the forest area in the east the very good lands at the central portion of the municipality and the fishing grounds of Caliraya.

Industrial areas as allocated in each barangay will be identified on areas not classified as very good land for agricultural or forested.
A Special Planed Unit Development Area shall be identified for mixed uses. The intention is to develop denuded forest areas and marginal agricultural plans into balance urbanization cum-agro forest development model areas. There may be in areas where there are sporadic existing urban developments such as subdivision projects, with marginal agriculture activities and are denuded forest areas. This is in responds to the functional role of the municipality relative to its urban, tourism and retirement village type development potentials. This will be a special mixed used areas for residential-commercial recreational and agro-forest uses. Specific developments shall be 80% agro-forest and 20% residential.

The identified existing agricultural and forest areas are preserved and retained NPC areas shall be solely for NPC related activity subject to compatibility with adjacent uses.

Areas occupied by water bodies are retained use of its banks shall be regulated.
