proposed development concept for the municipality is
Balance Urbanization cum Agro-Forest Development.
Balanced
Urbanization cum Agro-Forest Development promote urbanization
of the municipality within the frame work of Agro-Forest
Development aimed and at intensifying and sustaining
agricultural activity and addressing environmental concern.
Urbanization
be promoted vis-a-vis the requirement of the population
and absorptive capacity of the land resources and subject
to the limitation set by existing environmental laws.
In line with urbanization is the establishment of social
services delivery system, making available livelihood
opportunities and installation of efficient infrastructure
and utilities network that are requirements of urban
settlement areas. The urbanized area shall be provided
with decent housing, educational health services, recreational
and health, facilities, and welfare services. Economic
base activities shall be made available to the labor
force in agriculture ,commerce, industry tourism and
other viable economic endeavors. Infrastructure network
such as roads and facilities, amenities or utilities
such as water, power, sewerage or garbage disposal sites
shall be provided. Agro-Forest Development shall promote
intensified and sustainable agricultural and forest
development activities aimed at strengthening the backbone
of the municipality economy and addressing environmental
concerns. Agricultural activities must increase production
and provide sustainable livelihood for the population.
The very good lands at the central portion shall be
devoted solely for agricultural productivity. Forest
development projects such as maintenance of primary
growth forest at areas 18% above slope, specifically
those at easternmost tip of the municipality reforestration
programs and project denuded forest area shall be promoted.
Plantation forest and secondary growth shall be encouraged.
A mixed
use area for urban development is mixed with an agro-forest
development skim is sujested.
The environmentally
critical area aside from forest area and agricultural
lands which are the coastal areas shall be preserved.
