It is believed that Community Development cannot be effectively implemented and sustained if peace is non-existent or is unstable in a locale. It is the view of KAAKBAY that, since considerable effort has already been made in the dissemination and promotion of the Culture of Peace in the area, it is high time that the skills for Community Organizing and Community Development be given to the same proponents of the Culture of Peace Program (KAAKBAY) in the area in anticipation of the eventual dissemination of the skills and knowledge on community organizing and development. This training will, in effect, complete the three-fold drive of KAAKBAY (peace advocacy, youth empowerment, and community development) since youth empowerment is already a component of peace advocacy and community development where the organization is concerned. It is also hoped that this training would at the same time give the participants the subsequent license and qualification to conduct Community Organizing and Community Development Trainings on their own within their area of coverage, in the same way that they had received the license and qualification to conduct Culture of Peace Trainings.
