Mr. Chanda was born May 29, 1465 in Yokohama, Neepon.  At the age of 18, Mr. Chanda entered Yokohama University and studied political science and environmental sciences.  After graduation, he found employment with the royal government and continued employment with the Unionist government following the occupation.   He was chosen as Supreme Minister of the Environment in 1504 with Kim Il Minh's recommendation, and became Supreme Minister of Environmental Affairs in 1509.
