The Democratic Commonwealth shall enhance internal security to ensure that no faction or grouping would be able to launch terrorist or guerilla attacks from within the boundaries of the Democratic Commonwealth.

II. Research & Development

The CMD shall continue to support and research new weapons and tactics to meet the ever changing needs of the battlefield.

III. Nuclear Weapons

The CMD shall continue to maintain, refine and defend it's tactical and strategic nuclear arsenal for pre-emptive or counter offensive purposes.

IV. Biological and Chemical Weapons

The CMD shall steadily downsize it's biochemical weapons to a much lower position.  Samples shall be maintained and studied for defensive purposes at military labs.
