![]() Establishing a local impoundment facility for stray animals Homer Glen currently has a contract with Will County Animal Control to provide animal control services for Homer Glen. With our current arrangement, Homer Glen strays can end up in one of several facilities throughout Will County, making it difficult for owners to track down their lost pets. Passing a Homer Glen ordinance specifically defining both for the public and local law enforcement what is legally "adequate shelter", "needless suffering", "neglect" and other such terms Homer Glen currently operates under Will County animal ordinances (the one exception being Homer Glen Ordinance #07-041 which addresses animals running at large, feeding feral animals, and more). The Will County ordinance is extremely vague about what constitutes neglect, making it difficult to enforce. Passing a Homer Glen ordinance limiting dog chaining It has been documented that besides being inhumane, dogs kept on a chain or rope become more aggressive. Prohibiting or limiting dog chaining can cut down on dog bites. It also gives law enforcement a tool against illegal dog fighting, since most fighting dogs are kept on chains.
