BY-LAWS
ARTICLE IV � Membership

The membership of the GCC shall consist of human service organizations, non-profit groups, consumers, and interested citizens of Gratiot County or which serve Gratiot County.

Membership shall consist of the following agency directors (or their designee);

      � Community Mental Health
      � Mid-Michigan District Health Department
      � Michigan Works
      � Family Independence Agency
      � Regional Educational Service District
      � Presiding Judge, Circuit Court � Family Division
      � Prosecutor
      � Senior Agency Representative
      � Consumer Representative
      � Other service agencies, organizations, non-profit organizations,
        non-profit entities,academics and community members as the GCC
        deems appropriate.

Members of the GCC should possess the following:

A commitment to attend and participate in the meetings of the coordinating body.  GCC members should be prepared to share ideas regarding the issues to be presented.

A commitment to participate in or assign staff to the committees of the GCC.  Coordinated leadership requires that staff of various community organizations work in a collaborative manner to address community issues.  This requires a commitment to designate some resources of the organization when the expertise of the organization is needed.

A dedication to a vision of improving the lives of the citizens of our communities.  Inherent in the idea of leadership is the member�s desire to collaborate with each other in positive ways to better the community.

An ability to work as part of a team.  The GCC is a diverse group of people from many backgrounds with differing ideas and opinions.  Members must respect this diversity and be committed to work in a cohesive manner.

A commitment to bring issues that have an impact on the community to the agenda of the GCC.  True collaboration requires that people share not only their concerns, but also, their ideas with others.  When ideas are shared openly, creative processes will allow for resolution giving maximum benefit to the community.

Membership on the GCC shall be annually invoiced for the payment of membership dues.  The dues will be determined by pledges made by each individual member agency or organization.  These dues can be presented in the form of cash or they can be in-kind pledges of support such as rent, equipment, salaries, or supplies.  The dues will be utilized to aid in the support of internal operations of the GCC staff.  The Executive Committee of the GCC will designate a fiduciary agent for this funding.

Membership on the GCC shall continue as long as a person retains his/her position as the designated representative of his/her agency or constituent group.  In the event that vacancies occur on the GCC, the chairperson or coordinator will contact the member agency so that a replacement is appointed. 

Members who miss three consecutive meetings shall be contacted by the coordinator to ascertain their interest in continuing membership in the GCC.  The chairperson or coordinator will also notify the Executive Committee of the response and they will make a recommendation pursuant to future membership.

ARTICLE V � Meetings

Regular meetings of the GCC shall be held a minimum of six times a year.  All GCC meetings shall be convened through the office of the Chairperson and members will be provided with prior notice by the coordinator.  To be considered a meeting of the GCC, a quorum must be present.
