Social Services Information and Management Administration System was initially developed to assist Lithuania and the other Eastern European  countries in the forming of a social services program.

Benefits like food allowances , unemployment insurance, medical care, etc.  would be placed onto the BalticCard.  People traveling between the Baltics could receive medical benefits with payment coming from the assigned country. 

All social services programs, by their very nature, are paper intensive.  The financial burden of the necessary administrative and management costs can easily consume major portions of the operating budget.  Paper dependent systems are hard pressed to guarantee timely response to benefit recipients and to insure full auditability of budget expenditures. Accurate reports generation and efficient information management are essential to the cost effective administration of the system.

Significant improvements in system operation and substantial reduction of overhead burden have been repeatedly demonstrated by many countries throughout the world by full scale automation of their systems.  But, this level of automation normally requires the existence of an established, reliable and comprehensive telecommunications systems for data transfer and interactive computer operations.

The SSIMAS System outlines the concept of a fully automated system that can be established throughout all parts of a country at a fraction of the cost and well ahead of the operational existence of such a telecommunications system.  SSIMAS does not limit in any way future expansion nor upgrade and can, in fact, significantly reduce the cost and provide greater flexibility for future improvements.
