Isaiah, Chapter 46:

Prophecy and the Man from the East

(8) "Remember this and be amazed, take it to heart you sinners.

(9) Remember what happened centuries ago? I am God and there is no other; I am God and there is nobody like me.
(No god made of wood nailed to a cross, no god made of gold, and especially money is no replacement for the powerful force we call the LORD.)

(10) I tell you the end from the beginning, long ago I predicted what is still to come. I say: my plans will not fail, and I will do whatever I want.
(See Isaiah 42:9.)

(11) From the east, I call an eagle;
 The Sign of Germany

from a far-off land
 The country of the Eagle
a man to do what I planned.

(Obviously a man cannot be an eagle, which means the eagle probably refers to his heraldic sign or the heraldic sign of his country. In the past Napoleon and Karl Marx were "eagles ... from the east", who tried to take over the "Islands", see Isaiah 41:1, Revelation 8:13, 12:14.)
I have said so and it will happen; I have planned it, and I will do it.

(12) Listen to me you stubborn people, you who are far from justice.

(13) I am bringing my justice near, it is not far away; and my liberation will not be delayed. I will give salvation to Zion, my splendour to Israel.
(See Isaiah 41:27.)
