Fascist you say? Not if broken down to simplest terms. First of all, we would have to look at the most common objections to this. They are �Reproduction is a natural right� and �Who gets to decide who can reproduce?�

NATURAL RIGHTS
The truth is, we don�t have natural rights and if you didn�t learn that in school, you should have figured it out by now. The government regulates behavior by law and these regulations include how you paint your house, what kind of sex you can have with your spouse and what kind of words you can say in a crowded theater. The law has no fear of infringing upon any aspect of your life if the lawmakers, ideally acting on behalf of the population, deem it so.

So what or who decides what natural rights are? What are our natural rights? The right to do anything that is a natural function of being human? Natural bodily functions? It�s natural to go to the bathroom, but the law decides where that�s inappropriate. We have the right to be fed in this country, at least for now there are still food stamps for people who can�t afford food, but even this very basic and fundamental need is so riddled with partisan politics, there�s no telling if we will always have the publicly mandated right to eat enough food to live. So our most basic and natural functions are not immune to the law. And that�s fine with me, I like not having shit in the streets, frankly. I don�t mind a little legislation if it keeps some basic order to society. That�s what laws and regulations are for. They�re not all bad.

Does God decide what natural laws are? Possibly, but wake me when we reach a consensus on what God wants. The last time I checked, not only can we not agree on how God thinks we should live, but these very disagreements seem to cause our biggest problems. Religion is little help in unifying a society. Quite the opposite, so we�ll have to give God�s opinion a miss in this case.

The truth is, as always, we as a collective society decide arbitrarily what our natural rights are. We can make anything a natural right, or choose to deny this status to any activity or aspect of life, including reproduction. And don�t get all pro-choicey before you�ve heard everything I have to say. Like it or not, laws are already on your body, my proposal is to make them better and smarter laws and put them on everyone�s body, after all, why leave the men out of the fun?

Choosing, then, as a society, not to grant special status to reproduction as a natural right is not much of a stretch, because it�s not like eating, drinking, breathing and pooping � it�s not something everybody has to do, and it�s not something everybody has the opportunity to do. It�s not required for our well being, and given the overpopulation problem, it is a contributing factor to crime and disease as it creates more people to commit crime and spread disease. And the law already has its fingers in who can and cannot have a baby. A loving, intelligent gay couple can be denied an adoption, but a man with a record of rape, molestation and abuse can impregnate his wife (who, just by staying with him might imply that she�s a dumbass or insane), and as long as he doesn�t have any outstanding arrest warrants, you better not interfere with his rights as a parent. He can have as many kids as he wants, and I�m sure his kids will be raised in a stable and loving environment, I�m sure his sons won�t grow up to continue the cycle of abuse, I�m sure his daughters won�t grow into an easy mark for predators and other abusers who can spot a conditioned victim a mile away. What a great contribution to our world population. Because he has the natural right to reproduce.

Fuck that. Out of those two couples, who do you think should have the right to reproduce? You can�t in your right mind say the status quo is okay. If you can�t bring yourself to say the gay couple should have kids, well, shame on you, but nature has already taken care of that and I�m not talking about adoption law, even though it should be revised. I�m asking, why should a scum like the one described above have the right to bring victims into the world just because he has sperm and a penis (and an idiot willing to comply with his wish to reproduce?). The answer is, he doesn�t have to have that right. And he shouldn�t. A woman who is willing to sell her four-year-old daughter over the internet to a man who wishes to purchase her for sex should not have the right to reproduce, nor should the man. This happened in Minneapolis a year ago, luckily both parties were arrested. However, theoretically, assuming they get out of jail, these two adults can get together, have sex, and create as many sex slaves as they want and nobody can tell them not to because it�s their natural right.
Sure, mandatory sterilization and reproductive licensing won�t do much at first to protect existing kids from these kinds of assholes but it will stop them from creating more. It will also do the following�

It will reduce the population.

It will satisfy both sides of the abortion debate by eliminating abortions and the need for having them.

It will curtail the irresponsible (or intentional) creation of children who immediately become victims of domestic crime.

By interrupting this cycle of abuse and violence it will contribute to the reduction of such crimes in the future.

We can all have as much sex as we want.

SO WHO DECIDES WHO GETS TO REPRODUCE?
I do! This is the big fear factor that keeps us all from considering such a drastic move, but it doesn�t have to be a big deal. We simply have two qualifying measures. First, anyone convicted of beating children and/or having sex with children doesn�t get approved. Those who pass this criterion answer a few simple questions:

1. Do you plan on feeding your children? ___ yes  ___no
2. Do you plan on beating your children? ___ yes  ___no
3. Do you plan on locking any of your children in a closet to sit in their own feces? ___ yes  ___no
4. Do you think four-year-olds are sexy? ___ yes  ___no

I�d like to think we could agree on those four basic questions. If they are answered correctly, the sterilization is reversed. Period. That�s it. Just the most basic screening to enhance the health and well-being of our fragile population. Now that you can see where I�m coming from, I�d like a vote�
