- The ECHC is jointly governed by two commissioners. The intellectual material and structural principles of the league are their responsibility. As such, it is their task to determine rules of play and statistical judgments. The views of the ECHCPA are taken to be of paramount (though not utterly determining) importance. Their aim is to be inhumanely impartial and value objective judgments above the game of hockey, their team, or any other vested interest they may have.
- Most importantly, the determination of the commissioner�s office regarding statistics, scores, goals, or any other issue is the definition of the truth in this league. This occurs both during games and outside of league play.
- Upon disagreement between the two commissioners, they shall briefly convene and determine an outcome.
- The present two commissioners are: Andrew Morgan and Dane Broulliette.
- Upon the retirement of a commissioner, (to either return to the Player's Association or to retire from the league) that commissioner shall select a member of the Player's Association to take his place. This is done in the hope that 'The one who knows' is favoured over 'the opinion of the masses' (which may be misinformed).
- A Commissioner must make every effort possible to attend and/or participate in games.
