Norman Reef is located North East of Cairns and belongs to the Outer Great Barrier Reef. Several companies offer trips to this popular divesite and one of them is Down Under Dive. I joined a two day/one night trip on the sailing vessel Atlantic Clipper, which costs $ 290 including 6 dives (four of them on Norman Reef and two on Saxon Reef, which is nearby), all gear, and food on board. It´s good value for money and staff is friendly, although you should have at least some diving experience, since you have to look a bit after yourself.
