Strike Force Zero is the creation of Geichen Okamoto, a man raised in a family with a heritage as ninja, dating back a century. Okamoto had two encounters with Shen during his life that would forever set how he viewed them. The first encounter was as a child, when he was nearly eaten by a flock of tengu (were-ravens). They captured the youth, but Geichen escaped through fast and cleaver thinking. The second came during World war II, when he was sent to assassinate a traitor to Nippon. The young assassin came face to face with one of the beautiful, yet terrifyingly powerful Hsien on the same mission of vengence. The hsien didn't harm Okamoto, but instead held him immoble til her task was done then freed him with a warning to flee Nagasaki before the bomb fell.
After the war Okamoto rose to power with in his clan. he disolved the ninja clan and used the remaining acumulated resources to build the family into a business of great welth and power. The company, DTI, became one of the cuting edge resaerch and development companies in the Japan, if not the world. They manufacture medicines for treatment of disease and crippling ailments and have become a leading producer of advanced replacement limbs.
Covertly, DTI has also made more radical breakthroughs. cybernetic implants, wetware and rumors of full scale cloning all halmark their special operations.
The main reason for all this, Strike force Zero. Okamoto disolved his ninja clan 50years ago to concentrate on this one goal. To protect humanity from those monsters hiding in our very midst. His encounters with the shen had created a fear in Okamoto that creature with this type of power cannot go unchecked or dealt with least they one day wipe humanity itself out. To this end he had slowly amassed enough wealth, resources and technology to create SFO

Officially, SFO only exists to the highest member of the Japanese government. However, the organization has its hands all over Asia and recently has started to work with some western organizations covertly like the NSA here in America.
The agents of the SFO are chosen for their expertise in their field.Originally they were all ex-millitary or police with tendencies toward antisocial agression. Okamoto's preference turned ot to be a mistake, not taking into account of the potential ack of imagination and mental resiliance. In recent years the profile has changed somewhat. Taking those with the skills to do the job from backgrounds of those who don't necessarily fit into normal society. Assassins, scientists, hackers, former military, Parapsychologists are all recruited. The organization even boasts some former yakuza in their ranks. The line given them: "Join or you can do time for everything we choose to pin on you."
These "off" or "fringe" personalities seem better ready to cope with the abnormal nature of the things they wil soon encounter. They seem to deal better or are at least more prepared to accept the bizzare. This leads to them finding as many recruits in the arcades as in the army.New agents are approached and given a simple choice.
"Join or walk away and keep you life."
This is not as harsh as it may seem, for you see, all SFO agents are dead. Thats right, DEAD. It is explained to the potential agent that shoud she join SFO that she will be declared dead. Her facial features, dental records, finacial estate and everything of her life will be erased. She will get a new identity right down to her retinas and her fingerprints, a new life, leaving all she cherished before behind forever.
The reasoning is simple to a agent with no loved ones and no history is free from repercussion of her activities. NO threats, no blackmail, no outside control.
Those who accept make the transformation, those who don't are returned to whence they came with no recolection of the encounter what-so-ever.Once the transformation is completed the new agent is desensitised to make her job easier and placed on a team. These units will slowly be introduced into the world of the shen until they at last confront one of the creatures, now at last ready.
