In a sting operation conducted in a luxury hotel in Bangkok last Thursday, March 06, 2008, US DEA (Drug Enforcement Agency) agents, posing as Colombian Marxist rebels, arrested Viktor Bout, a 41-year old Russian said to be one of the world�s top arms suppliers to rebels everywhere, on the basis of an international arrest warrant.

According to wire stories in the
Philippine Daily Inquirer, (March 08), Bout was born in the Tajikistan capital, Dushanbe, in 1961, spoke six languages � including Russian, English, French and Portuguese � and was an officer in the Soviet Air Force.

When the Soviet Union collapsed in 1991, Bout became an entrepreneur, using his connections in the Soviet military to buy aircraft, helicopters and stockpiles of weapons and ammunition at super-bargain prices. He then sold the arms to rebel groups around the world, including the Taliban, al-Qaida, Marxist rebels in South America, and various armed groups in Africa�as well as in the Philippines . His fleet of transport planes and helicopters grew to as many as 50, as his global arms empire prospered and expanded.

According to a related story in the Inquirer, Bout also sold and delivered arms to the Moro Islamic Liberation Front as well as to the Communist New People�s Army.

Bout has become a celebrity in the criminal; world. He is the subject of a book titled �Merchant of Death� and is said to be the inspiration for the hero/villain in a Hollywood film,
Lord of War, starring Nicholas Cage. 

Charged in New York with conspiring to sell weapons worth millions of dollars to the Fuerza Armada Revolucionaria de Colombia (FARC), Bout faces up to 10 years in jail if found guilty in Thailand, after which the US will seek his extradition to try him in an American court.

Is this Viktor Bout the same Viktor Bout with connections to Uncle Dick?

In December 2005, I received an email from a reader with a German-sounding name. His email had links to two articles written by one Wayne Madsen, an American investigative journalist with a website at www.waynemadsenreport.com.

In his article dated Dec. 14, 2005, titled
All Roads Lead Back to Dick Cheney, Madsen claimed that VP Dick Cheney�s old company, the oil giant Halliburton, through its subsidiary in Iraq, Kellogg, Brown & Root (KBR)  had links with an airline based in Moldova, Aerocom/Air Mero, owned by one Viktor Bout., which has �reportedly been involved in flying low-wage earners from East Asia to Dubai and on to Iraq where they work for paltry salaries in sub-standard living conditions. Hallibutron/KBR has sub-contracted to a shadowy Dubai-based firm, Prime Projects International LCC (PPI) which �trades� mostly in workers from Thailand, the Philippines, Nepal, India, Pakistan and other poor Asian nations�.�

(The search engine that I consulted in 2005 said that Viktor Bout had five aliases, including Butt, Boot, Butte and Boutov, and that he held several Liberian diplomatic passports, plus two Russian and one Ukrainian.).

Madsen says that the Arroyo Government banned PPI � which operates from P. O. Box 42252 in Dubai � from further recruiting Filipino OFWs for the Middle East, after a Filipino was killed during a terrorist attack on Camp Anaconda in 2004. PPI also supplied Cheney�s Hallburton with Filipino OFWs for the construction of the detention camp in Guantanamo Bay , Cuba .

Wrote Madsen: �Inside sources report that PPI has some high-level financial partners, including the Nahayan royal family of the UAE and Cheney.� Madsen claims there is a connection between President Arroyo�s �ordering the repatriation of Filipino workers home from Iraq and Kuwait and the discovery that US Marine Corps and FBI spy Leandro Aragoncillo, a Filipino-American who worked as a Marine security aide inside Cheney�s office�who was arrested by the FBI last October (2005), had stolen dossiers from Cheney�s office
that were considered damaging to Mrs. Arroyo.� (Emphasis mine. ACA).

Still Madsen: �Aragoncillo passed Cheney�s reports on Macapagal-Arroyo,
some of which were obtained from National Security Agency intercepts to (Joseph) Estrada, a political opponent of Macapagal-Arroyo�.Estrada was planning a coup against Macapagal-Arroyo with US support.� (Emphases mine. ACA)

The above excerpts from Madsen�s articles confirm several of my conclusions that a) the neo-cons in Washington DC , led by Cheney, want to see President Arroyo removed from power for three reasons enumerated in the above article; and b) the �Hello Garcia� tape most likely came, ultimately, from the Americans. When the tape was first made public in June 2005, I wrote the following: �the Americans here certainly have the capability for eavesdropping on President Arroyo�s cell-phone or landline conversations and recording whatever incriminating statements they can find, for future use, when she is no longer useful to them. And she, apparently, is no longer useful to them�� (See my article

Madsen refers to �National Security Agency intercepts.� It is the NSA, not the CIA or the FBI, that wiretaps or eavesdrops on everyone they are ordered to, friend or foe, American or non-American. The NSA, CIA, FBI and 13 other intel agencies take their orders from John Negroponte, former US ambassador to Manila .

And c) the US originally wanted Estrada to replace President Arroyo, as the Madsen article confirms. The neo-cons liked the way Erap waged �total war� against the Muslims in Mindanao when he was president. It is not a coincidence that the �Hello Garci� tape was made public by Alan Paguia, a �former lawyer� of Estrada. (See my article

But the Americans soured on Estrada (and Panfilo Lacson) when the two convinced  US spy Aragoncillo (who made 15 trips to Manila) to become a double agent and spy for them in the White House, stealing documents from Cheney�s office, including dossiers damaging to President Arroyo, as mentioned above by Madsen.

Aragoncillo�s accomplice in this caper was Michael Ray Aquino, a former lieutenant of Lacson. Aquino is in US federal prison, serving a six-year sentence; Aragoncillo is in for ten years..

Madsen�s much shorter second article, titled
Cheney Behind Philippine Coup Attempts? and dated  Dec. 15, 2005, repeated his earlier allegation regarding �Cheney�s involvement with a Philippine espionage ring operating out of his White House office that provided Philippine opposition figures with damaging classified information on President Gloria Macapagal-Arroyo gleaned from US intelligence sources, including communications intercepts�... (Emphasis mine. ACA)

What exactly are these dossiers on President Arroyo that Aragoncillo stole from Cheney�s desk in the White House and which Madsen says are damaging to her? I have no idea.

But sometime in early September last year, Justice Secretary Raul Gonzalez, in one media interview, made a passing remark that he was expecting to receive soon from the US Justice Department the transcript of Aragoncillo�s trial ,
recorded on four CDs.

About two weeks later, around Sept. 15 � I neglected to write down the date on the clipping - the
Philippine Daily Inquirer ran on its front page, upper to lower fold, a sequence of three color shots, apparently taken in Malacanang before or after a Cabinet meeting..

In all three photos, the expressionless Executive Secretary Eduardo Ermita is holding a
CD in a CD box with one hand and pointing to it with the other hand, and is obviously explaining to President Arroyo what the CD contains.

It is the facial expressions of President Arroyo that suggest an unwritten story. In the first shot, she is looking at the CD with fear and trembling. In the second shot, she looks like she is realizing the import of what Sec. Ermita is telling her. In the third and final shot, her facial expression is one of sheer horror, her mouth wide open and her eyes bulging out of their sockets. It reminded me of the painting �The Scream� by the Norwegian painter Edvard Munch.

When Sec. Ermita was asked by media the next day what it was he was telling President Arroyo that caused her to react with such horror, he replied that he was showing her the CD version of a book written by somebody about US politics in the 1980s.

Jesus Christ! Couldn�t he have come up with a more credible story? The fact that Sec. Ermita had to hurriedly tell such a clumsy lie suggests to me that that CD has the explosive power of a bunker-busting smart bomb. *****

Tony,          Any student of Geopolitics 101 will surely be running ideas in his head about the role of the U.S. or American interests in the Philippines flourishing relationship with China .  I am not one who would ignore any suggestions that the U.S. maybe behind all this ZTE and JMSU affair.  After all, the U.S. wants to keep us beholden to them as their "ally of long standing in Asia ." Personally, if being their closest ally in this region has brought us only to where we are right now, we may as well make enemies of them.

On calls for a Snap Election, this can only be legally done if GMA and NOLI (we take the position that Noli should also resign for remaining silent about all the corruption happening in this administration)both voluntarily resign. Since this is almost an impossible dream, we are proposing the following alternative which might have a better chance of flying.Since GMA has always been claiming that she has the mandate of the people(despite "Hello Garci?") and our strong economy(despite recent news that the poor have become poorer), we would like to challenge her to call for a Referendum (needs Congress approval) to ask a simple question answerable by YES or NO ..."Do you want President Gloria M. Arroyo and VP Noli de Castro to finish their term up to 2010?"

A Covenant(we leave it  up to the lawyers to legally craft this) should be prepared(assuming that the results of the Referendum  and/or the Snap election, if called for, will be honest and clean,unlike the snap elections in 1986) will be prepared and signed by parties involved.Covenant will provide that if referendum result is a YES, both GMA and NOLI will be allowed to finish their term(any accusations should be filed and decided by the  appropriate court,no more "people power").

However, if the result is a NO, GMA and NOLI will automatically agree  to resign and call for a Snap election where both of them can run against those who would like to run against them(term of winners will be up to remaining unserved original term of 2010). Accusations will also be handled under same procedure as a YES referendum result. If GMA and NOLI will refuse to call for a Referendum, it will give the impression that they are afraid that the result would show they no longer enjoy the confidence/mandate of majority of the Filipinos. There is a time constraint in this proposal as a Snap election can't be called if there will only be 18 months  (November 2008) left before the 2010 elections.                     
    
On EDSA 3, we believe that our perennial problem of graft and corruption can't be solved by EDSAs. The sad example of this is EDSA 1, which was the only real EDSA where people never prayed as hard as they ever did and their prayers were answered. Under the Freedom Constitution, almost all members of the 3 branches of government were replaced(LEGISLATIVE-Batasang Pambansa was abolished/ EXECUTIVE-President down to lowest elected local officials were replaced/ JUDICIARY-almost all Supreme Court Justices down were replaced).

After 22 years, despite this very rare opportunity of overhauling the 3 branches of government, why have we miserably to failed to effect real and lasting change in our society to reverse the vicious cycle of corruption and eventually improve the living conditions of our marginalized neighbors and give dignity to them?

The basic answer is we continue to overlook and ignore the fact that we can only effect real and lasting change by sincerely empowering the Filipino through grassroots leadership, especially the marginalized sector of our society which comprises 70% to 80% of our society.

Ang Kapatiran is initiating the TULONG BARANGAY MOVEMENT which will be non-partisan. All sectors of society will be invited to join this  movement whose objective is to go down to the heads of families in our almost 42,000 barangays nationwide to evangelize them on their rights and responsibilities as members of their barangay. This conversion movement will be holistic and will also include livelihood and good governance programs. The ultimate objective of this movement is for those who have more in life to get out of their comfort zones and extend a helping hand to our neighbors who have less in life. It is only after we have all joined hands and continue to pray together that we(hopefully), our children and grandchildren will see the dawning of a new day where all Filipinos will be able to make indepent decisions(e.g. voting in accordance with their conscience), live decently as human beings and enjoy the fruits of true democracy.

(A referendum asking the question �Do you want President Arroyo and VP Noli de Castro to finish their terms up to 2010?� cannot, as far as I know, be justified by any constitutional proviso as a means of removing an unpopular president. And why include VP Noli de Castro in the question? He hasn�t done, or is not even suspected of having done, anything to put him in the same (im)moral category as Mrs. Arroyo? Besides, even if such a referendum were allowed by Congress � which is dominated by the trapos of Kampi and Lakas � you might get more than what you bargained for, such as the removal of term limits for GMA, or a snap election which will have the same effect of GMA staying in power beyond 2010.

(If you are prepared to toy with such a non-constitutional process, why not consider the equally non-constitutional alternative of a revolutionary government � made up of non-trapos, non-communists, non-military mercenaries � supported by the business and professional communities, the middle class, the Churches, the non-communist labor unions, the non-communist student organizations, and the idealistic elements of the military and the police? Sir Abaya,          Thanks for sharing all this info, verified and unverified, facts and insinuations, to the Pinoy nation. As usual, through all the experiences you have, all the connections you established all those years, and the sharp and extraordinary brain cells you possess, you have presented the most revealing scenarios out of all the tiny but significant jigsaw pieces that you are able to lay your hands on.

I remember my first son when he was three years old and he can put together a 50 pieces puzzle so fast at so young of age. I was so impressed, however, that extraordinary ability is just a part of a person�s being, to be able to look at the completed image that he wanted. The other half of which is to make the right decision: what to do next to achieve a goal. Be that as it may, and very realistic as it may look, all this intricate web of revelations and supposed-to-be conspiracies, would be very difficult to digest from the common �Pinoy� state of mind. Say, a common �tindero or tindera� ( which is the level majority of Pinoy falls and even much lower in general), won�t give a minute analyzing what this article means.

If ever one finds time to read an article like this out of their busy time to survive, just the mention of La Gloria�s name together with all the crooks and �sanabagans�, shady dealings and what have you, she is as guilty as hell!!! Well that suits the �evil� tag that was fashioned with the same pattern. This is where the tailors come in. The supposed to be intellects of our country, cr�me of the crop with law degrees, bishops, priests, nuns, activists, media, businessmen, trapos, ex-generals, ex-officials, and my God, now we have all the whistle blowers coming from all walks of life (like kabute).

All of them by the way shouts in high heavens, �for the love of country and poor kabayans�. But if one would carefully analyze, weigh in all the factors you presented, and summarize them, wouldn�t it be one analysis would tell us that La Gloria, in spite of the power that be shrouding these conspiracies, appeared strong by standing on her ground?

On the positive side, shouldn�t we have a president who can decide against �Dick & Victor� (that�s what I saw in your presentation, please correct me if I�m wrong) for the sake of Filipinos? Should we allow these outside powers to keep installing a government for us and remove them at their own liking? The common �tao� needs the simplified and summarized story like this because they only desire to live a simple life. And to complement this, they need a very strong leader that will handle the intricacies of politics (local or global) to protect them. That�s the most important thing for them and the main reason too why they are not in rage yet in spite of all these �tele-novela� series played in the senate. Thanks and more power!

Mr Abaya,          Interesting article.  Yes, I am not surprised by what Cheney or Bush would do.  The Neo-cons want to start Armageddon and that was one of the reasons for the Iraq invasion. That is one reason the US economy is going to Hell.  In his mind it won't matter because the last days are here. The other was, obviously, to gain control of Middle East oil.  When you have a President that claims he gets his orders direct from God, and Cheney has his own agenda to increase Halliburton's power and wealth, and, therefore his own, they are capable of anything.

The American people are beginning to wake up, but, I am not sure how much will change when we have a new President in 2009.  Also, there is some fear here that there will not be an election in November.  That Bush will find some reason to declare Martial Law and take control of the country. 

It is a most difficult time for both of our countries.  Yours growing and trying to improve, and ours shrinking and dis-improving more and more every day.      Sincerely,

I am glad to know my letter interest you. I am living in Bucharest Romania and I am not able to travel abroad. I have no job since 2004 year, when the Romanian Governement decided for me an interdiction for employment and I have no money. I am looking to help in a abuse case in Justice. In Romania we haven`t any Amnisty national section, in connection with worldwide groups. Nobody cares about abuses in Romania , this is the reason they can go on for longtime.

I graduated Romanian AF Academy ( 1984 ), like pilot on fighter jet MIG-21. I graduated War College too in 1992, MD in Aeronautical Science. For me all start up in may 6-th 1998 when I was arrested at my job, in my office of asistant commander of Bucharest-Otopeni Int`l Airport, like an dangerous criminal. I successful passed the exam for a job in Bucharest Otopeni Int`l Airport in September 1996, like traffic controller on the ground ( marshaler). Step by step I received by exam the international licence of Ro.C.A.Authority the qualification of traffic controller-begginer, traffic controller and traffic controller-instructor. In October 1997 I was promoted by concurs in the job of assistant commander. This denomination means a coordinator for safety air traffic before the take of and after landing, taxiing and parking of aircraft. This job means no decision regarding airport, the board of directors including : airport`s director general, deputy director, technical director, development director, financial director and operational director ( who subordinate all 4 asistant commanders, each working in separate shift- 12/24 hours). I do this job since November 1997 till May 6-th 1998.  When they put and keep me in jail for 100 days without any proves against me. Acording Romanian legislation an absence of duty more than 60 days it means you are loosing the job forever.

Authorities make up an fake cigarette`s smuggling, the case had an huge echo Romanian media call it :  scandal "TIGARETA 2". In fact, no cigarettes on board of airplaneViktor Bout`s airplane IL-76 operating for AIR SOFIA,  landed at Bucharest Otopeni. Overnight standing at military apron was necesary for Romanian secret services to load the romanian anti aircraft missilles for underembargo destination ( Teheran-OIII code IATA ). It was not the first time. When the Court permit me to prove (  more than 1 year of beginning the trial ), I put the doccuments on the table. Two days ago, the Panel of Judges of the Supreme Court adjourned the cause �Cigarette 2�.The real motif is represented by the doccuments rised at the end,which represent ,mostly,military secrets not to be published.

�Ziua� journal found out that these doccuments have been sent by the Defence Comission which examined ex-commander from Otopeni Airport ,Valentin Vasilescu,with a direct address at the dossier from the Supreme Court. Comission members asked to the Panel to take in charge these doccuments, because they can change the juridical interpretation of the Panel in the given case. Asked what those doccuments containing,V.Vasilescu decleared us that it is about seven weapons undercovered in cigarette transports and,some part cigarettes in change of weapons, which were accomplished on the channel Iran, Burundi-Eritreea and other countries from Africa,on the same manner like �Cigarette2�.Only here was about others smugglers and intermediaries never questioned by authorities. So,the scenario of the seven transports under �special�conditions was identically, only the characters were changed.

From our sources,there are some high rank persons implicated not only in the �Cigarette2�,but also in other transports. Weapons undercovered of cigarettes were exported ,as military technique, apparently on the Viktor Bout & Shimon Naor ( an US col. Oliver North ex-colaborator in Iran contra operation ) channel, because he had the monopoly at that time on such secret transactions.
It is interesting that these doccuments were not arrived immediately in the dossier. They laied at the leadership of the Supreme Court and it was found their trace only on Monday session,after V.Vasilescu made �waves�in other offices. Based on these doccuments,the Court may solicit the enlargement of the juridical research.

So,the �Cigarette2� will have a total changed final.

As I say, nobody cares about the thrue clear put in light by my doccuments. Justice can`t denie it, there was original doccuments, wich was �get lost� by the authorities to save one`s hide when they start up the investigations.

Mr. Tocu Vasile received the appointment to build up the preliminary report in �Tigareta 2� ( delivered at May 4-th 1998 ) like the highest rank investigative specialist in charge.As I mention, I was arrested at May 6-th 1998. The same person ( Tocu Vasile ), the chief Inspector of Civil Aviation together with Mr. Frincu Aleodor Marian ( the Transport`s secretary of state for Civil Aviation send to Bucharest-Otopeni Airport director the order, disposal of July 19-th 1998 ( when I was in jail ) to erase of airport`s evidence 11 documents wich certified 11 special flights of 1996 year, operated by the same procedure like the incriminated flight of April 16-th 1998 of Tigareta 2 case. I enclosed one of them. The airport deputy commander shift at September 29th 1996 was Tocu Vasile ( promoted in 1997 like chief Inspector of Aviation ). Route : Podgorita ( Muntenegro )-Bucharest Otopeni landing. After than airplane ( IL-76 type ) take off full for destination : Teheran. Remarks : Parked for loading at Otopeni Air Force Base`s apron ( parcat la U.M. 01962 ). No passengers. Procedure is valuable only in case of dangerous goods cargo (arms ). Air company = MIRAVIA.

The commercial deal between Romania and Iran involved delivery the equipments of 2 regiments of A.A. missiles, estimative cost ~ 8-9 million USD. Each regiment composed by 3 launching battery ( L.B.)  and 1 technical battery (T.B.). Each L.B. composed by 4 mobile launching ramps ( L.R.)on trucks and 1 mobile radar tracking system ( M.R.T.S.) cm, dm frecvency antennas included.

At least 80-90 missiles, 24 L.R.; 6 M.R.T.S.; 2 complexe T.B. with few mobile components ( missile`s fuell is high toxic and corrosive, a reason to transport and storage separate; ansambly it only before the launching ). For deploy by air the 2 regiments of missile was planned at least 20 flights of wide body aircraft ( IL-76 or B-707 type ) of Viktor Bout`s companies and 6 flights using medium cargo aircraft ( AN-12 ). In 1996 was only 11 flights. In my page (
http://www.myspace.com/val2002 )  can see in adition the flight of February 21-st 1998 of Uzbekistan Airways ( UZB-3509/3510 ) operated by AN-12 registred UK-11639. The agreement of landing and overflight for this flight was eliberated by Ro Department of Defence-MApN ( Acord de survol nr. 00096/02.98 ). This document mention : the purpose of flight is to transport components of missiles wich property of Army Arsenal ( transporta componente de racheta din Arsenalul Armatei ). For high priority of this flight Romanian Air Force according the military schedule for Air Traffic Controller`s papers ( 8683 specify for special flights-cargo ). The destination of flight is wrong. Nobody find out this type of Romanian AA missiles in Uzbekistan Army or Azerbaidjan Army.The second flight was at March 1-st 1998. Boeing 707 ex-Santa Lucia`s Oliver North Airways company first registered as J6-SLF, now re-registered in Liberia EL-JNS operated by Sky Air together with Air Atlantic Cargo property of US-Iranian Farhad Azima, aviation magnate and gun-runner, business partnership in Heavy Lift company with arms dealer Victor Bout. He is member of the Board of Directors of the U.S. Azerbajan Chamber of Commerce also ( http://www.usacc.org/contents.php?cid=2 ). This guy had since May 1987 till 2003 an office at Ostend Airport-Belgium, where its aircraft was also periodically stored for maintenance purposes. He donated 1 million USD for presidential campaign of Bill Clinton ( 2000 year ) http://www.wilderness-cry.net/tcn/2001/feb10.html. The same like the flight of September 29th 1996, the Air company of March 1-st 1998 was MIRAVIA ( flight MRV-601/2 ). And the military schedule for Air Traffic Controller`s papers was 8663, code OACI of airport of arrival = OIII Teheran-Mehrabad, Iran (http://www.airportfact.com/c9857-THR-OIII-tehran.html ).

The third was the incriminated IL-76`s flight of Tigareta 2 ( April 16-th, 1998 ) SFB-1652/3.  Mention again the military schedule for Air Traffic Controller`s papers :
8964, 8929. The rules for air traffic flow management integration for Civil/military co-ordination are described in Manual Concerning Safety Measures Relating to Military Activities Potentially Hazardous to Civil Aircraft Operations (Doc 9554). And Annex 7 � Aircraft Nationality and Registration Marks/ Chicago Conventiion.

As you see on my page the criteria is simple : 1001-1999= Romanian companies for commercial passenger or cargo flight ( for ex. TAROM-ROT ). 2001-3999= foreign companies for commercial passenger or cargo flight ( for ex. Greek Olympic Airways OAL ). 4001-4999 = Romanian Air Force flights on Civilian air routes ( for ex. ROAF ). 7001-7999 = special transport-passenger, VIP priority flights ( head of State ). 8001-8999 = special transport-cargo, arms on board of foreign civilian registred aircraft. Flight Plan ( F.P.) is a document completed only by commander of aircraft. When he loaded a cargo on the departure airport mention it in F.P. field : type of flight. Code OACI for cargo at board , commercial purpose of flight is N. ( see the document on my page ). The Romanian authorities and the Justice established the IL-76 take of empty for a ferry flight on April 17-th, 1998. But for an empty aircraft the commander no pay taxes on route if only marked at Bucharest , on F.P. code G ( from general aviation ). Acording  Convention on International Civil Aviation of Chicago Annex 6 � Operation of Aircraft ( Part I � International Commercial Air Transport � Aeroplanes; Part II � International General Aviation � Aeroplanes ).

Only a few Romanian intelligence agencies covered import-export firms was involved in cigarettes smuggling on Bucharest airport and in frre zone of Agigea, Constanta port ( new and old ),  for make money for support military training of Islamic organizations . This person start up his career like naval intelligence officer of a Middle East country. His partener in those firms was a Romanian Army general, appointed like the head of Guardia Financiare. In fact, the management of this network of undercovered firms belong to colonel GEORGE DUMITRESCU (ID serial DM no. 365850 ) active duty high rank officer of Brigada Antiterorista / SRI ( Homeland Romanian Inteligence Service ), who coordinate the arab citizen and his brothers activities . He was the person who signed all the documents of firm and I enclosed it in my attachement. His cousin, ex-personnel head of staff of Intelligence Academy in `90s years, was appointed colonel prosecutor of Military Panell. In all operations with cigarettes this network was supported by a general, the head of Economic Counter Intelligence division of SRI. This job was profitable for general, he multiply with thousands his official salary. Personel of SIE ( Foreign Intelligence Agency of Romania ) based in a  Romanian Ambassy was responsible for fake documents necessary for commercial operations of the net. Accomlishing a superior order certainly.

It feels like Mrs. Arroyo was an apprentice of Mr. Marcos. And they have learned and studied how Mr. Marcos lost in the power struggle in 1986 that they seemed to have fixed everything up and filled up loopholes in order to succeed this time to stay in power.

We all know that investors will not come (causing more poverty aside from corruption) unless we are united in going about this political problem in our country in a peaceful manner. And peaceful, but definite manner, we should do it. That means we cannot go for junta because as we have seen in other countries, a junta will invite instability and uncertainty which can bring the country a lot of years backward, instead of moving forward. But for sure, Mrs. Arroyo cannot keep on staying in power. She is an unacceptable model to our children and our children's children.

The Chinese should understand by now that we cannot have them fund more projects since they are monopolizing Philippines already. In addition, we would not want China , with all the kickbacks being allegedly involved in the projects they are funding, to take care of the government's broadband network. We absolutely prefer trusted network makers to do the job. Maybe in the future we will invite them to bid on enough number of projects again, but not on broadband deals anymore. This will be done only after the House Bill on the country's boundaries has been passed and submitted to the UN, and the Spratlys agreement has been scrapped and re-bid to only Philippine companies not friends or relatives of the incumbent or of any public official.

In order to maintain our sovereignty, we should also allow other countries, trusted ones of course, to bid in the broadband deal.

If we can only get a copy from the originals of all those four CDs of the "Hello, Garci" from America, play them before all Filipino leaders of all sectors, excluding pro-Arroyos, although there will always be spies among them, study the CDs, make a consensus as to their verity or truth, then proceed to the next course of action, which is to put into writing specific matters to be done by the next leader in line according to the Law.

The only peaceful and acceptable way to go about this political problem is to follow constitutional order. Since we already have local pressure coming from different sectors, we will also need international pressure in order to make Mrs. Arroyo resign and have Mr. De Castro take over (it is the ruling of the PET so we have to accept that ruling and we cannot trust Ms. Legarda who claims to be the elected Vice-President to do the job either since there are things about her that we cannot understand).

Mr. De Castro will only be accepted as the next leader if he accepts in writing, by affixing his signature before majority sectoral leaders present, on written things he has to do and cannot do and fulfill them for the remaining months before May 2010 elections. Some of them will be:

a) To appoint publicly acceptable members of Commission on Elections ready for May 2010 elections;

b) To fire all secretaries and undersecretaries and other staffs appointed by Mrs. Arroyo who have been involved in anomalies and corruption in government or deemed to be too loyal to Mrs. Arroyo and do business-like way of hiring people to replace them, preferably those who have not been in government positions at all;

c) To appoint other publicly acceptable people to various vacant seats in different governmental positions;

d) To actively pursue good governance and balance and stability in social and economic growth of the country, but not overdoing it as in inviting investors in the country whose projects may go well beyond 2010;

e) Not to join the presidential race for May 2010 elections because his performance as next president of Philippines is only in an interim capacity, only to put into place key factors needed to strengthen institutions, allow better governance and stability for the next elected President of the country, with the active support and participation of different committed civil society (beware of false civil society coming from pro-Arroyo or pro-Lakas-CMD forces);

f) And perform other acts necessary for the position as President for the remaining term until before May 2010 elections which will be for good governance and social and economic stability of the country.

These are just some suggestions. The sectoral leaders can add more to it as need be. If Mr. De Castro does not agree to them, then may he resign as well, and we will go for the next leader in line. And we hope for the best.

But if after all our efforts, nothing happens, a little more suffering may become beneficial for all of us. Things have a way of fixing themselves up for us, just like how the People Power EDSA I was made in the right moment under the right condition.

Maybe it is not for us to do this change in leadership now but do it during May 2010 elections where we will not vote for either KAMPI or Lakas-CMD candidates no matter what, except in provinces where they do not have any other choice. We only hope that the National Party and Liberal Party will make sure they have fielded candidates in all areas around the country, for either of them should be our next choice in leadership. We can have a new order every six months but if there is no change in people and the system, things will just go back to how it was before. Corruption goes both ways. We suffer from the ningas cogon culture. After the initial euphoria, we revert to the old character. People start bribing again to jump the line. Civil servants will not be able to resist the temptation to quick money and before you know it, happy days are here again.
Our leaders are sometimes just a reflection of us. There's got to be a change in people as well as the system that allows corruption to thrive.

To have a new cicvil order we have to start somewhere...below are suggestions.

Let us demand what needs to be done to put new order in our country:

Justice must be served to all corrupt officials and accesories/acomplices in all level of government , from the highest office down to clerk. Demand for investigation for all illegal wealth and all those who became so  rich with their works unless they do illegal things. Jail term to all found to be corrupt. Confiscate all illegal wealth/Illgotten wealth and return to government. Revoke all  contracts, awards and rights to individual acquired thru corruption, nepotism or special privileges and connections.

Demand for proper execution of the law. demand for discipline.
Give tickets for all unlawful acts Like; illegal  parking, No Parking, Jaywalking, illegal vendors, traffic rule violations, spitting,  commercial squatting specially those that are not following building codes and municipal regulations etc...

Protect consumers from overpricing/wrong weights/ illegal advertising

Rewards and Incentives:
Those who report solicitors of bribes/corruption/or illegal activities.

Proper  Wages.
Tax breaks for minimum wagers, those who are sending students to schools, those who are renting apartments, those that give donations or render volunteer works in schools and church and charities.

Tony,          Yesterday, during the  Bishop/Businessmen's  Conference (BBC)  Lenten Recollection at San Carlos Seminary (attended by a motley group of about 20 which included
Ting Paterno, Christian Monsod, Mahar Mangahas, etc) the Pastoral Letter of the Ecclesiastical Province of Manila led by Cardinal Rosales was read. Comments were given to include as well about the "soft" Statement by the CBCP which disappointed the "Resign" group. For my part, I read the 1-page statement of the Council of the Laity of the Philippines issued last Feb. 29 which include among others, the call for "...the truth based on incontrovertible facts ..."  and for "... media to be a positive resource  to seek the truth  without bias, partiality and selective tendentious reporting of facts."

In yesterday's meeting, what was glaring to me was that the corruption issue, as amplified by media, is still on the
level of talk about the need for "communal action to change our values...". Those calling for resignation, apparently, are so divided with those who call for due process (as represented by two of the names I mentioned above) that they are not keen to talk to each other anymore! (Ano ba yan?! When will we ever be united?). My suggestion for specific actions like collective call zeroing on persons in our justice institutions (including the military tribunals) to hasten the process on pending cases was met lukewarmly. Let us not deal with personalities daw. I think one big reason why we are in this corruption rut is that people do not see the "smart" bandits being put in the calabozo. Our Justice system is so inefficient. Perhaps if we fix that problem first the other problems will be solved as well. Can we at least agree on that pleeeze?!

GMA will never step down diplomatically and ethically. The people need to revolt.
Typically a Filipino leader have a hard time admitting their faults and failures. In other
cultures, they teach to apologize formally but for Filipinos to apologize is an embarassment and humiliating. We don�t need to be a communist to topple
the government. We just need to be a true nationalist and pragmatically united.  Accepting that there is no replacement for Gloria is a sign of surrender.

Reaction to Idiot Candidates

I would like to point  out to all of us that, seeing those supposedly intelligent people surrounding  Erap before and after his presidency gives the  impression that they are not really intelligent at  all but stout opportunists, who at all costs, would   do anything to be,  or stay,  in power.  A former university president, a great city mayor and former senator are not the kind of people one would expect  to be around ERAP,  especially after his conviction. And the media should not give public exposures  to these events if the media would want to contribute to changing  idiots  into intelligent and informed voters..

Hi Tony,        Treason is a betrayal of the national interest; it is about treacherous acts that benefit other nations or societies at the expense of that traitor's own.   When an official continually violates the oath of public office, that is a betrayal of the public trust, hence, treason in the loose sense.  When that same official presides over agreements or ceremonies that cede Philippine territory to another nation, or its disputed claims, thus enabling other nations to exploit the country's resources at the expense of its locals, that act is in aid of treason.  Incompetence or irresponsibility produce the same ill-effects and consequences.  In other societies, traitors are terminated in swift and merciless fashion.
