COMPUTER STUDIES
STUDENT COUNCIL
(CSSC)
CONSTITUTION
Preamble: We, the Computer Studies Student
Council, are geared towards involvement, social awareness,
and competence in both academic as well as extra-curricular
activities in and out of the University, seek to respond to
students’ potentials and talents by providing them with
updated knowledge and skills in Computer and Information Technology
for its total growth; and supplement its growth with computer
– related programs and activities.
ARTICLE
I
NAME OF THE COUNCIL
Section
1: The official name of the council shall be Computer
Studies Student Council, herein after referred to as CSSC,
which shall be used in all its official business and activities.
Section 2: CSSC shall hold office at a designated
premise at the University of Perpetual Help System Laguna.
ARTICLE
II
DECLARATION OF BASIC PRINCIPLES
Section
1: In the realization of its objectives, the members
of the CSSC shall be committed to;
a. the rules and regulations of the University
of Perpetual Help System – Laguna; and,
b. student service above self.
ARTICLE
III
OBJECTIVES OF THE COUNCIL
Section
1: To unite the common goals of studentry in order
to achieve and advance their academic welfare;
Section 2: to formulate, implement, and coordinate
programs and activities beneficial to the general welfare
of Computer Studies students;
Section 3: to boost the morals of the student
populace by establishing a personal bond among them through
closer association and harmonious relationship among its members;
and,
Section 4: to act as student arm that will
ensure and protect the rights of every student and bridge
between the students and the respective authorities.
ARTICLE
IV
MEMBERSHIP
Section
1: All enrolled students of the College of Computer
Studies shall automatically become members of CSSC.
Section 2: CSSC shall have officers composed
of:
a. President
b. Executive Vice President
c. Executive Secretary
d. Vice President for Documentation
e. Vice President for Finance
f. Vice President for Audit
g. Vice President for Business
h. Vice President for External Affairs
i. Director for Public Relations, First Year
j. Director for Public Relations, Second
Year
k. Director for Public Relations, Third Year
l. Director for Public Relations, Fourth
Year
ARTICLE
V
DUTIES AND RESPONSIBILITIES
Section
1: Every member shall pay the membership fee and
other dues as prescribed by the by-laws.
Section 2: Every member shall promote the
CSSC’s objectives.
Section 3: Every member shall involve himself/herself
actively in all CSSC’s activities.
Section 4: Every member shall uphold the
highest ethical standards in performance of his/her duties.
ARTICLE
VI
POWERS AND FUNCTIONS OF THE CSSC OFFICERS
The
officers of the CSSC shall have the following functions:
Section 1: The President shall:
a. be the highest executive officer of the
Council;
b. preside over all meetings of the CSSC
Officers and members;
c. carry out policies, rules and regulations
promulgated by the Council;
d. recommend appointments in case of vacancies
in the office;
e. create committees as may be necessary
to ensure success of the Council’s activities;
f. approve or disapprove vouchers covering
any appropriation of the Council’s funds before disbursements
are made; and,
g. conduct his official functions in complete
transparency;
Section 2: The Executive Vice President shall:
a. assist the President in performance of
his duties; and,
b. perform the duties of the President during
the latter’s absence, incapacity or removal from office,
serving only the remaining term.
Section 3: The Executive Secretary shall:
a. prepare the agenda of the CSSC meeting
in consultation with the President;
b. record and prepare minutes of CSSC meetings;
c. keep an updated record of all activities
of the CSSC;
d. prepare and send letters, notices, and
other communications; and,
e. notify and remind officers and/or members
of scheduled regular and emergency meetings;
Section 4: The Vice President for Documentation
shall:
a. be the custodian of all records, documents,
and minutes of all meetings, internal or external, and produce
copies for all officers and/or members;
b. have the right to select his/her own personal
subjects for assistance upon the approval of the executive
body; and,
c. assume the place of the Executive Secretary
in case of absence, incapacity or removal from office, or
upon the request of the latter.
Section 5: The Vice President for Finance
shall:
a. act as trustee of the CSSC funds;
b. implement a systematic collection of all
fees, (i.e. membership, admissions, etc.) as prescribed;
c. prepare financial reports and submit to
the Vice President for Finance;
d. be the signatory of all disbursements
to the funds, and issue official receipts of expenses;
e. keep an updated record of all expenses
to all activities of the CSSC;
f. study, recommend and allocate budget requirements
for all CSSC activities; and,
g. prepare monthly financial reports and
present to the members of the CSSC;
Section 6: The Vice President for Audit shall:
a. monitor the financial stability of the
CSSC;
b. audit the book of accounts of the CSSC
monthly;
c. secure from the treasurer a prepared financial
report with all pertinent documents necessary to properly
perform his/her duties; and,
d. submit the audited financial report to
the Executive Body.
Section 7: The Vice President for Business
shall;
a. preside over all business transactions
of CSSC internally or externally;
b. take charge of marketing, as prescribed
by the CSSC; and,
c. keep records of inventory of all facilities
and equipments of CSSC.
Section 8: The Vice President for External
Affairs shall:
a. submit reports to the Council of all related
activities and events outside the College of Computer Studies
and/or the University;
b. represent the CSSC in external meetings
and gatherings as assigned to him/her by the President or
the Council;
c. recommend officers and/or members to the
President, as participants or delegates to out-of-campus activities;
Section 9: The Director for Public Relations
of all year levels shall:
a. do liaison work with students of their
respective year levels;
b. promote the projects and programs of the
CSSC; and,
c. keep the CSSC in good reputation at all
times.
ARTICLE
VI
COMPUTER STUDIES ELECTORAL BOARD
Section
1: The Computer Studies Electoral Board, herein after
referred to as CSEB, shall be an independent body and has
the power to promulgate the procedures in the conduct of the
election.;
Section 2: CSEB shall be composed of all
Section Presidents or Vice Presidents, excluding freshmen,
given the fact that:
a. he/she is not an incumbent CSSC officer;
and,
b. he/she has no intention to hold any position
in the CSSC.
Section 3: CSEB must have one chairman, elected
among the members, who shall lead to decide on the qualifications
of candidates and all election related issues.
Section 4: CSEB must have committees, organized
by the chairman, and to be headed by an appointee of the chairman;
Section 5: It shall ensure clean, honest,
and orderly elections.
Section 6: It shall proclaim the winners
in all election contests.
ARTICLE
VII
ELECTION OF CSSC OFFICERS
Section
1: The election of officers shall be conducted after
the Preliminary Period of every First Semester.
Section 2: A candidate is qualified to become
an officer if he/she is:
a. a bona fide Computer Studies student of
University of Perpetual Help System Laguna;
b. a section officer at the present semester;
c. a student with no failing grades from
the previous semester;
d. a student with at least one major subject
enrolled at;
e. a student who do not have any other commitments
rather than CSSC; and,
f. without record of major offenses from
the Prefect of Discipline and Guidance Office.
Section 3: The election of CSSC officers
is nomination.
ARTICLE
VIII
TERM OF OFFICE
Section
1: An elected officer will take his/her post after
the Induction Ceremonies, conducted a week after the election.
Section 2: Any CSSC Officer shall be terminated
by resignation, expulsion on grounds and manner as maybe prescribed
by the Council.
ARTICLE
IX
IMPEACHMENT
Section
1: CSSC officers maybe impeached on the grounds of
culpable violation of the constitution and other such grounds
as maybe prescribed in the by-laws.
Section 2: Impeachment procedures shall be
determined by a body which will form part of the CSSC’s
by-laws.
ARTICLE
X
GENERAL PROVISIONS
Section
1: The quorum for the CSSC shall be as follows:
a. General Assembly – the presence
of CSSC and the presence of section officers, one half plus
one.
b. Council Meeting – the presence of
officers, one half plus one.
Section 2: Meetings shall be held as follows:
a. General Assembly – quarterly
b. Council Meeting – once a week
c. Emergency Meeting – by order of
the President
Section 3: The members of CSSC of good standing
can enjoy the privileges of having access to all records/data/facilities
owned.
ARTICLE
XI
ADVISER
Section
1: The CSSC shall appoint an adviser from the faculty
of the College of Computer Studies; otherwise, the College
Dean shall take the post.
ARTICLE
XII
AMENDATORY PROVISIONS
Section
1: Amendments may be proposed by any member of the
Council and be submitted to the CSSC Executive Body for proper
actions.
Section 2: The proposed amendment shall be
ratified by the majority votes cast in a plebiscite, and shall
take effect immediately.
EFFECTIVITY CLAUSE
This constitution shall take effect upon approval of the Dean
and all CSSC officers, with the date of effectivity this __th
day of _______________, 20__.
