In 1989, Paul Adams, then the Inspector General at the Housing and Urban Development Department, was hauled before a House subcommittee to explain why no one on Capitol Hill was aware of the rampant waste, abuse and mismanagement in the department's programs. The HUD scandal had drawn widespread media attention and proved to be a major embarrassment for both the executive and legislative branches. Many of the abuses, Adams told panel members, were thoroughly detailed in reports issued by his office that went unread in Congress. Not good enough, he was told. Busy legislators and their staffers don't have time to pore over every detail of IG reports, committee members said. They need federal officials to shout from the rooftops when they uncover evidence of poor performance and malfeasance - or at least to pick up the phone. It was a message Adams and other executive branch officials would hear repeatedly as senators and representatives sought to explain to their constituents why the HUD scandal was allowed to fester for so long. The obvious answer is if you intend to commit genocide for profit be sure to have the political patronage system take out law enforcement first. Writer John Steinbeck's novel the "Grapes of Wrath" in the last century had little good to say about California's treatment of poor or agricultural workers. An article published by the Modesto Beein late 1990's entitled the "Valley of the Poor" begins to touch on the roots of poverty as explained by a "Blue Ribbon Panel of Experts" made of local social service agencies who stand to profit from their own failure Poverty was the apparently the order of the day as taxes rose and employers such as Blue Diamond Almonds; Tri Valley Growers; Louis and Rich Turkeys; and even a large producer of frozen tv dinners moved out of town. An article on Famine Proposed by Carol Garlitz of Stanislaus County Univesity of California AG Extension in the 1980's era was not received well in the Modesto City Hall located in the heart of the largest food producing area on the planet. Some suspected it was a ploy to boost price of USDA commodities and probally had a lot to do with her being offered a position in Santa Barbara, CA. Congressman Tony Coelho worked with Congressman Leon Panetta to create the Food Stamps for Homeless Act before resigning his seat in Congress admitting errors concerning associations with junk bond king Michael Milken(convicted)

The Modesto Gospel MissionRose from humble beginnings in the 1950's to be described by neighbors and even nearby supporting churches in Articles in Modesto Bee in 1990's as a major public nusiance laying waste too about a square mile of property adjancent to Airport Redevelopment Project. In 1986 Washington State operated a GAU, often known as give a bum a paycheck program which offered $314.00 in easy money to any homeless person who could claim to live in the state by claiming to be a drug addict, alcholic, or mentally imbalanced. The California Wine Growers were realizing $12.5 million dollars in yearly sales from fortified liquors in Seattle and had worked with the Washington State Legislature to protect their vested interest that homeless clients had money to buy their product.

The program empowered homeless from all over the United States to come to Washington, claim to be living under the bridge, and get instant benefits without actually having to prove residence. This appears to be a large postal fraud. The US Postal Inspector at San Bruno California explained they program might involved extensive postal fraud, however they could not be bothered to investigate. The organized criminal interest also wanted to use poorly operated homeless shelters in the downtown area to drive down the value of property in and around the Pioneer Square area. Nothing like a poorly run homeless shelter in the neighborhood to wreck business. Once enough property changes hands, the human garbage can be dumped somewhere else. We did everything we could to help them,right?

In 1986 I began a public awareness campaign concerning this program and soon encountered the Pioneer Square Association and Casey Carmondy who works at a business called Semantics. Casey took time off from her business to mobilize and operate a state wide campaign to replace the GAU program with something which assisted the needs of clients. Casey did extensive research and had to speak to the Washington State Legislature. A person really has to have a sense of humor to appreciate the idea of a Washington State resident or organization having to debate reform in their state in front of the legislature with a group of business interest from California.

Casey next lead the national campaign to reform fortified liquors and was last seen attacking the production of such materials. As far as is known Casey has nothing against the homeless and her actions have cause an improvement in the plight of the homeless. It is believed the primary focus of this criminal enterprise was to use homeless programs to destroy value inner city real estate so it could be repurchased by real estate interest.

We believe that the Salvation Army, City of Portland, and other funder's policy of offering free food and housing to persons who are substance abusers and/or are involved in illegal activities (A condition of the forenamed entitles have created by operating and supporting the unrestricted access mass dormitory Recovery Inn Shelter at 313 East Burnside,)  Has resulted in the Recovery Inn (RI) being a public nuisance: 

We maintain that unrestricted-access shelters such as RI are not
conductive to helping people transiton to an independent lifestyle.

We agree with Central Eastside Industrial Council's "Position statement on homeless services" that is enclosed.  We also enclosed Mayor Clark's July 19th, 1990 response to CEIC's position statement.  In fact we feel RI is incorrectly named as there are no records showing any client transferring to a "recovery"program. While RI jobs programs claims success in finding full-time work for some individuals, it is not clear that individuals were formerly RI shelter clients since the employment program draws applicants from all over the central city.

Shelter-based care, in our opinion, does not solve people's problems but only enables clients to continue the behavior that caused them to be homeless;
thereby perpetuating their condition.

It has been the city's policy and plan for many years to close the shelters and provide more humane single room occupancy housing coupled with case management services.  Dan Steffey, then Mayor Clark's Assistant, promised at several public meetings that mass dormitory shelters would be eliminated before January, 1991.   We feel it is now time to do this so that limited resources can be directed toward programs that help people solve their problems instead ofjust warehousing them in a substandard shelter that does not even meet federal requirements for housing prison inmates or migrant workers.

The Central Eastside Industrial Council (CEIC) and the Central Eastside Community Policing Demonstration Project have worked with the Salvation Army (SA) from the beginning in an attempt to improve RI operations. CEIC Committee Co-Chairs Joanne Ferrero and Margaret Moreland wrote the enclosed June 21, 1990,letter to Bill Thomas of Multonomah County supporting SA's assuming control of Baloney Joe's in July of that year.  It reads:

The Salvation Army has been in our district for over 70 years. Our observation is that they have  been good neighbors and operated successful programs.

Shortly after assuming control of Baloney Joe's, Captain Nancy and Ross Allemang of the SA assured CEIC Board Members that the problems business people were experiencing would improve because of SA Rehabilitation philosophy as well as SA's operating rules and procedures.

Soon after this meeting, Lt. Col Morelock and the Allemang's met with Greg Wentworth, Peter Fry, Stuart Shleifer, Joanne Ferrero, and Margaret Moreland at Wentworth Chevytown and again assured those present that they could expect the situation to improve. It was better that summer, but quickly deteriorated when the Salvation Army offered their as Portland's primary overflow shelter and continued the former Baloney Joe's Policy of unrestricted access. A community meeting was held January 25th, 1991 with Col Morelock, Captain Nancy Allemang, and John Simmons to air neighborhood concerns.  A copy of the approved minutes of that meeting are included with this letter.  A copy of the approved minutes of that meeting are included with this letter.  Also enclosed is a copy of a letter sent to Gordon Oliver of the Oregonian dated September 3rd, 1991 to correct some statements made in an 8/31/91 Article entitled, "Salvation Army Chief To Move On."  Copies of this letter were sent to both SA's Major Love and Major Hogan.

East Precinct Police personnel met  with Major Hogan shortly thereafter to inform him of drug activity at RI.  This matter also discussed at Demonstration Project meetings.  At the recent April 16th Demonstration Project meeting, Lt. John McNabb warned SA John Simons in no uncertain terms that Police Officers knew what was occurring inside the facility and could no longer ignore the situation.

Despite the Community's involvement and SA's good intention criminal activity continues to flourish in and around this shelter. Drugs are openly sold outside the front door from supplies stashed inside. Police Officers routelinely find discarded hypodermic syringes in RI's restroom as well as evidence that bindles are being assembled within the facility. A four inch thick file of arrest made from July 1991 to May 1992 involving drug activity at RI was recently submitted to the City Attorney as evidence in support of closing the building under the City's specific Crime Ordinance.

What will happen if RI is closed?  Our observation is that most of the RI clients are illegal aliens who eat and stay at the shelter and are bussed to agricultural job sites outside the city.  Some have found selling drugs easier and more profitable than working in the fields.  Thus, taxpayers and contributors funds are being used to support criminal activity.  Closing the shelter would allow these funds to be used for more worthwhile purposes.

The problems this shelter has created in our community will not be solved by transferring RI to another operation (If SA, with their expertise cannot manager this shelter, no one else can).  Nor can the problems by increasing operational funding, hiring additional help or building new state-of-art facility.  The problems, we feel, are endemic to unrestricted-access shelters and can only be solved by closure.  Concerned members of a CECI sub committee hired an attorney in 1990 to research successful nuisance suits against dormitory shelter operations.  The attorney provided information on several lawsuits that were successfully settled in the Complainants favor.  He also writes 9/24/90 Memo that states in part:

No law requires government, social service
providers and funders to facilitate outlaw life styles

furnishing free, unstructured housing.  The Law does, however, provide remedies for those injured by governments, providers, and  funders shortsighted facilitation of criminal behavior.  Not only may the governments, and providers involved be required to compensate victimes, but executives, directors, and major funders of the providers may also be required. It is time that community decision makers realize that on the one hand they have no legal obligation to reward those who refuse to live by community standards and laws; on the other hand they do have an obligation to protect the health and security of the whole community. On the basis of this legal opinion and the City's pending civil action under the Specified Crime Ordinance, we maintain that the Recovery Inn should be closed.

Footnote on Michael Stoops A 1987 article by Mark Zusman and Kay Durham about homeless activist Michael Stoops, and founder of the Baloney Joe's homeless shelter. Their story charged Stoops with extorting sex from homeless male teenagers in return for shelter and food. While a subsequent investigation confirmed the article's charges (including evidence that a number of boys had contracted gonorrhea of the throat), Stoops was fired and Baloney Joe's eventually closed. Nevertheless, the article resulted in a backlash at Willamette Week and a significant loss of advertising revenue.[5]

By 1987, homelessness had become a major political issue, thanks in part to the efforts of a charismatic grass-roots activist named Michael Stoops, founder and chairman of the Burnside Community Council, which operated Baloney Joe's--Portland's best-known homeless shelter. A grizzled social worker from a Quaker background, Stoops was the perfect antidote to the materialism of the Reagan era: He drew no salary, favored thrift-store clothes and lived in a skid-road hotel with two broken TVs--one for picture and one for sound. Behind the rumpled demeanor, however,

Stoops was a media-savvy advocate with a knack for publicity: He gave reporters a taste of street life through an innovative "urban plunge" program and organized an annual tongue-in-cheek parody of the Rose Festival to crown the King and Queen of the Hobos. But on Nov. 19, WW published what was destined to be its biggest story of the decade: a report that Michael Stoops routinely had sex with teenage boys who came to Baloney Joe's seeking shelter.

The news hit the city like a lumbering freight. Stoops hotly denied the charges, and droves of supporters rushed to his defense, bombarding WW with angry calls and letters, complaining, in effect, that the charges were too ugly to be true. But the collective wall of denial crumbled after the BCC commissioned Portland lawyer Don Marmaduke to investigate the accusations. Several months later, after a brief effort to keep the investigation under wraps, the agency finally released the Marmaduke report, which confirmed WW's story. Stoops resigned the same week.


The story's aftermath continued for years. Stoops left town for Washington, D.C., where he continues to work on homeless issues. The BCC collapsed, and the Salvation Army took over Baloney Joe's and renamed it the Recovery Inn. Today the shelter stands empty and forlorn on the east end of the Burnside Bridge, its windows boarded up, its walls stained with urine--just another hard-luck story. But a recent visit yielded a surprising memento: Outside the door sits a rusty, battered tin can with the following inscription scrawled on its face: "I don't forget Baloney Joe's and Michael Stoops."

Maricopa County Sheriff Joe Arpaio has a national reputation for being tough on crime and operates a real mean jail which according to press releases make life tough on criminals. A person might ask if you want to punish someone and save money simply close down the jail and send them to Central Arizona Shelter Service? This shelter is so bad that former State Homeless Coordinator Vic Hudenko asked me as a personal favor not to go to CASS because it was so bad and actually called around Phoenix to find another facility for me to visit. On the other hand maybe the toughguy Sheriff could get far enough off his duff and show some leadership or clean up this public nusiance which has done untold damage to economic interest in central Phoenix. A "mass dormitory type shelter" typically might house up to 500 -600 clients. For instance ask a commander of a National Guard Unit what he needs to house, field, and provide for a brigade and you can understand the success and evolution of small shelters in residential neighborhoods.

In 2005 The Bush Administration proposed cutting $37 Billion from the homeless programs leaving only $13 Billion a year and taking away control of the programs from organizations such as US Conference of Mayors which have long history of abusing programs. If we take $50 Billion a year and divide it by an estimated 1 million homeless clients we arrive at a figure of $50,000 a year in federal spending per client. By comparison we could take $10,000 a year and put each client in a nice motel room and $10,000 for food and expenses and save $30,000 a year. Does the service delivered to the clients even vaguely justify this type of expenditure?

Hi! Thanks for your message I don't think that the website you mention is living in the real world. But the point is still well taken that the life of homeless people is extremely dangerous and the obstacles that homeless people face are severe. There are supposedly 15,000 homeless people here in San Diego County and the death rate is so high that the local paper no longer even bothers to mention when yet another body is found in Balboa Park. When there was a meeting of the Renaissance Commission here in Ocean Beach a couple of years ago, the concensus in the audience was running more than 10 to 1 in favor of the theory that homeless people were ENTIRELY responsible for their own situation. What is needed is not $250 billion but a commitment by society that we will do what is necessary to help those homeless people who are willing to help themselves.

"The reports are NOT exaggerated. actually, the preface to the SF Dept. of Public Health's annual homeless deaths report contains a caveat where the Dept. states that each year's count is actually an undercount -- the half-time position to do the legwork to confirm the housing status of the decedents was eliminated from SF-DPH's budget. the current counts reflect only those whose homelessness could be confirmed by the M.E.'s staff, or by police reports. if you're interested, check out SF Medical Examiner it's the text of the Director of Public Health to the Health Commission regarding homeless deaths in 1999, and has a link for the 1999 report, which I co-authored. it was, as they say, a record year.

Dennis, The problem is vast and complex, but substantially solvable. Divide the number of projected homeless in any metro area by the number of citizens who reside in that metro area. Ratios of 1 homeless person to 200 or 300 residents is not uncommon. Effectively, housing 40 individuals in a community of 8,000 should not e too difficult or noticable. You'd think, however, that a toxic waste site was moving in if a transitional or affordable housing development were proposed in just about any community in the nation.

Providing mental health evaluatins and treatment as well ass substance abuse treatment helps to impact 40% to 60% of those considered homeless. It is very expensive and for the most part, non-existent. No place to go and no help when they get there. $250 billion could easily solve the problem if distributed within the context of a national homeless strategy where levels of consistency in service could be measured. $250 billion can fix a lot of problems or be wasted like any other big pot of money.

Mr. Stringer,

Your e-mail about a study of homelessness in San Francisco was forwarded to me. I have no direct knowledge of the study or the situation of the homeless in San Francisco so I can't comment on that. While I do not work directly with the homeless in the Tucson metropolitan area, I am aware that life "on the street" is difficult and that it can hard to move to a more "mainstream" existence. In our community it has been reported that a substantial proportion of the homeless have mental health, substance abuse and/or physical disabilities which certainly are barriers to changing their status. Lack of job skills and educational attainment also are barriers.There are programs here that seek to help the homeless, particularly with a focus on moving them to employment, but it still is hard for some of these individuals to make the transition and then to maintain a job which often is low wage and low status and leaves relatively little discretionary income. Some of the homeless are unable or unwilling to comply with the requirements of these programs which require individuals to show up regularly for job search training, appointments, etc. Living "on the street" and having to scrounge for meals, etc. certainly could make it hard to keep a regular schedule and appear clean, well groomed, and focused each morning. There are some beds in homeless shelters set aside for those who participate satisfactorily in job search and related employment activities. However, many of the homeless do not feel they can afford to spend weeks or months participating in a job training program when they have no income during that time.

The $250 billion you mention may relate to the proposal to allow faith-based organizations to seek funding to provide a range of social services. That apparently is existing funding for a wide range of services, for many population groups in addition to the homeless, and represents little or no increase in the overall amount curently available. I'm certain you are aware of the concerns raised by some about whether allowing faith based organizations to receive public (government) money could constitute government support of organized religion. During the Tenure of Secretary Martinez The US Department of HUD implemented programs which encouraged homeless shelters to permit clients to stay for longer periods of time to participate in various programs offered funded by US Department of HUD. During the 1980's and 1990'2 the operational audits of Homeless Shelters in 1993and 1994 and 1995 and 1996. demonstrated the role movement in shuffling clients around the United States and denying them participation in federal programs which might assist their plight. The results suggest the average client is traveling about 20,000 per years and is too busy being moved around by shelter limits to participate in various federal programs. Sort of a variation on old carnival and pea game where the rube tries to guess which shell the pea is under. In this system the "Corner Cities" such as New York,Seattle, and Los Angeles get screwed because they are at the end of massive interstate highway systems which dump the "garbage" from "Christian Communities" into the liberal communities.

Unlike Slave Owners of the Past today's Masser dosen't have to get the hounds out to chase down runaway slaves. He controls all the food, shelter, and hospitality within 50 miles and forces the unwilling to move on. Obviously International Law prohibits bondage, peonage, or slavery in all of it's forms.

DSHS fails $6.1 billion Medicaid audit Will legislature finally exercise oversight?

On December 30, 2004, Washington State Auditor Brian Sonntag officially released the Fiscal Year 2004 audit of the state's $6.1 billion (50 percent federal funds) annual Medicaid program. Among the 22 audit findings issued against the Department of Social and Health Services (DSHS) for its handling of the Medicaid program, the state auditor (SAO) took the highly unusual step of "disclaiming"; the entire Medicaid program.

SAO noted:"Disclaim" is a term used in auditing standards that means we cannot conclude, based on documentation and other evidence we were provided, whether all of these costs were allowable or whether all clients were eligible for services given to them and all providers were eligible for payments made to them."

SAO's official Medicaid audit release follows the unprecedented public release of the audit's draft findings by DSHS on the agency's website on December 14, 2004. According to SAO, some of these draft findings were altered by DSHS.

The findings the Department of Social and Health Services released on its website on December 14, 2004, were preliminary drafts and were not completed. In addition, some of the findings the Department presented were worded differently from the drafts we gave the Department at the exit conference on November 24, 2004. The following document is the State Auditor's Office official special report on our audit of the Medicaid Program for fiscal year 2004.

Among the audit's official findings, DSHS:

paid $22 million to individuals who did not provide valid Social Security Numbers (SSN) or offered no SSN at all;

paid more than $1 million to individuals claiming a deceased relative's SSN;

provided $1.3 million in unallowable medical services to illegal aliens;

cannot account for more than 1.4 million in pills worth in excess of $529,000; and

did not cooperate with SAO's audit, leading to the disclaiming of the $6.1 billion Medicaid program.

Regarding the lack of cooperation extended by DSHS, SAO made the following statements throughout its audit:

DSHS personnel attempted to thwart particular audit procedures by questioning our authority to either expand the scope of our audit or to obtain certain information.

[DSHS]altered information related to sample transactions while we were attempting to complete our review.

In some instances, we were unable to independently interview line staff without the presence of management or without management's selection of the employees to be interviewed. Staff members informed us that they had to obtain permission from management prior to speaking with auditors. During our review of the allowability of certain medical procedures and of procedures provided to undocumented aliens, we were never granted permission to speak with the medical consultants who had approval authority.

The audit liaison system, as actually used by the Department, hindered our access to data and obstructed our contact with line staff. Additionally, the audit liaison system attempted to force us to rely on the Department's representations as to the existence or accuracy of evidence. In effect, the Department was attempting to perform the work of the auditor, instead of allowing the auditors to perform an independent audit and reach a valid conclusion.

It is inappropriate for the Department to withhold information because it believes it is not relevant or significant. The auditor should be given the information requested and have an opportunity to examine it and discuss it with the Department before the auditor decides its importance.

Auditors of the Medicaid Program were subjected to undue criticism of their integrity, independence, competence, objectivity, and knowledge. These charges against audit staff were made both in person and through e-mail, and we believe they were intended to deter us from completing our audit.

It is worth noting the contrasting attitude displayed by the Department of Health (DOH) in response to one audit finding issued jointly against DOH and DSHS: "We concur with the finding of the State Auditor's Office Thank you for the professional work by your staff." Despite DOH's acceptance of the audit finding, DSHS did not concur with the finding. With Washington's $6.1 billion Medicaid program at risk, legislators must finally exercise long overdue oversight and ensure audit corrective action occurs. Many of the findings issued against DSHS in SAO's 2004 audit are repeats from previous years. By making an example out of DSHS, legislators would also send a strong message to other state agencies that frustrating the efforts of the people's elected auditor will not be tolerated. Accountability and transparency for tax dollars must be the first responsibility of all state officials.

As a first step toward making sure these abuses do not reoccur, the House passed H.R. 1, The HUD reform act of 1989, on November 14. I am enclosing a fact sheet which explains the contents of H.R. 1.
