| Hello from Dmitry and Irina Trofimov, Director and Manager of the NGO, �Children of Tien-Shan in Balykchy, Kyrgyz Republic. Well summer is over, the children are back inschool and everyone is back to work after what seems like avery brief summer. We hope you got to take some time to enjoy your summer months. Here we continued to be very busy what with moving into the new Crisis Center, remodeling the Resource Center and then a summer camp that included building a new fence around our Resource Center. Even though we were really busy, it was great to see our ideas take shape and plans that we made come to fruition. | |||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||

| Another �project� we have been working on for some time now is beginning to take great strides forward! That �project� has been the introduction of foster care as an alternative form of upbringing children in the Kyrgyz Republic. As many of you may know, we have been working on this for the past 4 years, (we can�t believe it�s been that long!). Our staff has traveled, studied, written, and planned on how to best introduce this concept into the daily workings of local and national government systems alike. We have given trainings to individuals and government structures and participated in roundtable discussions. Over the past couple years, we have helped write legislation that will provide foster care as another alternative for children in need of a place to live. That legislation should be introduced to the Parliament this December! In August 2008, a team of representatives from the Cabinet Level of Social Services under President Bakiev along with a representative from the United Kingdom traveled to Balykchy and met at our Resource Center where we worked on the final draft of Minimum Standards to be used under the foster care law when it is passed. We believe the progress made is instrumental in bringing about needed changes for the neglected abused children in the Kyrgyz Republic, particularly as the numbers of social orphans continues to grow as well as the number of children being placed in orphanages.
