Planning Department
Chattahoochee-Flint RDC Planning Staff provides technical assistance to all our member governments in the areas of comprehensive planning, zoning, land use, tranportation planning, economic development, grant assistance, environmental protection, historic preservation, GIS mapping and demographic data support.

We are uniquely situated on the edge of the metropolitan Atlanta area.  We have high growth metro areas with multitudes of industry and commerce, as well as rural areas with agriculture and recreational opportunities.  We are continuously helping our members expand and improve their services while at the same time preserving their natural and historic resources and quality of life for their residents.

Current activities and projects include:  administering Transportation Enhancement, CDBG and records management grants; conducting soil erosion BMP and watershed studies; completion of housing assessments for Heard County and the City of Woodbury; updating the Meriwether County and City of Mount Zion zoning ordinances; mapping road and sidewalk improvements; developing regional transportation priorities and advising on transportation issues facing the region; and assisting member governments in meeting transportation issues facing the region; and assisting the member governments in meeting their obligations under the State of Georgia minimum planning standards and procedures.

Tom Sills began working with Chatt-Flint as the Planning Director in May of 1999.  Tom oversees the planning staff and the department's work program.  Tom works with local governments and assists them on transportation issues, metropolitan water issues, and does grant writing.

Nancy Seegar began working with Chatt-Flint in 1997 and is now Senior Land Use Planner.  Nancy assists local governments with development ordinances, and provides technical assistance for zoning and comprehensive plan issues. She also manages the Development of Regional Impact review process for the region.

Lynne Miller began working with CFRDC in 1994 and serves as Historic Preservation Planner and one of the RDC's two Senior Planners. As Preservation Planner, she helps governments, groups and individuals identify, recognize, protect, rehabilitate and reuse historic buildings.  She prepares grant applications for publicly owned historic buildings and for dowtown revitalization projects.

Lisa Nicolas, AICP began work with the RDC in March of 2003 as the Regional Planner.  She assists senior staff in all areas of local government planning including grant writing and administration.  Mrs. Nicolas' primary focus is developing and/or carrying out projects that address regional environmental issues such as water quality, greenspace protection and farmland preservation.

Anne Nichols joined the RDC in October of 2000 as the Community Development Planner.  Ms. Nichols assists local governments in developing funding strategies for projects such as infrastructure improvements, public facility contruction, and technology enhancements.  Her responsibilities include a variety of projects that promote the economic vitality of this five county area, and providing demographics research and trands analyses to local governments and the general public.

Meril Moore joined the RDC in August 2002 as the GIS Coordinator.  She assists local governments with a variety of maps, including zoning  and land use.  Some of her other projects include mapping sidewalks, road centerlines, trails, and historic markers for our 5 county region.
