1. |
The CFBT will focus is beneficial services
to the following problem groups:

Persons with the risk to become
blind
Persons with Low Vision
Totally blind persons
Multiply handicapped blind persons

|

2. |
The CFBT will cooperate
with GO's, NGO's and INGO's, who will be funding partners,
or partners of consultation or action, to perform its programs. |

|
3. |
The CFBT will actively encourage donors
within our country to participate with our work. The donors
will be private persons, companies, and government institutions. |
|

|
|
4. |
The CFBT will particularly concentrate
on the following major programs, in compliance with funding
possibilities.

Health Program :
Prevention of Blindness Program (PBL), Rehabilitation
Program:
In accordance with the international movement "Vision
2020 - The Right to Sight", we wish to spare
as many people as possible the fate of unnecessary
blindness. By conserving them the ability to
see, we will enhance the good feelings of the clients.
We also support the idea that it is an economic advantage
to prevent blindness than to deal with it.
The CFBT will co=operate with the local hospitals
and District Health Centers launching "Blindness
prevention" programs for those who live with
the risk to become blind.
We will work in cooperation with the medicinal personnel
who will screen patients and carry out surgery where
necessary, for prevention of blindness and for suitable
therapy.

Low Vision Program (LV):
We will advocate the use of optimized methods
to assess low vision. According to the
individual assessment at the villages where the people
live, we will provide suitable instruments, e.g. magnifiers
or CCTV devices, suitable learning materials like
Large Print books for school attending children with
low vision, give advice and exercises to the persons
with low vision, and to persons in their social surrounding,like
teachers, parents, government officers or friends.
We will publish a handbook respectively.

Community-Based Rehabilitation
Program (CBR):
Many people in the rural areas are, because of ignorance,
because of unavailability of information to them,
because of poverty, or other reasons, not able to
seek for assistance at a government office or at a
CFBT center. They have rights. We will
go to their homes and assist them, collaborating with
the government, accordingly with the full program
as available and necessary.

Preparatory Program (PP):
Before a child is able to enter a regular school together
with sighted pupils in Integrated Education (IE),
he or she mush learn daily living skills: how to move,
how to eat, how to get dressed, how to walk, etc.
He or she must learn how to use Braille, etc.
We teach these skills to the children and prepare
them, also with basic school subjects, so they will
be able to be educated in IE schools.

Integrated Education Program
(IE)
Blind children used to be educated in special schools,
if they received any education at all. with new laws
in Thailand, they have the right to attend schools
together with sighted children, in IE This concept
being the best way to educate and socialize them,
the CFBT will assist those who have enough capacity
to study with their education so they can be fully
integrated in society.
The CFBT will assist the Visually Impaired (VI) Children
to be educated and rehabilitated regarding their individual
needs. The CFBT will provide to teachers and
parents, suitable learning materials, a dormitory
program, where necessary, food, transport to and from
school, etc.

University Studies Program
For those who study at colleges and universities,
we will find and provide scholarships, if necessary,
Braille, taped and large print learning materials,
and technical equipment, and give technical advice
to both students, and universities.

Vocational Program
The CFBT will assist Adult Blind Persons to be able
to sustain themselves to live in decency and have
an independent life by its programs as follows:
- Vocation Training
Program
- Assistance to start SME's Program
- Loan Funds Program
- Revolving Funds Program
- Job placement of the blind
We will, in a family-based
program, train VI persons suitable vocational skills
so they can be employed or start their own SME's (Small
and Medium-sized Enterprises).
We will help VI persons, who are able to work, to find
and get a workplace.
Where appropriate, we will give them revolving loans
at a low interest rate to start up an existence

The CFBT will perform its rehabilitation
programs by the following structures:

a) Community Based Rehabilitation (CBR) Programs

The Roi-Et center will continue its
CBR program.

The Lampang center will continue its
CBR program.
-
The CFBT plans to start up a CBR program
at the Khon Kaen center.
b) Multiply Handicapped
Blind
-
The Multiply Handicapped Blind Rehabilitation
Program will continue at the Bangkok Roi-Et, and the
Lopburi centers in the years 2003 ff.
-
The CFBT will transfer blind persons
with additional disabilities to the Bangkok or, respectively,
to the Lopburi centers.

The CFBT will arrange
the opportunity to touch the spirit of God to those Visually
Impaired Persons who wish to have this chance:
A special Spiritual Development
Program will be given at the Khon Kaen center in the years
2003 ff. in the form of Sunday School and Service, held
by a pastor of the Khon Kaen Church.

The CFBT will continue to develop the
quality of its management by a series of suitable programs
as follows:

Management skills training program
for key staff; this program will cover the following
fields:
Planning - Organizing - Leading
- Controlling (Monitoring, Evaluation, Reporting,
Auditing)

Developing and providing an Operation
and Administration Handbook

Improving the Foundation's communication
system

Improving the Foundation's financial
system

Developing and establishing Information
Centers (IC) for the public

Holding seminars for the Board Members

Evaluating the Foundations procedures

Another focus will lie on the technical
upgrading of our staff

School for the Blind and
the Multiply Handicapped Blind
Lopburi is operating our
School for the Blind and for the Blind with Additional Disabilities
(Multiply Handicapped Blind). Its activities will
specially focus on Multiply Handicapped Blind (MHB). This
school serves blind adults, whether transferred from Bangkok
or new arrivals. They received training with an employment
perspective:

Dormitory

Daily Living Skills Program

Vocational Training: Plant raising,
vegetable & mushroom growing, Fisheries, mat weaving,
batik, cloth dyeing, hand-made products, etc.

Revolving loans to start SME's (Small
and Medium-size Enterprises)

Early-intervention Program
The Lopburi enter will cooperate
with the Bangkok center in its work for the MHB in Thailand.
The management of these centers will accordingly be
developed. Case studies must be done. A
handbook will be developed as a manual for the CFBT's own
use and for the use of others who are servicing MHB persons. |

Home for Multiply Handicapped
Blind Children
For blind children with additional disabilities:
Our Home of the Blind at
Bangkok needs to have more space for children so they can
have better facilities for exercises and physical rehabilitation.
The subjects of the children's rehabilitation need
to be revised and developed: Daily Living Skills,
Orientation & Movement, emotional treatment by use of
music etc. The physical therapy needs to be
further heightened and the general work needs to be upgraded
to also contact the families of the children. Our
services will comprise the following areas:
General service:
Bangkok aims to be a center of Fund Raising
of the CFBT.

Head Office
The CFBT head office at
Khon Kaen will be made fit for the needs and activities
of the future. We will monitor and update our structures
and the system of our management whenever and wherever necessary,
to be in compliance with the ever changing environment. We
will perform this task by the following strategies.

Thus we will operate at
a closer distance to the people who need our assistance.
The CFBT will not concentrate on the South of Thailand,
as this is a Muslim-dominated area and harder to access. |
