The CFBT would sustain its functions also in the case of exteranl alternative developments

If the government has sufficient funds and would be able to implement all privisions set by the law, then the task of the CFBT would be respectively adapted.  The CFBT would still be physically necessary as a mediator and provider of services, as considerable know-how and the expertise to work with the VI persons are gathered int eh organization.  Beneficial use could be made of the CFBTs grown structure, its facilities, its relations and connections, and its manpower with its skills and knowledge.
