 not much to say about him.....It was believe he tapped into this evil powers by fighting Akuma....The cannon story says that he only appeared one time only, and it was druing the fight against Sagat, where Sagat had the upper hand + he was clearly winning, then Ryu tap into the evil powers and shoryuken Sagat-All because he wanted to win at all cost. In the Street Fighter Alpha Movie it was caused by a boy who clamied he was Ryu's brother(he's not),when his presence was first meet with Ryu he started to tap into his evil side, Ryu's so-called brother as well has the Dark Hado (as they say it), but in the movie he got rid of his Evil side for good with the help of Rose. As Evil Ryu, he gains the Ragging Demon, teleport, and the Messatsu Go Shoryu...but he loses the Shin Shoryuken =O( , they(ppl) say this is Ryu's full potential, but I think not for I believe when he reaches his best...he would at least have better moves, keeps the Shin Shoryuken, and have Good(good vs. evil)powers
