She first appeared around the 1st to 2nd episode. She first appeared to be against Recca, like wanting to kill him. But the truth is as follow. Spoilers ahead. Kage Houshi's real name is Kagero. She is Recca's mom. The reason she gave Fujin to Fuuko to fight Recca was she wanted to test Recca's skills. Later, after Fuuko and the Fujin was defeated by Recca's flame, Kage Houshi sent Mikagami Tokiya to test Recca. Tokiya was present during the fight between Fuuko and Recca, although nobody knew he was there. Kage Houshi said that Recca is kind of like Mifuyu's (Tokiya's sister) killers, meaning Recca had wanted to steal the Fujin just like Mifuyu's killers wanted to steal Ensui. Thinking that Recca knew who the killers was, Tokiya went after him. He was defeated, of course. Soon afterwards, Kage Houshi told Recca that all she wanted was to test his skills to see how well he would go against Kurei. Kage Houshi finally told Recca she is his mother during the fourth tape.
