In order to enhance the national fraternity's benefits to the individual members, Phi Kappa maintains a national level governing structure. The structure is completely controlled by the chapter members through their chapter delegates to the General Assembly. The General Assembly makes the laws of the fraternity and in turn elects an Executive Council to execute these laws. The General Assembly consists of three elected delegates from each chapter and meets at Convention and Conclave each year. Any member of Phi Kappa may attend and exercise the right to address the Assembly. The Assembly has the power to law and collect dues and assessments, to establish a uniform process of initiation, to provide a ritual and to amend—by a 2/3 vote — the Constitution and By-Laws of Phi Kappa. It elects the Executive Council and may by a 2/3 vote remove any member of the Council from office. The executive powers of the fraternity rest with the Executive Council who enforce the Constitution and By-Laws and serve as advisors to the chapters. The Council is also responsible for the administration of fraternity business between national meetings. There are four elected members of the Executive Council who serve two year terms. The Exalted Grand Master and the Exalted Scribe are elected at the annual Convention on even-numbered years. The Exalted Worthy Master and Exalted Pledge Master are elected at Convention on odd-numbered years. Two appointed members, the Director of Community Service, and Director of Expansion, are appointed at each Convention by the Exalted Grand Master to serve one-year terms. |
